On April 21, 2026, at 6:00 PM, the Milford Planning Commission held a regular meeting with two public hearings and a workshop to kick off the 2028 Comprehensive Plan update. The commission recommended approval of a comprehensive plan amendment and a corresponding rezoning for 908 North Church Street, both by 5–2 votes, and began the 18-month process to update the city's guiding land-use document.
At this time we will begin the planning commission meeting for April 2026. First on the agenda, 15-minute public comment period. This is the time set aside for the public comment. We allow public comments for three minute time period. Let me get the list. First on the agenda, please everyone stand for the Pledge of Allegiance. Thank you. Roll call shows seven commissioners. Everyone's here. No minutes in the packet. We'll skip over that. First up, public hearings. Mr. Solicitor. Procedures? Yeah, this is the time set aside for the public hearings. The applicant, first of all, Mr. Pierce will make the presentation or at least uh instruct the uh commissioners about the proposed uh application, and then the applicant will be given a time to speak. Um, and then the the public comments will be open up as to each application, uh, those in favor and those opposed, and then just anyone that has any opposition. Um, again, um please uh keep your comments uh in a timely fashion. Um there's no one here, so I don't think there's going to be any disruption from anyone. Um, and then uh after the public comments are made, um, and then the the commission, if they don't have any further questions, uh the uh the chairman can close the public hearing portion of it, and then uh it'll be um up to discussion by the planning commission, then ultimately up for a vote. Um, and uh that's essentially the ground rules. Thank you. First ordin first public hearing ordinance 2026-04. Mr. Pierce. Yes, the these two items on the agenda this evening. Uh one is a comprehensive plan amendment, and the other one is the resulting change of zone request uh from that comprehensive plan uh future land use map amendment. Uh again, the first item is ordinance 2026-04, uh, Miller Investments LLC. Uh this is a comprehensive plan future land use map amendment to change the property from low density residential to commercial. Uh we received a written request from the property owner for this change. Uh the property currently contains an existing uh residential structure that has been used as a uh group home uh for quite some time now. Uh the applicant is not proposing at this time to change that use. Uh the plus meeting for this amendment request was held uh back in early February, and a copy of those plus comments for the uh future land use map amendment request are enclosed in the packet. Uh staff has provided analysis under section two of the staff report. Uh the comprehensive plan uh if if it were changed to commercial, commercial, future land use would permit um various types of uh commercial uses and and zones of C1, C2, C2A, C3, BP, OC1, and H1. Um in terms of the surrounding area, the property is bound on the north by a property that's developed and currently zone C3 Highway Commercial. Um it currently contains the uh minaky business and a planned flexile office warehouse space that has been through the site plan review process. Uh the property to the west is vacant, land that is zoned C3 Highway Commercial. And then the property to the south is zoned R2 and contains a single family detached dwelling. Um closing the packet is a copy of again those plus comments. Uh we have a copy of the look, the the comprehensive plan future land use map, um, identifying where the the land use change would occur.
