1:43Good afternoon, Andrea Knickerbacher, Department of Employer Relations.
1:47There are four job evaluation reports via consideration.
1:51The first recommendation is in the Department of Administration.
1:56And this is a position that previously was with the Health Department and the position authority was moved over to the Department of Administration.
2:06The department provided a different, slightly different job description.
2:10And based on those recommendations, we recommend epidemiologist senior in pay range 2LX.
2:20The second report is in the Department of Public Works in Administrative Services.
2:27This is a new position to the city added in the budget.
2:31And based on the oversight and coordination that this position will hold.
2:45The third report is a number of positions in the health department.
2:50The first is taking two community outreach specialists that are grant funded and recommending both to be FMIR coordinators at a higher range based on different responsibilities.
3:10The pay range is 2IX.
3:12Also a community health administrative three and two underfill titles.
3:18Community administration administrative specialist one and two.
3:23And the recommendation is a more generic title, with the position authority being at a three-level health administration specialist three, and then a two and a one under fill.
3:35And then finally in the health department, a new position in the 26 budget of a public health use apprentice.
3:43The last report is in the port.
3:47And that is a vacant position of administrative assistant.
3:53The court has provided a revised job description and would like to repurpose the position to be an administrative services coordinator.
4:02Our recommendation is 5KN.
4:06And I can take any questions.

4:42Item five, file number two five two zero nine two concerns staff recommendations regarding probationary periods for reclassified positions.
4:54The report submitted at this meeting involve new or vacant positions.
5:01And in one area, there were title changes for the community health administrative specialist.
5:07So there are no staff recommendations concerning new or extended probationary periods.
5:13No commission action is necessary.
5:18Item number six, file number two five two zero nine three, communication from the Department of Administration to extend the temporary appointment for Ramona Ramos, operations policy and grant manager for three months from April 19, 2026 through July 18, 2026.
5:35This is the first extension request.
5:38Prior to the meeting, Commissioners, we received a letter from Stephen Mahan, Administration Deputy Director.
5:46He explains there's an organizational restructuring in process and there's a need for continuity, which this person can provide.
5:54And he notes that Ms.
5:56Ramos has also assumed some additional duties.

6:56This is the first extension request.
6:59Commissioners, we also received a letter from Stephen Mahan, administration deputy director concerning this request.
7:07And again, he explains that they're in the midst of an organizational restructuring and they need continuity.
7:14The department did provide temporary appointment paperwork, a job description, and Ms.
7:21Do the commissioners have any comments or questions?

7:36Um, I just want to ensure that the department thinks three months is a sufficient amount of time since um we generally uh would be looking at a six-month extension, which can be cut short.

8:41Communication from the office of the city attorney to extend the temporary appointment of Inaniba, Canada, business systems coordinator for 60 days from April 26, 2026 to June 26, 2026.
8:54This is the third extension request.
8:57Prior to the meeting, Commissioners, we received a letter from Lisa Gilmore.
9:02She's the City Attorney Human Resources Administrator, and she explains that the overseas deployment of the permanent coordinator was extended to mid-May.
9:14And she also noted that she doesn't know, but it it may be that it'd be extended further.
9:21They did provide temporary appointment paperwork, job description, and Aneva's Canada's resume.

10:08Jesus Rodriguez, water chemist for three months from April 15, 2026 through July 14, 2026.
10:17Commissioners, prior to the meeting, we received a letter from Jane Islail, Waterworks Administration Manager.
10:24She explains there's been performance concerns that require improvement.
10:29And she notes that initiative has improved, but additional job knowledge is still needed.
10:35They did provide a report of probationary service and an employee job performance improvement plan along with a job description.
10:46The only question I had is Is the employee aware of this request to extend?

15:24Well, why don't we uh first of all, thank you for the clarification between you and the commissioner?
15:32Um, why don't we revisit uh the item and um I would entertain a moment um a motion to amend the document uh to delete uh commissioner cleary as in terms of being uh part of the commission that day and then we will vote on the amendment and then we'll revote on the amended um findings.
16:02I would like to make that motion to remove uh Ms.
16:09It's been moved and seconded to amend to amend the findings in regards to the discharge appeal of Omar Barbarena, insofar as uh removing the reference to Commissioner Cleary as a participant in the meeting.

17:44He explains that the department is seeking a one-time exemption to permit the expedited hiring for this position.
17:53The position must be filled by May.
17:57We also received a memo from Kristen Hennessey Urban, the human resources manager in support of the request, and she supports the request based on the need for expedited hiring.
18:15They also provided a job description.
18:20Hennessy Urban's view that based on the job duties alone, this would not merit exemption, but the need to fill the position on the expedited basis does justify the request.

21:10Moore that uh we have a we have received a um a notice of appeal for discharge action, and uh she will be uh requesting information from you regarding the uh scheduling of that hearing.
21:31So there is one hearing in the works and uh staff is working with the parties to um uh schedule the pre-hearing conference and then of course the hearing before our group.
21:44Um if and I I don't have any comments for my other than that for my fellow commissioners, uh so I would entertain a motion to adjourn.
