1:57 This report is a request from the Department of Public Works to study various dispatch positions within Fleet Operations and Milwaukee Waterworks.
2:04 This report recommends the following in DPW operations fleet services, reallocating one vacant fleet operations manager from P range 1HX to pay range 1JX with a recruitment rate of 105,903.
2:19 Reclassifying one vacant program assistant three as a public works dispatcher lead and placing it in P range 2GN with recruitment rate of $66,304.
2:32 Reclassifying two positions of communications assistant four, one filled and one vacant position of Program Assistant 3, and one vacant position of communications assistant three as public works dispatcher two and placing in P range 5JN with a recruitment rate of $60,973.
2:51 And having an underfill title classified as Public Works Dispatcher 1 and placing in pay range 5IN with a recruitment rate of 58,014.
3:02 In DBW Waterworks, uh the I'm sorry, the recommendation is to reclassify six positions of communications assistant five in pay range six MN as a public works dispatcher two and pay range 5JN with a recruitment rate of $60,773.
3:21 And then reclassifying four positions of communication assistant three in P range 6KN as a public works dispatch one in PRH 5IN with a recruitment rate of $58,014.

4:24 Two of these employees are currently on probation and have been performing the duties since being hired.
4:31 No additional probationary time is recommended.
4:34 The third employee, Rashida Pickett, has been performing these duties for some time, and so no probationary period is recommended.
4:43 The two positions in the waterworks are filled by employees who have been performing these duties for some time and no new probationary period is recommended.

4:58 Item number six, file number two six zero one one zero communication from the common council city clerk's office to extend the temporary appointment for Latasha Williamson, administrative specialist retroactive from May 29, 2022 through November 9, 2025.
5:16 Prior to the meeting, Commissioners, we received the following a letter from Dana Zelazny, Deputy City Clerk, who explains that Ms.
5:25 Williamson went on a leave of absence to accept an exempt appointment as executive administrative assistant.
5:33 The title of Administrative Specialist was chosen for this action in consultation with our Department of Employee Relations, so that a citywide market study could be applied to Ms.
5:46 Williamson, who returned to her position in November of 2025.
5:51 They also provided temporary appointment paperwork, job description, and Ms.
5:57 Williamson's resume.
6:00 For the record, I'd like to point out that this transaction is primarily, from my point of view, is primarily a salary administration matter, and not actually a three-year temporary appointment.

15:09 A letter from Mary Reid, the director of the Department of Compliance and Engagement.
15:15 In the letter, she lists a number of performance concerns.
15:20 There is a report of probationary service.
15:24 And there is a, in my opinion, a detailed performance improvement plan plus a job description.

15:37 I would just comment that it did seem to be a very uh thorough, detailed performance improvement plan that the individual signed, and uh, I think that's helpful with providing the opportunity for improvement, that kind of uh description.
