Speaker 2

1:19

Oh, hello.

Speaker 3

1:21

Good morning.

1:22

Tess Wynn, real estate specialist for the Department of City Development.

1:25

Normally the files we submit to the Common Council authorized a sale of city-owned property to private owners.

1:31

However, the file before you now would authorize the city of Milwaukee to acquire the property at 2948A North 30th Street in the 7th Aldermanic District through a donation from its private owner, the Anna Roman Revocable Trust.

Unassigned speaker

1:44

Miss

Speaker 3

1:44

Roman had owned the property at 2948 A North 30th Street for over 40 years, including through the demolition of the original house on the lot in the 1990s.

1:54

Ms.

1:54

Roman recently passed away, and the heir to the parcel has inquired if the city would receive the vacant lot as a donation.

2:00

Well, DCD as a general policy does not accept property donations on behalf of the city of Milwaukee.

2:05

In this particular case, there would be a significant assembly benefit.

2:08

As the parcel in question is a small half-lot with only alley access, and the city already owns the land on all other three sides of the parcel.

2:16

Once the city has acquired 2948 A North 30th Street and assembled with the adjacent lots, this will create a contiguous developable area of over 28,000 square feet.

2:26

City real estate would then work together with DCD planning and Alderman Jackson's office to create a plan and timeline for the disposition of the assembled land.

2:34

I'm happy to answer any questions you may have about this proposed vacant lot donation to the city.

Speaker 1

2:38

Alderman Jackson, any comments?

Unassigned speaker

2:40

Oh,

Speaker 2

2:41

yeah, thank you, Mr.

2:41

Chair.

2:42

Uh appreciate the donation to the city.

2:44

I will happily accept it and uh makes a more developable lot.

2:47

I mean the current lot is next to the alley.

2:49

So on its own, stand on his own, it won't be a good investment, but together with the other lots, like I said, make it contiguous.

2:55

It'd be a great investment.

2:56

So thank you.

Speaker 1

2:57

Okay, sounds reasonable.

2:58

Alderman Jackson moves the recommended option, hearing no objections so ordered.

3:01

Item four, file two six zero seven four one.

3:04

Substitute resolution authorizing the acceptance of unsolicited offers to purchase city-owned vacant lots in the city of Milwaukee for the construction of 95 new single family homes within tax incremental district number 136, the Amani Homeowner Initiative in the 6th, 7th, and 15th Aldermanic districts.

Speaker 3

3:21

Tess Wynn, Department of City Development.

3:23

I'm here today with a follow-up file to the TID 136 file that went through this committee earlier this year.

3:50

The lots will be sold for two different construction initiatives.

3:53

MM Group is under contract to purchase city-owned lots for 40 new single-family homes, which once construction is complete, will then be used as a low-income affordable home rentals for 15 years and then sold to owner occupants after the 15-year period of rental affordability is finished.

4:10

Habitat and for Humanity and Milwaukee Community Crossroads together will construct 55 new single family homes, which will then be sold directly upon completion to first-time home buyers for owner occupancy.

4:21

Each lot would be sold from the city to the developers for one dollar plus closing costs on the contingency that the land will be used for construction of these homes.

4:29

Construction will be phased, but will begin promptly with groundbreaking for the first group of homes beginning this fall.

4:35

I'm happy to answer any questions you may have about this proposed sale of city-owned vacant land for construction of 95 new single family homes within TID 136, the Amani Homeownership Initiative.

Speaker 1

4:47

Is there is there a timeline on when these houses have to be created?

Speaker 3

4:51

I believe it's 2029.

Unassigned speaker

5:00

Um, but it is possible that there is different language in the TID, which is sort of normally when we saw the lots, the construction should be complete within 12 to 18 months following the sale.

Discussion Items

  • File 260740 – Conveyance of vacant lot at 2948-A N. 30th Street: Tess Wynn (DCD) explained the donation from the Anna Rohmann Revocable Trust would assemble a 28,000+ sq. ft. contiguous developable area. Ald. Jackson expressed support. Unanimously recommended for adoption (5-0).
  • File 260741 – Amani Homeownership Initiative (95 single-family homes in TID No. 136): Tess Wynn detailed that MM Group would build 40 low-income rental homes (rental for 15 years, then sold to owners) and Habitat for Humanity/Milwaukee Community Crossroads would build 55 homes sold directly to first-time buyers. Lots sold for $1 each. Construction begins fall 2026. Ald. Stamper clarified the process was not an RFP but selected through collaboration among aldermen, CDA, and developers. Unanimously recommended for adoption (5-0).
  • File 260642 – Family day care home zoning (increase children from 8 to 12): Ed Richardson (DCD) stated the change is mandated by state law. Ald. Perez and Jackson added as cosponsors.
  • File 251924 – Temporary pause on data centers (1-year or until zoning code amended): Alderwoman Dimitrijevic presented the ordinance, emphasizing the need to regulate an undefined land use. A motion to substitute with Proposed Substitute A prevailed 5-0. The pause prohibits new data centers or enlargement of existing ones, excluding planned development districts. Bauman noted the distinction between small-scale data centers (e.g., in his district) and hyperscale facilities. Ald. Jackson requested a comprehensive inventory and fiscal impact analysis. Unanimously recommended for passage (5-0). Ald. Jackson and Burgelis added as cosponsors.
  • File 260534 – Zoning change from RT4 to NS2 at 2841 S. Howell Avenue: Tanya Fonseca (DCD) and owners Jobi and Abby Wall explained the rezoning would allow neighborhood-serving commercial uses (café, retail, art studio) in a vacant building. Consistent with the Bayview Neighborhood Plan. No public testimony. Unanimously recommended for passage (5-0).
  • File 260532 – 5th Amendment to Southgate Marketplace DPD (bank with drive-through ATM at 3473 S. 27th Street): Tanya Fonseca presented the proposal from Bank of America, including demolition of an existing restaurant, construction of a 3,500 sq. ft. bank with drive-up ATM, closure of an eastern curb cut, and enhanced landscaping and pedestrian connections. No public testimony. Unanimously recommended for passage (5-0).
  • File 260608 – Permanent historic designation for English Evangelical Lutheran Church of the Incarnation (excluding parsonage): Andrew Stern (HPC) presented the church’s history (founded 1917 as a tent mission, congregation chose integration in the 1960s, involvement in civil rights and community organizing). Criteria f-1, f-3, f-6, and f-9 were met. The church council submitted the nomination. Ald. Coggs expressed support. Unanimously recommended for adoption (5-0).
  • File 260657 – 2025 Annual Report of Tax Incremental Districts: Lori Lutzka and David Schroeder (DCD) presented the report. As of Dec. 31, 2025, there were 76 active TIDs (up from 68 in 2024), generating $3.8 billion in incremental property value (7.9% of city’s total equalized value). Future project costs to be recovered: $103 million. In 2025, eight new housing TIDs were created, producing 476 housing units with $10.5 million in city TIF and $130 million private investment. Downtown TIDs added 702 units with $23 million city TIF and $304 million private investment. Six TIDs were amended. Discussion included use of TID funds for sprinkler systems (e.g., Northwoods TID), workforce housing up to 100% AMI, and commercial corridor catalytic projects. Ald. Coggs praised the use of TIF for sprinklers. The report was unanimously recommended for placing on file (5-0).
