5:26 Um, uh, um, uh, I think that's what I'm doing.
7:42 If we don't know what we can do, then we'll see.
8:38 I don't know what we're gonna do.
8:52 I don't know how much I'm uh, you can do it.
9:06 Welcome to the community and Economic development committee.
9:08 I am the chairman Alderman Russell Stanford the second to my furthest right, as Alderman Mark Chambers.
9:14 To his left is older woman.
9:16 Well we're gonna do Dmitrievich.
9:18 To my immediate left is our staff assistant, Miss Carmen Roman.
9:23 And to her left is Older Woman Moore, and to her left is Alderman Jackson.
9:30 So I am delighted to see this many young people here.
9:34 I understand that you're a guest of Alder Woman Moore.
9:38 Please raise your hand if you are a leader.
9:29 That should be everybody.
9:43 Okay, leaders, all the leaders come on up.
9:50 If you're a leader, come on up.
9:52 I'm only calling up leaders.
9:54 Everybody else can sit back and follow.
9:57 But let me see some leaders.
10:00 Yeah, you look like a leader.
10:03 This is the this is the common council youth intern.
10:05 So these are all of our interns.
10:08 So young people, thank you for coming down to witness aldermen at work.
10:12 The city of government.
10:14 This is how the city of Milwaukee does business.
10:16 We're more than welcome and happy and more than happy to have you.
10:20 Order one more, these are your guests.
10:21 I would like for you to introduce them and let us know what's going on.
10:25 Unless we have a leader that would like to introduce and let us know uh why you guys are here today.
10:31 Where's the leader?
10:32 Can I get a leader?
10:34 My man, look, you got the goal of chain.
10:37 You got the gold chain on like me, man.
10:39 You could be just right here just like me one day since you got the goal changing.
10:43 Please introduce yourself and let us know who you guys are.
10:47 I'm the Andrew at Riverside University.
10:50 A little closer to you.
10:54 Um I'm an upcoming senior and I joined this intern ship to get more into this type of field that y'all doing and learn more about the city.
11:05 Um, my name is Celine.
11:07 I am a rising senior at Mong American Peace Academy, and um, I'm here to just learn about um what happens here in the city while I'm at home.
11:19 Okay, hi everybody.
11:20 I'm Samira, and I go to uh Marquette University.
11:24 I'm actually, or I just finished my first year, and um I actually did this program last year.
11:29 So I'm looking forward to doing a lot of the same things and helping with Charlotte now, but also seeing like just general city things, you know, city city departments, all that good stuff.
11:39 Um what else do you want?
11:40 And you're a former I'm also a former youth council member.
11:45 Representing the um 13th district.
11:47 Thank you for coming down.
11:49 Um, hi, my name is Anaya.
11:51 Um, I'm a uprising senior, and I basically joined this program because I didn't want to be a couch potato.
11:58 Like, mama was like, you either go, you either go and get about this house or you're gonna be cleaning this out, you're gonna be doing something.
12:05 So I decided to do something where I could like pick up good habits for um further down the line.
12:14 Hi, I'm Jacqueline.
12:16 Um, I just graduated from Riverside University High School.
12:20 And I joined this program because I'm a part of the Milwaukee Youth Council, so it's kind of just like an extension to that.
12:30 Excellent, excellent.
12:33 Hi, I'm a I'm Serena.
12:35 I'm a rising sophomore at the Mongo American Peace Academy, and I'm a youth council member at large.
12:40 And I joined this internship to really just see like all the range of like law and government and like the work in it, and also follow Miss Charlotte around in her day-to-day because she's so busy.
12:52 All right, young lady.
12:59 I go to first king, and I'm upcoming sophomore.
13:02 And I joined this because I wanted to be more involved in my community, and I'm also a part of the youth council.
13:09 Last but death, oh no, we got two.
13:15 Hi everyone, everyone.
13:17 My name is Agent McGilmore.
13:19 I represent the 15th District, I'm a rising senior in my attempt.
13:22 Well, just East High School.
13:24 This is my actually second year, Lily Charlene.
13:28 I feel like I joined the game.
13:29 Just get more experience, learn more about the government, just get a deeper dive of what I want to do towards my future.
13:36 I got a question for you.
13:38 Who's your Alderman?
13:44 All right, young man, you have the floor.
13:46 Last but definitely not least.
13:51 I'm entering my senior year.
13:52 I attend Bader Hill High.
13:54 It's uh looking in Vendo.
13:56 Um, and I uh attended, I registered for this internship.
13:59 Um because I want to know more about politics and like the pathway that you have to take to enter this sort of field and what exactly happens and stuff like that.
14:14 All right, young people.
14:15 Uh all of them more.
14:17 Thank you for bringing in.
14:18 Would you like to make some comments before we get into city business?
14:22 I just want to um, so we have a total of 10 interns.
14:26 Um, so we decided to um do internship a little bit different.
14:30 So the hope is that um all of the all of the interns get an opportunity to go into every single district.
14:36 So we'll be contacting you that's to see if there are events or opportunities.
14:40 Um they've been at a lot of press conferences.
14:43 Uh we've driven over some potholes and some peaks, some speed bumps.
14:48 Uh it's been it's been very interesting.
14:50 But they're, you know, again, getting engaged in all things city government is not just sitting behind a desk, you know, and or filing paper.
14:58 Um, it's about all the different many departments that make the city operational, and so we're going to be able to experience a snippet, you know, of what that is because there's so so much to do.
15:09 And um today we just met with um Vision Zero and um had an opportunity to connect with Mariah, who is an amazing influencer.
15:17 Um, so we'll be we'll be posting, but you'll see us out, so say hi to us.
15:22 Thank you all so much.
15:23 If we can I ask, if we have opportunities, because I remember you mentioned, and I have had a couple, but I'm gonna have a couple more.
15:28 Should we just kind of go through?
15:29 You reach out to me.
15:31 Because I would like you to see some in the district stuff.
15:34 We would love that.
15:35 The Alderman is correct in that it's not always 50 50, but um some weeks it could be 80 20.
15:41 But we're in city hall, that's where a lot of the decisions are made, but a lot of the community work, of course, is outside of these walls, right?
15:48 So just trying to understand it.
15:50 I think that's probably one of the most misunderstood parts of our job, um, is what it kind of looks like day to day.
15:56 So I'll definitely invite you into my district.
15:58 I would love to have you such a good good looking group of people too.
16:02 Thank you so much, Alder Woman.
16:05 Does anybody know what an alderman does?
16:07 Who's take a shot at that?
16:09 Who's on the youth council?
16:14 You have right here on the youth council.
16:15 So what do you think?
16:18 What do we do on the youth?
16:20 Or what do he the question was, what does an older person do?
16:25 My my fellow youth council people can also.
16:30 But right now, as a member at large on the youth council, we really just engage in talking about like current issues, so right now we're like touching on like ice and like publicizing that, but also we're also like delegating grants, so just like all citywide issues and just making sure that we're good representatives for our districts and city out uh as a whole.
16:52 That's what we did.
16:54 Alderman jobs is to support his community, help build his community, but most importantly, bring resources to his community.
17:04 Or her community or his or their community, like a first third.
17:08 Yeah, yeah, yeah, yes.
17:10 So, um, that's what we do, you guys, and we're hired by the people on the local level, which means we're the closest to government to the people, and um, people call on their alderman for mostly every issue, and then we have to determine if it's state, federal, or county, but we get most of the calls because we're the city representatives.
17:32 Thank y'all so much.
17:35 All right, let's get down to business.
17:37 Item number one, two six zero three four one, appointment of Christian Kerzerka to the business approval of district number twenty six by the mayor.
17:45 Miss Christian Kerzerka, are you available?
17:53 Is it Kazerka or is it Kurskka?
17:57 I think I was closer than Alderman Chambers.
18:01 Uh, how are you doing today, Ms.
18:04 Appreciate the uh humor.
18:06 Um, thank you for your willingness to serve.
18:10 Tell us why you would like to be involved in the bid.
18:14 Um, well, just to give you a little bit of background, I'm with the Sigma group, and we've been um within the Menominee Valley for 22 years personally.
18:24 Personally, I have been working on um Valley Redevelopment since 1999 in conjunction with the city of Milwaukee.
18:34 Um, so the valley in and of itself in the bid district is near and dear to me on a professional level, certainly, but also on a personal level because I've invested the majority of my career to helping improve that area.
18:47 Um, so this seems like a logical next step for me to take with regard to the momentum that was created with the redevelopment and keeping that going and serving the businesses, including our own within the bid.
19:06 Thank you for your service.
19:08 Do we have any questions or comments by the committee?
19:12 Hearing none ultimate chambers moves for your confirmation.
19:15 Hearing no objections, so ordered.
19:17 Thank you so much and have a great day.
19:20 Number two, 260342 appointment of Sandra Armstrong to the Business Improvement District number 26 by the mayor.
19:26 Miss Armstrong, are you available?
19:31 Miss Armstrong, good afternoon.
19:37 Thank you for uh your attendance today.
19:39 We appreciate your willingness to serve.
19:41 Let us know why you would like to serve on this board.
19:43 Yeah, thank you so much.
19:45 Um, as owner uh owner of Citywide Facility Solutions.
19:50 Uh we've been located in the valley for about 12 years.
19:53 And um, I've always believed businesses have a responsibility to do more than just operate within a community, but we should help strengthen it.
20:01 Um so I've been working with Katrina on various projects throughout the years, and she knows um my my passion for bringing people together within the valley and um seeing what we can do to for the greater good.
20:15 Um, and that's really the the impetus behind why I would want to serve as part of the business improvement district um and and through our company every day.
20:24 I have the privilege of working with hundreds of local businesses, property owners, service partners throughout Milwaukee.
20:30 So it gives me a unique uh perspective on the challenges and opportunities that are facing our commercial districts.
20:37 So I want to use that perspective to help create a cleaner, a safer, a more vibrant opportunity that'll benefit the entire community.
20:46 Excellent, excellent.
20:48 Thank you so much for all those comments and what you're gonna do over there.
20:51 Let's see if we have any questions or comments by the committee.
20:56 Hearing none, Alderman Jackson moves for your confirmation.
20:59 Hearing no objections, so order.
21:01 Thank you so much, Ms.
21:05 260343 appointment of Deantrim King to the business improvement district number 37 by the mayor.
21:16 All right, all right.
21:17 This is an appointment for you, Mr.
21:19 Thank you for your willingness to serve.
21:20 Let us know why you would like to serve.
21:22 Well, just originally starting off coming from the city of Chicago and now being a Milwaukee, just the love that Milwaukee has shown since I've been here again.
21:31 Welcome me into the city, but also being able to connect in my work that I do now.
21:36 I'm a huge passion for connecting resources, whether that be from business to business or resources amongst the businesses to the residents themselves.
21:44 So a big part of what I do now, my passion is about that connectivity, and being on this board will allow me another opportunity to again connect a lot of those resources while also again meeting some individuals amongst the city.
21:57 I haven't had the opportunity to just yet.
22:00 Wonderful, wonderful.
22:02 We appreciate that, man.
22:03 And welcome to Milwaukee.
22:04 How long you've been here?
22:05 I've been here about 14 years.
22:07 So I'm deciding amongst my family right now.
22:09 We're trying to figure out am I officially in Wisconsin right now, or can I still claim Chicago?
22:15 Okay, now the question is going to be you know where I'm going.
22:23 So you already got it.
22:25 Who are you rooting for, bro?
22:27 Yeah, you you already I know that's the follow-up question, and you already know who I'm rooting for.
22:32 I gotta stay with my Chicago.
22:36 Yeah, who to hold this appointment?
22:39 I probably should have got the confirmation before I answered that, right?
22:42 The king, your your confirmation has been denied.
22:49 Alter Jackson moves for your reconsideration.
22:54 With that Oliver Chambers move for your approval, thank you for your willingness to serve, man.
22:58 You have a good day.
22:59 Can congratulate once in a while you know man welcome to Milwaukee.
23:06 All right moving on to number four uh item two six zero three three five there's a this is a resolution appropriating $10,000 from the Economic Development Committee Fund for the second district back to school festival we have a uh incorrect sponsor that's supposed to be Alderman Stamper uh for the record please change that to Alderman Stamper this is a uh sponsorship that we support annually I'm gonna let Alderman Chambers talk about his program but I'm happy to support this auto economic development fund it brings economic opportunity um prosperity or as well as opportunity to the area for young people and for families definitely fits the criteria for the economic development fund happy to support year after year Alderman Chamber thank you Mr.

27:02 Every year we receive a certain amount of funds from the federal government.
27:06 Our jobs is to disperse it throughout the community for community development, engagement, just overall improvement uh all aspects of community development.
27:18 Vanessa and Director higgins, you have the floor.
27:24 Alright, good afternoon.
27:25 Vanessa Carmana Lewis, Associate Director for the community development grants Administration.
27:30 And I'll let Mario present himself.
27:48 The development grants administration director.
27:51 That's why I'm I was out today for some emergency contractor issues, so uh I asked Vanessa at the last minute here to see if she could present this for me.
28:01 So if I will allow her to do so, I will allow her to uh do that.
28:05 All right, Vanessa, you have the floor.
28:08 Alright, good afternoon.
28:10 Um so we wanted to present the funding allocation plan for 2027.
28:16 Um, really just presenting it.
28:18 We're not gonna um walk through it today.
28:20 We'd really like um time for you all to have to review it, um especially before the public hearings.
28:24 We will be having two public hearings in July.
28:27 Um the first will happen on July 15th at St.
28:31 Augustine's Preparatory Academy.
28:33 Um, and then the second one will be the following day on July 16th at DPW's uh building.
28:40 Um off of 35th Street.
28:42 Um, and so um wanted to make sure that we presented it.
28:46 Um, uh once you have time to review, you'll kind of see that we are presenting it with a little bit of a reduction um based off of all of that activity and um the uh kind of uh I would say um planning that the federal uh T HUD committee has done through Congress.
29:09 Um we are seeing a decrease a little bit in that funding, um so we're kind of preparing that um for 2027 um for C D B G and home.
29:19 What percentage would you say?
29:20 I think it was a couple million.
29:25 Um we haven't seen as sharp of a decrease, mostly just because it depends on the amount of jurisdictions that receive the funding like throughout the um for all the jurisdictions that receive it.
29:35 So it just kind of depends on how that uh funding gets allocated to everyone.
29:39 Kind of like we did last year, and it just worked out.
29:42 So hopefully, yes, all right.
29:45 Well, uh, what what do we have?
29:47 Um did you want to uh just tell us how much we have and uh which categories getting what?
29:56 And then we'll look to the funding allocation plan presentation.
29:59 Hopefully everybody can make it.
30:00 Um, please, council uh committee, we can get a chance to take your emails and respond so we can put that out there in the neighborhood.
30:08 I mean in the community.
30:09 Uh you want to tell us um the release date for the press conference and all the press press release and all of that.
30:18 So um right now, maybe what I'll start with is um what we're anticipating the funding is gonna look like.
30:24 Um for CDBG, we're anticipating about 14.8 million.
30:30 ESG 1.3 and Hopwa 1.5.
30:35 Um and in the allocation plan, you'll kind of see um in the attachment slide nine, you'll see where the trends have kind of been decreasing and then what how we're trying to handle that, manage that.
30:49 All right, questions by the committee.
30:52 Vanessa, director, thank you all so much.
30:54 I'm sure you guys will be more than open to uh receive questions from us if we do have any questions.
31:00 Uh other than that, thank you for this hard all your hard work on this year's uh funding allocation plan.
31:06 We look forward to the two presentations.
31:08 Uh the sooner you can get it to us, the sooner we can announce it and invite everybody.
31:12 This is your opportunity to apply for some funds that are we are flexible with for community work.
31:18 Yes, so um just so we like to go.
31:21 Sorry, I wanted to make sure um because you asked about publishing it.
31:24 It is on the website so folks can take a look at it.
31:27 It is on the website, and the dates have also been placed on the website as well.
31:30 Okay, so it's ready.
31:31 Alright, so what we can uh so uh council uh the colleagues, whenever you guys are ready to start promoting the funding allocation plan.
31:39 So we'll I move that um approval.
31:42 Alright, uh all women Auto Woman Moore moves for adoption hearing no objections or order, everybody.
31:48 Thank you so much for coming to today's CED.
31:52 Meeting is adjourned.
