12:50

Um our thoughts are obviously with the families still grieving from this and the great sacrifice um that was made that day.

12:58

Um, not nearly least by of which was by first responders charging into harm's way, and many of them never returning.

13:07

So um did want to acknowledge that solemn moment.

13:10

Um with that we have a full agenda.

13:13

There's a little bit of a change here in that item four will be held um at the request of the sponsor.

13:20

Item five, we're going to kick to the end of the agenda.

13:23

Um because we're going to have the majority of that discussion in closed session.

13:29

So just for folks waiting around, um, health and uh FPC will be bumped up um to after the ordinance files.

13:43

So with that, one through four should be normal.

13:45

So we'll start with that.

13:47

Item number one is file number two six zero five seven three.

13:50

This is our ordinance relating to parking controls.

13:59

Uh we have a few changes to the city's uh parking regulations today.

14:03

Uh first is to allow two-sided parking during the overnight hours on North Second Street between Vine and North Avenue, uh, as well as over uh allow two-sided overnight parking on Vine Street between uh Hubbard and King Drive.

14:20

Second, we are proposing to install a no parking zone on the northwest corner of Cleveland and Sixth.

14:28

Third, we are proposing to change uh some of the metered parking regulations near the Northwestern Mutual uh complex downtown, uh, to be more consistent with um nearby streets.

14:40

Um finally we are proposing to install a no parking any time zone on the south side uh of a part of West Highland Boulevard and the thirty-four hundred block.

14:52

All of these changes were coordinated with the local Alders.

14:55

Happy to answer any questions.

14:57

Very good.

14:57

Are there questions from committee members?

15:02

If not, Alder Berg Else would move to recommend passage and hearing no objections, so ordered item two, file number two, six zero five seven four, an ordinance relating to traffic controls.

15:12

Uh yes, we do have a few changes to the city's regulatory traffic controls.

15:17

Uh first is to uh reduce the speed limit to 25 miles per hour on the um between 60th and about 72nd Street on West Cleveland Avenue uh to accommodate a upcoming traffic calming project and be consistent with other nearby segments.

16:03

Happy to answer any questions.

16:05

Okay, any questions?

16:06

Alder Brighals.

16:08

Briefly, just wanted to confirm that uh the change in speed limit on uh Cleveland Avenue uh also impacts West Dallas.

16:17

So from so our ordinance is through the city limits.

16:20

Um I've reached out to West Allis three times, and I've gotten acknowledgments but no confirmation uh that they have uh similar interest in reducing the speed limit in the middle of a residential neighborhood from 30 to 25.

16:34

Um have you had any contact from West Allis?

16:37

I have not personally.

16:38

I can check with my colleagues and I can certainly uh reach out to them uh and follow up with your office.

16:43

Summary of Proceedings

Milwaukee Public Safety and Health Committee Meeting – September 11, 2026

The Public Safety and Health Committee met on Friday, September 11, 2026, at 9:30 AM in Room 301-B of City Hall, 200 E. Wells Street, Milwaukee. Chair Alderman Scott Spiker presided, joined by Vice-Chair Alderman Burgelis, Alderman Taylor, and Alderman Moore. The committee advanced routine parking and traffic-control ordinances, discussed a substitute food-truck zone ordinance, held one item at the sponsor's request, and deferred a litigation-related item for closed-session consultation with the City Attorney.

Consent Calendar and Routine Approvals

  • File 260573 – Parking controls ordinance: Vice-Chair Burgelis moved to recommend passage; no objections were heard (4 ayes: Spiker, Burgelis, Taylor, Moore).
  • File 260574 – Traffic controls ordinance: Recommended for passage with no objections, reflecting several changes to the city's regulatory traffic controls.
  • File 260531 – Lead abatement intergovernmental agreement: Resolution authorizing the Commissioner of Health to enter into an agreement with Milwaukee County for residential lead abatement referrals; recommended with no objections.
  • File 260641 – 2026–27 WIC grant: Substitute resolution accepting and funding the Women, Infants, and Children (WIC) grant from the Wisconsin Department of Health Services. Staff described WIC as one of the city's biggest programs and stated Milwaukee is, if not the biggest, one of the biggest WIC providers in the state. Alderman Taylor moved to place the item on file; no objections were heard.

Discussion Items

  • File 260693 – Time-limited food truck zones (substitute ordinance): Alderman Burgelis and Alderman Bauman proposed a substitute that also affects density-limited food truck zones. Burgelis noted he helped create Milwaukee's first food truck zones and that food truck operators had urged the council not to repeal the food truck ordinance. Discussion examined whether the ordinance, even if legal, would achieve its ultimate goal. The transcript does not capture a separate roll-call vote for this item; the minutes record 4 ayes for the committee's actions.
  • File 230784 – Residential daytime parking eligibility (substitute ordinance): Held at the sponsor's request because the majority of the discussion was expected to occur in closed session.
  • Item 5 – Litigation-related communication file: Kicked to the end of the agenda. The City Attorney (transcribed as 'Evan Goikey') advised that the city is in a litigation posture and that the committee should receive legal advice in closed session before conducting any public hearing or departmental discussion of the file. The City Attorney stressed this did not mean the file should never be heard in open session. Chair Spiker stated his intent to end the meeting in closed session.

Closed Session

  • The committee convened into closed session under Wis. Stat. 19.85(1)(g) to confer with the City Attorney on litigation in which the city is or is likely to become involved, and under Wis. Stat. 19.85(1)(d) to consider crime detection or prevention strategy. Individuals without direct involvement in the matter were asked to leave the room.

Key Outcomes

  • Unanimous recommendation to pass the parking and traffic-control ordinances (files 260573 and 260574).
  • File 230784 held at the sponsor's request; item 5 deferred pending closed-session legal advice.
  • Lead-abatement IGA (file 260531) recommended; WIC grant resolution (file 260641) placed on file.
  • Attendance discrepancy noted: the minutes list 4 members present (Spiker, Burgelis, Taylor, Moore) but also list Taylor and Chambers Jr. as excused, and identify the staff assistant as Joanna Urtiz in the agenda while the transcript names Joanna Polanco.
  • Note: The raw transcript contains substantial unrelated material (license-division hearing notices, historical narratives, and other city announcements) consistent with a merged recording; only agenda-related content is summarized here.
