Also, um, we've we've had some um tragedy in the community.

Um, I'd like to make note of performing artist Michael Benjamin, known in the Haitian community as Mika Bend, whose family reside and um actually owned a business in Mirmav, passed unexpectedly actually during a performance, I believe in Paris a few days ago, which was a shock to the community, and we want to keep his family and his international fan base um in the prayers, as well as we want to um recognize the instructor Anthony Roland Yen and student pilot Jordan Harris Hall, these pilots who um sadly lost their lives in our city in the tragic plane crash that took place right near um Perry the Perry Airport in our city on that um plane that crashed on one of our residents' homes in the city of Myanmar.

Um and we just would like to um thank our first responders that acted quickly and responded to the scene.

Whereas the American Cancer Fund for Children and Kids Cancer Connection report report cancer is the leading cause of death by disease among U.S.

This tragic disease is detected in more than 16,000 of our country's young people each and every year.

And whereas one in five of our nation's children loses his or her battle with cancer, many infants, children, and teens will suffer from long-term effects of comprehensive treatment, including secondary cancers.

An estimated 400,000 children and adolescents are diagnosed with cancer globally each year.

And whereas, founded nearly 30 years ago by Stephen Feierstein, a member of the philanthropic Max Factor Cosmetic Family, the American Cancer Fund for Children Inc.

and Kids Cancer Connection Inc., along with Lions Club International, are dedicated to helping these children and their families.

And whereas the American Cancer Fund for Children and Kids' Cancer Connection provide a variety of vital patient psych physic physi psychosocial services to children undergoing cancer treatment at the children's hospital at Palms West, Palm Beach Children's Hospital at St.

Mary's Medical Center, Joe DiMaggio Children's Hospital in Hollywood, Sayla Foundation Children's Hospital at Broward Health in Fort Lauderdale, Nicholas Children's Hospital, Holtz Children's Hospital in Miami, as well as participating hospitals throughout the country, thereby enhancing the quality of life for these children and their families.

And whereas the American Children Cancer Fund for Children and Kids Cancer Connection also sponsor toy distributions, pet assisted therapy, family selling programs, KCC Supercar Experience, Lauder Noon, Laughter is healing, positive appearance programs, educational programs, and hospital celebrations in honor of a child's determination and bravery to fight the battle against childhood cancer.

The contract is for $534,330 plus $100,000 contingency. Commissioner Davis asked for clarification; the item was approved unanimously.

Pulled Consent Item #5 – Cisco Phone System Renewal (United Data Technologies) IT Director Clayton Jenkins presented renewal of a five-year agreement at $839,580 total, utilizing a state contract. Commissioner Chambers initially confused this with a copier contract, then clarified. The item was approved unanimously.

Pulled Consent Item #9 – Landscaping Contract Amendment (Distinctive Property Maintenance and DynaServe) Public Works Director Tony Collins described that Distinctive Property Maintenance (a local small business) was underperforming and voluntarily requested reduction of two zones (1B and 3A). The contract will be reassigned to the next lowest bidder, DynaServe, for $241,679. Commissioners Davis and Chambers discussed the importance of unbundling contracts to support small businesses and suggested mentoring and financial support for local vendors. Ordinance – First Reading: Smoking Prohibited in Parks (Item #11) Parks Manager Victor Mala presented an ordinance to prohibit smoking in city parks, based on the Florida Clean Air Act (HB 105). Commissioner Barnes asked about penalties; Deputy Chief Vargas clarified it would be a civil code violation unless a person refuses to leave, which could lead to trespass arrest. Commissioner Davis asked if vaping is included; staff confirmed it will be added. Commissioner Chambers opposed, arguing parks are open spaces and enforcement may disproportionately affect minority communities. He also raised concerns about enforcement resources and dog park issues. Commissioners Barnes and Davis supported the ordinance as a health measure. The first reading passed 4-1, with Commissioner Chambers dissenting. Second reading is scheduled for November 14, 2022, with possible amendments.
