Miramar City Commission Regular Meeting - February 1, 2023
The Miramar City Commission held a regular meeting on Wednesday, February 1, 2023, at 7:00 PM in the Commission Chambers at 2300 Civic Center Place. The meeting included proclamations for American Heart Month and Black History Month, a recognition of the Economic Development and Housing Department's AEDO accreditation, a presentation on 30 years of FCCMA participation, a COVID-19 update, approval of the consent agenda, a resolution authorizing property and casualty insurance renewals, and a resolution denouncing the state's rejection of the AP African American Studies course. All votes were unanimous.
Proclamations and Presentations
- Recognition of Economic Development and Housing Department: The department received a plaque from the International Economic Development Council (IEDC) for being accredited as an Accredited Economic Development Organization (AEDO), one of 71 across North America. Director Anita Fain Taylor accepted the award and thanked the team and city administration.
- Proclamation: American Heart Month (February 2023): The Mayor read the proclamation noting that heart disease is the leading cause of death in the U.S., with about 697,000 deaths in 2020 (1 in 5). The proclamation highlighted risk factors and encouraged healthy habits. The Mayor promoted the 5th Annual Health and Fitness Fair 5K run on Saturday, February 4.
- Proclamation: Black History Month (February 2023): The proclamation, accepted by Parks and Recreation Director Billy Neal, recognized the 2023 theme "Black Resistance" and announced city events listed at MiramarFL.gov/BHM.
- FCCMA 30-Year Recognition: Christophe St. Luce, Assistant City Administrator of Bradenton and former Miramar resident and high school graduate, presented a certificate celebrating the city's 30th year as a council-manager government, recognized by the International City County Management Association (ICCMA) and the Florida City and County Managers Association (FCCMA).
- COVID-19 and Emergency Management Update: Fire-Rescue Division Chief Tim Roche reported that Florida's vaccination rate was 82.4% and Broward County's was 88%. The CDC community level for Broward remained yellow, indicating enhanced prevention for high-risk settings. Free testing and at-home test kits remain available. Omicron sub-variant XBB.1.5 is dominant; RSV and influenza cases are rapidly declining.
Consent Calendar
- Minutes: Approved the minutes from the Fiscal Year 2023 Budget Public Hearing of September 29, 2022.
- Grant from Areawide Council on Aging: Approved Temporary Resolution #R7806, authorizing acceptance of $300,000 in grant funding from the Areawide Council on Aging of Broward County, Inc. for expanded senior center services and programming from July 1, 2022 to June 30, 2023.
- Towing Services Agreement: Approved Temporary Resolution #R7802, authorizing a piggyback agreement for towing services with Westway Towing, Inc., utilizing the City of Tamarac's competitive agreement (RFP No. 22-17R). This item was continued from the January 25, 2023 meeting.
Discussion Items
- Resolution #R7805 – Property and Casualty Insurance Renewal: Human Resources Director Randy Cross presented the renewal. The total projected premium is $5,468,930, not to exceed $5.5 million, effective April 1, 2023. This represents a 62.7% increase, driven by market conditions, inflation, increased property values (total insured value rose from $380M to $394M), and cyber risks. The city is exempting competitive procurement via a four-fifths affirmative vote. Commissioner Barnes asked if the increase was due to market conditions or claims; Director Cross confirmed it was market-driven. Commissioner Davis confirmed the budget had anticipated the increase. The resolution was approved unanimously.
- Resolution #R7820 – Denouncing Ban on AP African American Studies: Mayor Messam introduced the resolution denouncing Governor Ron DeSantis and the Florida Department of Education's decision to exclude the AP African American Studies course from the Florida Course Code Directory. He stated the course was developed over a decade and that Miramar has the largest Black population in Broward County. Commissioner Barnes expressed support, stating the move is disingenuous and mean-spirited and emphasized the need for increased voter turnout. Vice Mayor Colbourne voiced wholehearted support. Commissioner Davis, a former teacher, noted the financial impact on families who would now have to pay for college courses. Commissioner Chambers suggested a face-to-face meeting with the governor for greater impact. The Mayor responded that the resolution starts a movement and that he had shared the draft with over 40 mayors across Florida. The resolution passed unanimously.
Commission Reports
- Mayor Messam highlighted Black History Month events, including a discussion with Professor Michael Eric Dyson and Luther Campbell on hip hop culture and a free screening of "Wakanda Forever" at Shirley Branca Park.
- Commissioner Davis thanked staff for the successful Black History Meets Reggae launch and noted efforts to secure funding from the Children's Services Council for the Honey Shine program for middle school girls.
- Commissioner Chambers announced a pre-Ash Wednesday gospel spectacular on February 21 from 6 PM to 11 PM at the Cultural Arts Center, featuring inner circle and various gospel artists.
- Vice Mayor Colbourne acknowledged Commissioner Jeff Green from COPA Cities as a visitor and commented positively on the Westway Towing facility after a site visit.

An opportunity was given to the public to register to participate or email the city clerk twenty-four hours prior to the commission meeting with any questions, comments, concerns on items, we will hear on this evening's agenda. And it is to recognize a department in a presentation of a plaque from the accredited economic development organization. The International Economic Development Council, also known as IEDC, announces that the City of Myanmar's economic development and housing department has been recognized as one of 71 premier economic development organizations across North America by their accreditation as an accredited economic development organization. Mir's Economic Development and Housing Department displays the professionalism, commitment, and technical expertise that is deserving of this honor, said IEDC president and CEO, Nathan Ole. The International Economic Development Council is a non-for-profit, not nonpartisan membership organization serving serving economic and community development professionals worldwide with more than five thousand members. IEDC is the largest organization of its kind. IEDC's mission is to provide leadership and excellence in economic development for its communities, members, and partners. The AEDO program is a comprehensive peer review process that measures economic development organizations against commonly held standards in the profession. The program consists of two phases, a documentation review and an on-site visit. I I was really surprised I had to run to Pembroke Pines Commission meeting first because the chamber was acknowledged, and getting here and receiving this award is just a highlight of my of this year, because it's the first second month of the year. And everyone brings a level of expertise that comes together to bring about the excellence that we do in our department. And um, I use the analogy of Moses. When he spread the when he parted the Red Sea, he had a mighty staff in his hand. And that's what we have in economic development, a mighty staff, wonderful people, and great departments in the city who help us do what we do.
