3:17

Uh in May 2019, the city held a community vision meeting, which presented redevelopment opportunities for historic Myanmar.

3:27

Uh these opportunities included affordable and workforce housing, uh, commercial redevelopment, as well as parks, roadways, traffic, and drainage improvements in the noted area.

3:42

Uh this vision would enhance the quality of life for the residents, for the businesses.

3:48

It would attract uh visitors that would add to the overall redevelopment of historic Miramar.

3:56

This effort would include foster improvements in education, health, uh, safety, infrastructure, and economic development.

4:07

As a as a key component to the overall vision, the City of Miramar desires to establish an innovation innovation and technology center in historic Myanmar Innovation and Technology Village.

4:25

The overall purpose of the innovation and technology center is to create a physical presence in the community to provide an environment that is that is conducive for act uh activities, an environment that is conducive to actively support businesses and workforce development as well as retention.

5:00

Some key components and deliverables to participate for participants include a business incubator, access to network opportunities with Fortune 1000 organizations, and education and training opportunities to support Miramar businesses, industries such as aviation, commerce, and technology.

5:19

The center services will identify business education training, workforce development, needs for grade-level school students as well as adult.

5:31

Additionally, it will identify residential employment and support needed to teleprograms and services available to the community.

5:44

Just some further uh some further background uh concerning our research.

5:50

Uh the city administration and key staff members had the great opportunity to uh visit the innovation and technology facilities to explore uh existing programs and services available to entrepreneurs and and students, and this was a very eye-opening experience, eye-opening opportunity to get a get a glimpse at uh some of the initiatives and some of the ideas and some of the uh the plans that many small businesses and entrepreneurs are uh are developing to eventually launch into society.

6:34

Uh we went through a whole land use uh plan amendment process uh in order to facilitate this historic Myanmar redevelopment efforts.

6:45

City staff began the land use plan amendment process to designate the area as the Miramar Innovation and Technology Activity Center.

6:57

Commission funded the design and uh the service components of the innovation and technology center.

7:04

However, it was determined that a feasibility study would be a good tool uh to roll out as we would uh begin to move in that uh direction.

7:17

Doing the feasibility uh study plan, commission reallocated these funds to uh complete the HD Perry Education Center Park Improvement Project in one phase rather than doing the uh project in multiple phases, which we somewhat concluded would cost us even much more as the economy uh took a shift.

7:42

The city uh proceeded with a feasibility study, and we uh uh conducted that was conducted by uh Mark Long of Lone Performance Advisors to determine the best plan of action to establish the innovation and technology center.

8:03

The study included input from more than 25 101 interviews with Dr.

8:10

Long, which included uh most of our elected officials, residents that participated in it, uh our Miramar Global and Local Academy, local entrepreneurs, uh, business owners, and additionally, the CD launched a target public information campaign which requested input from historic Miramar Advisory Board and Residents.

8:39

Miramar City Commission Workshop on Historic Miramar Innovation and Technology Village Feasibility Study - May 3, 2023

The Miramar City Commission held a workshop on the evening of May 3, 2023, to discuss the feasibility study for the Historic Miramar Innovation and Technology Village and Innovation and Technology Center. The workshop included a presentation by consultant Dr. Mark Long of Lone Performance Advisors, followed by questions and comments from commissioners. The meeting was streamed live and televised for the public.

Discussion Items

  • Background and Purpose: Deputy City Manager Catherine Baker provided context, noting the project originated from a 2019 community vision meeting to spur redevelopment in historic Miramar, including affordable housing, commercial redevelopment, and infrastructure improvements. The Innovation and Technology Center is intended to serve as a catalyst for economic development, workforce training, and business incubation, particularly for residents and entrepreneurs who may lack access to capital or resources.
  • Feasibility Study Presentation: Dr. Long presented findings based on over 25 interviews with city officials, residents, and business owners. Key positives included strong support from existing organizations (SCORE, SBDC, Broward College), the strategic location of Miramar, and existing infrastructure. Concerns included a lack of capital in the area, no suitable existing building, and limited awareness of the project. Dr. Long recommended a phased approach: start with a small co-working space or accelerator program, build community awareness, and eventually construct a larger facility. He estimated that a 50,000 square foot building would cost $22.5–$30 million to build and $1–$2 million annually to operate, and noted that a facility under 35,000 leasable square feet would struggle to break even.
  • Commissioner Comments:
    • Vice Mayor Davis expressed concern about the cost and suggested using existing city spaces (e.g., space under police headquarters, library) or partnering with the H.D. Perry Adult Education Center in historic Miramar. She also questioned the location of a satellite center, advocating for it to be in the historic neighborhood to provide resources there.
    • Commissioner Colburn asked about the timeline for phased implementation; Dr. Long estimated 6–9 months for Phase 1 (awareness), similar for Phase 2 (capacity building), and about a year for the final phase (building), totaling roughly 2–2.5 years. Colburn also asked about the impact of remote work post-COVID; Dr. Long affirmed the ongoing need for in-person mentoring and networking.
    • Commissioner Barreras approved of the gradual approach and emphasis on small businesses, noting that digital tools allow for decentralization.
    • Commissioner Chambers expressed skepticism, citing the city's lack of funding for basic needs (e.g., drinking water for 400 residents) and the difficulty of funding a $30 million facility. He questioned whether the city could run such a center and suggested using existing buildings like the H.D. Perry Center.
    • Mayor Massaro emphasized the broader vision: the center is not just an incubator but a workforce development hub to combat gentrification, provide training for emerging industries (aviation, AI), and allow residents to afford new housing. He highlighted existing partnerships with Broward College, FIU, and Nova Southeastern University, and noted that the city's Multi-Service Center with Memorial Healthcare System is a model for public-private partnerships. He urged commissioners to visit Nova Southeastern's Innovation Village to see the potential.

Key Outcomes

  • No formal votes were taken; the workshop was informational.
  • Staff were directed to organize a tour of the Nova Southeastern University Innovation Center for interested commissioners.
  • Staff will evaluate alternate locations for a seed program in historic Miramar, including space at the Town Center (under police headquarters) and the library.
  • Staff will return with additional recommendations on how to proceed with a phased implementation, including potential partnerships and funding strategies.
  • The workshop adjourned at approximately 7:16 PM, followed by a brief recess before the regular commission meeting.
