The City of Miramar City Commission held a regular meeting on May 3, 2023, at 7:00 PM in the Commission Chambers. - Broward County's Links, Incorporated Black Family Wellness Expo Day: Proclaimed third weekend in March as Black Family Wellness Expo Day.

- All eight items on the consent agenda were approved by a unanimous vote (5-0). Items included:
- Approval of minutes (deferred to May 17, 2023 meeting).
- Purchase of Police Personnel Ballistic Shields from GL Distributors, Inc. for $62,400.
- Purchase of a 2023 Xspotter Terminal Tractor (Yard Dog) for $144,217.
- Award of Pipeline Leak Replacement Services contract to Cacique Utilities LLC for up to $368,500.
- Purchase of spare parts for Flygt pumps from Xylem Water Solutions USA for $144,869.
- Acceptance of FDEP grant for Historic Miramar Drainage Improvements Phase V design ($500,000).
- Expansion of Historic Miramar Canal Improvement project description to include properties along canals maintained by external agencies.
- Purchase of playground equipment for Sunset Lakes Academy from GameTime for $224,140.

Discussion Items
- Item 9 – First Reading of Ordinance O1805 (Civil Service Code Amendments): Human Resources Director Randy Cross presented changes to update positions covered/excluded under civil service and to add flexibility for the Human Resources Director to resolve conflicts of interest among relatives without automatic transfer/separation of the junior employee. The City Manager recommended approval. No public comment. The ordinance passed first reading 5-0; second reading scheduled for June 7, 2023.
- Item 10 – Second Reading of Ordinance O1808 (Annual Review of Capital Improvements Element): No changes from first reading. Passed 5-0.
- Item 11 – Second Reading of Ordinance O1809 (FY 2023 Second Budget Amendment): Budget Director Rafael Sanmiguel presented changes: appropriated $300,000 from general fund balance plus $56,000 in developer contributions for underground electrical infrastructure in Miramar Parkway; reprogrammed $90,000 from a barrier wall project to the Usain Bolt sculpture plaza; added $50,000 for East Water Treatment Plant Well Field Generator design; appropriated $500,000 for employee health center contractual services. Passed 5-0.
- Item 12 – Resolution R7849 (Usain Bolt Sculpture Plaza Construction Award): Chief CIP Officer Liz Valera presented award to Florida Palm Construction, Inc. (certified small women-owned business) for $250,033.78 plus $10,000 contingency. The plaza will house the 20,000-pound sculpture. Commissioner Chambers noted the project scope and requested square footage details. Passed 5-0.
- Item 13 – Second Reading of Ordinance O1811 (Utility Monthly Service Availability Fees): No changes from first reading. Passed 5-0.
- Item 15 – Resolution R7881 (Auditor Selection Committee): City Attorney Burnadette Norris-Weeks explained the new statutory requirement to form a selection committee for the external financial audit. The committee must have at least three members, with at least one from the Commission, and external members knowledgeable in GAAP but not city employees. After discussion, the Commission voted 5-0 to appoint Commissioners Colbourne (Chair), Chambers, and Davis to the committee. Staff will bring recommendations for external members at the next meeting.

We ask everyone to take your seats. We'll be starting the meeting in a few moments. And we had a workshop that ran a little long, but it's great to see a full house. The meeting of the Miramar City Commission is now called to order. An opportunity was given to the public to register to participate or email the city clerk twenty-four hours prior to the commission meeting with any questions, comments, concerns on items we will hear on this evening's agenda. Any person may be heard by the City Commission through the chair, and upon registering pursuant to the published notice for not more than three minutes on any proposition before the city commission.gov slash commission meeting.
