Miramar City Commission Regular Meeting – March 20, 2024
The Miramar City Commission held its regular meeting on Wednesday, March 20, 2024, at 7:00 PM in the Commission Chambers. The meeting included proclamations, consent agenda actions, a public hearing, discussion of a major theater upgrade project, first reading of an ordinance updating the capital improvements element, and city commission reports.

- Item 2 (Highway Maintenance Agreement with FDOT for Utopia Drive Complete Streets) was continued to the April 17, 2024 meeting at staff’s request.
- Item 3 (purchase of Forts Mobile Shelter from Elite Aluminum Corporation, $249,955 via UASI grant) was pulled for separate discussion and then unanimously approved.
Public Comments & Testimony
- Stephen Muniz (16853 SW 50th Street, Miramar) addressed the commission on behalf of Class X, alleging repeated contractual violations by the city, including favoring other vendors, conflicts with the city’s preferred concessionaire policy, and retaliation. He stated that after months of unresolved complaints and ignored requests for meetings, Class X filed a lawsuit against the city on Monday, March 18, 2024. The mayor acknowledged the lawsuit, noting it is now a legal matter and cannot be discussed from the dais.

- Forts Mobile Shelter (Item 3): Commissioner Colbourne requested a presentation. Fire Rescue staff explained the sole-source purchase of a mobile shelter for emergency management, funded entirely by a UASI grant. The commission praised the fire department for securing the grant and noted the shelter’s potential use in both emergencies and non-emergency community events. Unanimously approved.
- Miramar Cultural Center Theater Upgrade (Item 5, Resolution R8111): A comprehensive presentation was given by Cultural Affairs Director Camasha Cevieux, IT Director Clayton Jenkins, Procurement Director Alicia Ayum, and consultant Alex Stoll of Stages Consultants. The project, awarded to Solotech Sales & Integration USA, Inc. (the only bidder) for $2,742,250 with a 10% contingency ($3,016,475 total), includes replacement of all audio, video, and lighting systems with modern, scalable equipment. The theater will close July 1 to October 11, 2024 for installation. Commissioners asked about lifespan (15–20 years), dual LED wall and projection screen capabilities, new wiring, sound improvements despite laminate flooring, staff training, scalability, and supply chain risks. Solotech confirmed 45 years of industry experience and local support. Unanimously approved.
- Comprehensive Plan Capital Improvements Element Update (Item 6, Ordinance O1825, First Reading): Senior Planner Frensky Magny presented the annual review and update of the five-year schedule of capital improvements (FY2024–2028) as required by Florida Statutes. This is not a comprehensive plan amendment and does not require state review. The first reading was approved unanimously; second reading is scheduled for April 17, 2024.
- Broward League of Cities Board Appointments (Item 7, Resolution R8080): Commissioners reappointed Vice Mayor Davis as first alternate and Commissioner Chambers as second alternate to the Board of Directors. Unanimously approved.

Um what would you say got you to where you are and where do you see yourself in the next five years? Well, what got me to where I'm at is persistence. Oh, everybody's good. Good evening. The meeting of the Myanmar City Commission is now called to order. An opportunity was given to the public to register to participate or email the city clerk twenty-four hours prior to the commission meeting with any questions, comments, concerns on items we will hear on this evening's agenda. Any person may be heard by the city commission through the chair, and upon registering pursuant to the published notice for not more than three minutes on any proposition before the commission unless modified by the chair. This meeting is being streamed live at Miramar FL dot gov slash commission meeting and televised on Comcast Channel 78 and at ATNT Uverse Channel 99 for City of Myanmar subscribers. As of March twentieth, 2024 at 5 p.m. No members from the public has registered to participate virtually in this meeting. You make sure our CAFR is in, all of our, you know, we're staying in line, and one of the things that you don't hear about in the city of Myanmar is negative news about our books and our audits not being in on time, even though sometimes we cut it close, but we get it in there.
