5:37

And whereas Florida's permitted reuse capacity exceeds 2.4 billion gallons per day, approximately 87% of Florida's total permitted capacity for all domestic wastewater treatment facilities.

5:51

And whereas Florida leads the nation in reusing 900 million gallons of reclaimed water each day to conserve freshwater supplies and replenish our freshwater resources.

6:03

And whereas the state of Florida has declared May 19th through 25th, 2024 to be water reuse week in Florida.

However, cardiopulmonary resuscitation or CPR, especially if performed immediately, can double or triple the cardiac arrest victims' chance of survival.

9:03

And whereas approximately 40% of out-of-hospital cardiac arrest victims survived when bystander CPR was administered.

9:12

And whereas hands-only CPR has just two easy steps.

9:17

Step one, call 911 if you see someone collapse.

9:22

Step two, push hard and fast in the center of their chest to the beat of the song that has a hundred to a hundred and twenty beats per minute, such as staying alive by the BGs, Crazy in Love by Beyonce, featuring Jay-Z, Hips Don't Lie by Shakira, or Walk in Line by Johnny Cash, covered everybody.

9:48

So everybody should have that hundred to 120 beats in the back of their minds.

9:54

So just think about your upbeat song to be able to save someone's life.

10:00

And whereas an automated external defibrillator, also known as an AD, when used by a bystander, is safe, easy to operate, and if used immediately after onset of sudden cardiac arrest, is effective in the terminating ventricular fibrillation so that the heart can resume a normal effective rhythm.

Discussion Items

  • Affordable Housing Update (Broward County Housing Finance Division Director Ralph Stone):

    • Presented the 10-year affordable housing master plan prepared by FIU’s Dr. Ned Murray. Key statistics: median home price in Broward County is $625,000; less than 5% of families can afford that. Broward County ranked last in Florida for rental availability for households earning 60% of area median income (about $40,000/year). There is a countywide deficiency of 75,000 units; Miramar’s deficiency is 3,417 units. The county has allocated over $130 million in gap financing, leveraging over $1 billion in total funding for nearly 5,000 units over six years. The plan recommends densification near transit, expanded funding, and policy changes. No mandates on cities.
    • Commissioner Barnes expressed frustration with developers profiting and called for developer accountability. Commissioner Chambers noted the city has no remaining land, and new housing built is open to the market, not helping city employees. He urged prioritizing housing for police, fire, utility workers. Mayor Messam announced a city-specific affordable housing master plan and criticized the state for raiding the Sadowski Trust Fund.
  • Art in the Garage Program (Cultural Affairs Director Camasha Cevieux and Deputy City Manager Kelvin Baker):

    • Recognized public artist Elio Mercado for murals in the parking garage at City Hall. The project was funded by the CARE program. Commissioner Chambers highlighted the human connections made during the painting process.
  • Landscaping Contract (Item 10):

    • Awarded to five vendors for a total of $1,375,139 annually for two years with three renewal options. The contract was broken into 18 smaller zones to encourage local participation. Vice Mayor Davis noted only one Miramar business and one CBE were awarded. Dr. Karen Hollis (Economic Development) reported on ongoing efforts to prepare small businesses for bidding.
  • Annual Comprehensive Financial Report (Item 11):

    • Received a clean audit opinion for FY2023, marking the 35th year of the GFOA Certificate of Achievement. No findings on internal control or compliance.
  • Digital Billboard Lease (Item 12):

    • Approved a 20-year lease with New Tradition, Inc. for a digital billboard at the Vernon E. Hargray Youth Enrichment Center. Total revenue to the city: $6.1 million, including a $250,000 signing bonus, $500,000 donation to a city nonprofit, $4 million in annual revenue (35% of gross), and 3% annual escalator. Commissioner Chambers asked about power; the vendor will cover FPL costs. Vice Mayor Davis sought assurance the billboard would not be visually intrusive.
  • Francisca Chicken Lease (Item 13):

    • Approved a 10-year lease (with a 5-year renewal option) for 3,500 sq. ft. of retail space at the Miramar Town Center. Base rent: $52/sq. ft. ($182,000 annually) with 3% annual increases. The city will provide $55/sq. ft. tenant improvement allowance. Commissioner Chambers raised parking concerns; staff acknowledged the issue and said they are working on solutions. Vice Mayor Davis asked about the realtor’s outreach; the realtor noted the restaurant’s strong track record.
  • First Reading – Abandoned Property Ordinance (Item 14):

    • Ordinance O1829 amends Chapter 10 of the City Code to create a registry and maintenance requirements for abandoned real and personal property. Police Commander Collings explained the need due to squatting, crime, and safety hazards. Second reading scheduled for July 10, 2024.
  • Resolution Opposing Solid Waste Facility in Pembroke Pines (Item 15):

    • Resolution R8176 urges the Broward County Solid Waste Authority to reject any recommendation to locate a waste-to-energy facility on Sheridan Street near Pembroke Pines. Mayor Messam noted this reciprocates support from neighboring cities in opposing a similar facility at Miami-Dade’s airport west site. Commissioner Chambers warned residents about the looming garbage crisis.
