Miramar City Commission Regular Meeting – June 4, 2025
The City of Miramar, Florida, City Commission held its regular meeting on Wednesday, June 4, 2025, at 7:00 PM in Commission Chambers at 2300 Civic Center Place. Mayor Wayne M. Messam presided, with Commissioners Maxwell B. Chambers, Avril Cherasard, Vice Mayor Yvette Colbourne, and Carson Edwards present. All votes were unanimous (5-0). No members of the public registered to participate virtually, and no public comments were made from the chambers during the meeting.
Presentations & Proclamations
- Miramar Gives Back: The city presented three $1,000 scholarships to Teen Council Advisory Board graduates Gabrielle Scully (University of Florida, psychology), Jaden Jean Lewis (Bethune-Cookman University, early childhood education), and a third recipient whose award was accepted by her mother. The Youth Advisory Council also recognized six graduates, each receiving a $1,000 scholarship; recipients included Tavin Codner (Florida State University), Sudan (Georgetown University), Alan (University of Chicago), Maya (University of Central Florida), Sumara (University of South Florida), and Joe (Broward College, transferring to the University of Tampa). Officials highlighted the program's support for underprivileged students.
- Check Presentation: Broward County Commissioner Alexandra P. Davis presented a $2 million check to the city in support of Parkview at Miramar, a $31.7 million affordable housing project. Davis expressed strong support for affordable housing and generational wealth, stating the county funds help close a financial gap for the project.
- Proclamations: The commission issued proclamations for CPR and AED Awareness Week (June 1–7, 2025), Code Enforcement Officers' Appreciation Week (June 5–9, 2025), Immigrant Heritage Month (June 2025), Victor Moises Garcia Day (June 4, 2025), Alzheimer's Awareness Month (June 2025), and National Homeownership Month (June 2025). The CPR proclamation cited that someone has a heart attack every 40 seconds and that over 90% of out-of-hospital cardiac arrest victims die without immediate CPR. The Alzheimer's proclamation cited 7.2 million Americans living with Alzheimer's (including an estimated 500,000 younger-onset cases, as read), 580,000 in Florida, and 47,800 in Broward County.
Consent Agenda
The consent agenda was approved unanimously, with items 1, 3, 4, 5, 6, and 7 passed by one motion. These included:
- Approval of the May 21, 2025 regular meeting minutes to be placed on the June 17, 2025 agenda.
- Resolution R8397 approving the first amendment to the interlocal agreement with Broward County for surtax-funded bus shelter improvements (Project MIRA-020).
- Resolution R8408 approving a State Highway Lighting Maintenance and Compensation Agreement with the Florida Department of Transportation.
- Resolution R8413 accepting $25,000 in additional grant funding (Amendment 001) from the Areawide Council on Aging of Broward County for adult day care services, period July 1, 2024–June 30, 2025.
- Resolution R8414 accepting $426,550 in grant funding from the Areawide Council on Aging for adult day care services for July 1, 2025–June 30, 2026.
- Resolution R8412 approving a Hazard Mitigation Grant Program subaward not-to-exceed $408,824.43 for standby generators at Lift Stations 54, 59, and 76.
Resolution Item 2 (Pulled from Consent): Legal Services to Oppose Waste-to-Energy Campus
Commissioner Cherasard pulled Resolution R8429 for discussion. Deputy City Manager Kelvin L. Baker presented the request to procure additional services from Goldstein Environmental Law Firm to oppose Miami-Dade County's proposed waste-to-energy campus at the Opa-Locka West Airport site adjacent to Miramar's border. The resolution authorizes spending $100,000 from the City of Pembroke Pines and $30,000 from the Town of Southwest Ranches, for an additional $130,000 in FY 2025. Baker reported spending to date of approximately $923,000 since inception, including $63,000 in FY 2023, $374,899 in FY 2024, and $481,000 in FY 2025. Commissioner Cherasard asked whether contributed funds carry restrictions; Baker confirmed Southwest Ranches' funds are not to be used for litigation. Mayor Messam emphasized the threat of 4,000 tons per day of waste burning near the border and noted Miami-Dade reconvenes next month. The resolution passed unanimously.
Resolution Item 8: Board Appointments
Resolution R8431 approved appointments to various city boards, including Jose Sanchez (Blasting Citizen Advisory Board), Tony Brown (Cultural Center Arts Park Advisory Board), Nancy Lavrose (Economic Development Advisory Board), Julian Owens, Pamela Reed, and Geraldine Echedo (Elderly Affairs Advisory Board), Nancy Fong Edwards and Hanel Pina (Historic Miramar Advisory Board), Roland Cherasard (Parks and Recreation Advisory Board, Commissioner Cherasard's spouse, subject to legal confirmation), Yelena Revere (Parks at-large), Janine Allen, Hawa Wagaman, and Angela Mumford (RBG Commission on the Status of Women), Nazima London (Sister Cities), and Isabella Clark, London McNeil, and Safira Augustin (Teen Council Advisory Board). Vice Mayor Colbourne deferred appointments to Planning and Zoning Board, Sister Cities, and Teen Council. Approved unanimously.
Resolution Item 9: Anaerobic Digester Design and CM Services
Resolution R8407 awarded RFQ No. 24-09-47 for "Professional Design and Construction Management Services for an Anaerobic Digester Unit" to Hazen and Sawyer, P.C., the highest-ranked responsible proposer. The agreement amount is not to exceed $1,082,364, plus a $100,000 contingency, for a total of $1,182,364. Utilities Deputy Director Rolando Taylor explained that the project is needed to address accumulation of inert solids, clogging, and to meet increased demand by adding a third digester. Two proposals were received, and the evaluation committee selected Hazen and Sawyer on December 10, 2024. The project includes a 10% CBE/SBE/local participation plan. Approved unanimously.
Resolution Item 10: Fleet Vehicle Lease Purchase
Resolution R8424 approved a lease purchase and maintenance agreement with Enterprise Fleet Management, Inc., under a 5-year master agreement, using Sourcewell Contract No. 030122-EFM, in the amount of $1,980,541 for FY 2025, plus $546,750 for emergency equipment upfitting, and annual payments of $1,192,968 for FY 2026 through FY 2029. The plan purchases 86 vehicles (76 replacements, 10 new), with 64 assigned to police/fire, 12 to operations, and 10 additional to operations. 81 will be gasoline and 5 will be electric. Discussion included concerns about EV reliability for emergency responders (Commissioner Chambers asked to avoid EVs for critical public safety) and plans for EV infrastructure through an FPL partnership. The resolution passed unanimously.
Other Business: Commission Reports
- Commissioner Edwards reported on the Caribbean-American Heritage Month kickoff and the upcoming Taste of the Caribbean Islands event on June 28, and a streetlight request on Shalomar Street.
- Commissioner Cherasard discussed gun violence awareness and called for a change in code enforcement timelines, proposing a 45-day cure period for violations instead of 30 days due to mail delays. She also announced a trip to the Bahamas to establish trade relationships.
- Commissioner Chambers thanked board appointees and volunteers, shared personal reflections on family graduations, and urged safety for staff and volunteers.
- Vice Mayor Colbourne recognized the city's 70th anniversary celebration, announced a Broward County solid waste meeting on June 11, promoted Juneteenth events on June 18-19, and noted budget books would be available by June 18.
- Mayor Messam wished fathers a happy Father's Day, reminded residents of hurricane season preparedness, and announced a Global Running Day panel discussion and a recent Haitian heritage concert.

Now, in September 2023, the Office of the City Manager proudly launched the Miramar Gives Back Community Program. This initiative was created to support underprivileged children in our community and provide scholarships to deserving students who are pursuing higher education. Since the launch of the program, we have raised funds through food sales, car washes, and sponsorships from various companies to support nonprofit organizations such as the American Cancer Society, Christmas in July, and Autism Speaks. Since the inception of the program, we have also awarded scholarships to five students attending various universities. Now, today we are proud to continue this mission by awarding three scholarships, each in the amount of $1,000 to graduates of the Teen Council Advisory Board. Now at this time, Mr. Mayor, Vice Mayor, Commissioners, I would like to invite you to come to the front. And I'm gonna ask you, please to present the check to the graduates. Dr. Virgin City Manager, we have the check here. If you could please present the check to the graduate. Before Mr. Mayor, Vice Mayor Commissioners, before I announce the names of the graduates, I would like to also recognize Broward County Commissioner Alexandra P. Davis, who has been a champion of the Teen Council since her re-election in 2019. Now, Commissioner Davis has consistently supported the Teen Council by attending meetings and advocating for funding through the parks and recreation department to help revitalize the board. And if we could please have Commissioner Davis, Commissioner, if you could please join our elected officials on stage to present the check to the graduates. Thank you. So our first scholarship recipient is Gabrielle Scully, who graduated from Miramar High and will be attending the University of Florida, majoring in psychology.
