City of Miramar Commission Regular Meeting - June 17, 2025
The Miramar City Commission held its regular meeting on June 17, 2025, at 7:00 PM in Commission Chambers. The meeting included proclamations, presentations, approval of routine consent items, adoption of several resolutions and ordinances (first readings), a quasi-judicial hearing for a parking variance, and commission reports.

- Board Appointments (Resolution R8457): Appointments to various city boards were approved: Blossom Levy (Historic Miramar Business), Joshua Rhodes (Parks & Recreation), Bobby Jones Wilfork (Planning & Zoning), Donna Raymond (Sister Cities), Jaden Watson (Teen Council), Ryan Patrick Millet (Mercium). All approved unanimously.
- Sewer System Rehabilitation Renewal (R8410): Approved first one-year renewal with Inliner Solutions LLC for $1,500,000 (including 3% price escalation) for sewer system improvements in Basins 2 and 5. Unanimous.
- Milling and Resurfacing of Miramar Parkway (R8423): Awarded to Weekley Asphalt Paving for $1,203,940.52 (including 10% allowance). Unanimous.
- School Crossing Guard Services (R8430): Awarded to Kemp Group International for 3-year initial term ($2,150,647.20 total). Discussion: Commissioner Cherasard inquired about cost projections and administrative fees. Commissioner Chambers highlighted intergovernmental cooperation. Approved unanimously.
- First Reading - FY2025 Budget Amendment (O1849): Approved use of $43,000 from fund balance for fire station generator/transfer switch projects. Approved unanimously.
- First Reading - Zoning Certificate of Use Amendment (O1847): Proposed annual renewal of zoning certificates and prorated fees for new businesses. After extensive debate about burden on businesses, the initial vote failed (2-3). A motion to reconsider passed (4-1), and the ordinance then passed first reading (5-0) with direction to staff for further streamlining before second reading.
- First Reading - Floodplain Management Amendment (O1830): Updated land development code to enhance floodplain regulations and aim for improved CRS rating (from 8 to potentially 5), increasing flood insurance discounts from 10% to up to 25%. Commissioner Chambers commented on the need for flooding mitigation. Approved unanimously.
- Quasi-Judicial Hearing - Parking Variance for Amazon (R8422): Request to allow 566 parking spaces instead of required 669 at 3701 Flamingo Road warehouse. Amazon representative explained the conversion to a sub-same day facility using personal vehicle delivery drivers (Amazon Flex). Variance approved unanimously.

- Commissioner Edwards commended marketing department and sustainability efforts, announced community conversations and "Healthy Conversations" series, and Caribbean Heritage Month closing event June 28.
- Mayor Messam reported on Everglades choir performance at Carnegie Hall, highlighted the successful Consular Corps visit, and committed to reducing plastics. He also noted city's comments on Broward Solid Waste Authority draft master plan.

I'm first recognizing Fritz St.ville from Parks and Wrecks Department, lost his sister, Geordie Spencer, Parks and Recreation Grandmother. Let's keep our colleagues in our thoughts and prayers as they bereave their loved ones, as well as we are observing any condolences in our community and throughout our region. Let us have a moment of silence. On to presentations, I invite members of the commission to join me in front of the dais for present for proclamation presentations. Our first pre first proclamation is in observance of Juneteenth, Independence Day, and I'm delighted to invite the Florida Memorial University, administrative staff and alumni that are present, represented by executive vice president and CFO Dr. Archie Bowie II, along with Dr. Timmon Graham, VP of Student Affairs, as well as all FMU alumni, trustee members, fans, and friends of Florida Memorial University to join us on the dais as Florida Memorial will receive the proclamation and observance of Juneteenth. Welcome everyone. Let's give the Lions a big round of applause. Whereas the Emancipation Proclamation was formally issued on January 1st, 1863, declaring that enslaved Africans in the Confederate States of America were to be freed. And whereas the news of the issuance of the Emancipation Proclamation was not immediately delivered to the most remote areas of the Confederate States, the Confederate States of America. And whereas news of the abolition of the enslavement of Africans was not delivered to all of the Confederate States until after the conclusion of the American Civil War. And whereas all of the Confederate states received news of the end of the enslavement of African people on June 19th, 1865. And whereas June 19th, Juneteenth, a linguistic blend of the words June and 19th was adopted to commemorate this historical and pivotal day in American history. And whereas, beginning on January 1st, 1980, several states and municipal governments in the United States have declared June 19th a legal holiday. And whereas on June 16th, 2021, the City of Myanmar Commission requested by Mayor Wayne Messum adopted Juneteenth as a legal holiday in the City of Myanmar under Ordinance No. 21-18 to provide city residents and employees an opportunity to learn, reflect, and celebrate the rights, privileges, culture, achievements, sacrifices of African Americans. And whereas June 19th, Juneteenth is celebrated nationally and internationally to recognize the end of the enslavement of Africans in the United States and to celebrate the culture and the achievements of African Americans. And whereas today, millions of Americans of all races, creeds, religions, religious and ethnic backgrounds celebrate Juneteenth, which not only celebrate freedom, but also acknowledges the achievements of African Americans, and as celebrations continue to spread, we can all be reminded of the often repeated maxim until all are free, none are free. The highlights the manner of the end of slavery in the United States. And whereas we are honored to recognize Florida Memorial University, the only historically black college in South Florida, home of the national, home of the Negro National Anthem, lift every voice and sing, and a great community partner to the city of Myanmar.
