The Mobile City Council held its regular meeting on Tuesday, August 19, 2025, at 8:30 a.m. The meeting included recognitions, public hearings, consent agenda approvals, and announcements regarding city projects and events. All public hearings were closed with no speakers, and all votes were unanimous unless noted.
Consent Calendar
- Approved minutes of the August 12, 2025 meeting.

- Approved resolutions 011066 (software agreement with MCCI LLC), 211075 (roofing contract for Sanger Theater), and 211077 (landfill sampling contract).

Public Comments & Testimony
- Janice Robinson (District 1 resident): Raised concerns about Josephine Street: excessive traffic cutting through (considered a cut-through for police/fire), lack of street sweeping, and need for tree trimming. She noted the oldest resident is 95 and the youngest 70, making mailbox access dangerous. Councilmember Penn responded that repaving was already included, a new street sweeper had been acquired, and he had contacted the tree department before the meeting. He acknowledged the cut-through issue and pledged to work with staff.
Recognitions and Presentations
- Firefighters of the Month: June – Reagan Humphries (4+ years, recognized for tech rescue and incident response); July – William Mobley (off-duty medical assist at Piggly Wiggly). Both were presented by Chief Glisten.
- Police Officers of the Month: June – Officer Hunter Howard (76 calls, 43 backings, 11 felony arrests); July – Officer Thomas Andrews (102 calls, 41 backings, 10 felony arrests, 35 misdemeanors). Chief noted Andrews had only been solo for two months.
- Kingdom Covenant Connections: Carrie Coates and Stan Carter presented acknowledgements to Mayor Stimson, Councilmembers Gregory, Davies, Penn, and staff for supporting the 20th annual Unity Walk. Council and mayor thanked them for promoting unity.
Mayor's Communication
- Amtrak: Mayor Stimson reported the successful return of Amtrak’s Mighty Ross service on Saturday, August 16. He rode the inaugural train from New Orleans to Mobile, with hundreds at each Mississippi stop and 300 passengers greeted in Mobile by the Excelsior Band, Zayo Trail Maze, and Shipmates. The train was completely full the next day. He noted the three-year trial period and encouraged ridership.
- Gulf Coast Grooves: Free community concert on Saturday, August 23, 6–9 p.m. at Medal of Valor Park, featuring jazz and gospel artists.
- Municipal Elections: Tuesday, August 26. Encouraged voting; polling locations at AlabamaVotes.gov.
Council Announcements
- Councilman Day (District 5): Announced FY2026 budget receipt on August 20; Finance Committee work session (no public comment) on September 2; public hearing on September 9; vote on September 16.
- Councilman Woods (District 6): District 6 community meeting on September 18 at 5:30 p.m. at Oak Park Church.
- Councilman Penn (District 1): Noted Tricentennial Park improvement plan (CIP resolution 211089, first read) for a doll park and facility upgrades; encouraged Amtrak ridership.
- Councilman Reynolds (District 4): Encouraged residents to vote on August 26.

Father God, we come this morning with lifted spirits, knowing God that it was you that had an angel of mercy that camped at our bedside last night. Called us individually by name to see a day that we had never seen before. We thank you, Father, for your son that died so that we could have this moment of prayer. Now, God, we ask that you look upon this city with lift us up while we are getting ready to elect people to rule over us. Let them know, God, it's not them, but you that lifted them up. Let it be, Father, that we be the kind of people that others can see you and us, the way we talk to each other, the way we treat each other. Look upon the homeless father because they are your children too. Clothe them, Father, give them protective care. And God, we will give you all the praise and all the glory. Welcome to our August 19th, 2025 meeting. At this meeting, we do have rules at this time. I ask if anyone have any type of electronic device, including cell phones, please at this time put on the offer barbaric position, the offer of the barbaric position. Any person that is desiring to address the Mobile City Council must sign in, indicating the resolution, the ordinance, or public hearing agenda item before entering the meeting. When addressing the council, the speaker must give his or her name. The subject that he or she wishes to express the Mobile City Council must be identified, pertain to the city of Mobile Business. Anyone who has not given a proper note to the city clerk office and wish to talk and express their concerns on the non-agenda item would not be allowed to address this council. Each speaker is allowed three minutes to address this council. A bell was signed to indicate the end of two minutes, one minute remain for summarizing second bell indicates that your time has expired.
