Now, God, we ask that you look upon this city with lift us up while we are getting ready to elect people to rule over us.

Let them know, God, it's not them, but you that lifted them up.

Look upon the homeless father because they are your children too.

Clothe them, Father, give them protective care.

It's good to see everyone this morning.

Welcome to our August 19th, 2025 meeting.

At this meeting, we do have rules at this time.

I ask if anyone have any type of electronic device, including cell phones, please at this time put on the offer barbaric position, the offer of the barbaric position.

Any person that is desiring to address the Mobile City Council must sign in, indicating the resolution, the ordinance, or public hearing agenda item before entering the meeting.

When addressing the council, the speaker must give his or her name.

The subject that he or she wishes to express the Mobile City Council must be identified, pertain to the city of Mobile Business.

Anyone who has not given a proper note to the city clerk office and wish to talk and express their concerns on the non-agenda item would not be allowed to address this council.

It's good to see everyone here.

Thank you for coming.

As y'all know, Amtrak successfully returned to Mobile on Saturday.

Gene and I were fortunate enough to ride in the inaugural Mighty Ross service from New Orleans to Mobile.

Along the way, there were four stops across the breadth of Mississippi.

It was amazing at every single stop.

Blocksea, Gulfport, Pascagoula, Ocean Springs.

There were hundreds of people at the train stations.

And actually, there were places just as we would go through neighborhoods that you'd see a couple or a child waving at the train as it was going by.

Anyway, what a privilege to be able to be on that train and experience it.

But surprised when I get well, I wasn't surprised to see the Excelsior band and the Zayo Trail Maze and the shipmates and knew they'd be here.

But anyway, we had a wonderful celebration here of the approximately 300 people that were on the train, and we fed them in this um in the convention center.

Anyway, it could not have been uh a better event.

Made a great impression of everybody uh from uh the city of Mobile.

But you know, it comes from my perspective at a perfect time when we're trying to revitalize the downtown waterfront with what we've done with the uh Hall of Fame walk.

What we'll uh what you will ultimately see when we finish Cooper Riverside Park.

Anyway, it's just very exciting time.

It's going to help uh us in our tourism.

I made a prediction that really I believe that all of the stops between here and New Orleans that everybody recognizes the opportunity to get visitors to come here of those who live in Pascagoula thinking we can get them to come to Pascagoula.

And so I feel like that all of our tourism individuals and people engaged in tourism world kind of up their game, trying to make sure that we put a best foot forward for everybody that's riding the Amtrak train.

So uh yes to be seen how it will work out.

We've got a three-year window for Amtrak to prove itself.

And so the if the last if yesterday's trains are any indication uh it's gonna be very successful because they were completely full uh yesterday.

So I would highly recommend that you get with family and friends and figure out a reason to either go to the coast of Mississippi or go to New Orleans and enjoy yourself on the train.

Um change subjects just for a second and go to uh something that our bench department is putting on, and we're calling it Gulf Coast Grooves.

It's this Saturday, August 23rd at Metal Vaughn Park.

It's from 6 to 9 p.m.

And we'll be celebrating incredible jazz and gospel artists uh during the free community concert.

Uh the gates will open at 5 p.m.

and jazz musician Joe Lewis will kick things off at 6 15.

Uh the concert will continue with the gospel stylings of Titus Cody, Ariana Hubbard, and uh Tyler Allen starting at 7.35.

I want to thank the uh the Vince Department for organizing this great lineup and another excellent free local event.

Um at their best, our parks uh bring families, neighbors, and mobilians of all ages together, and this is a perfect example of that.

So I hope you'll have a chance to join us on Saturday night.

Uh one week from today, Tuesday, August 26th, is the municipal elections be held.

Uh we ask that you please let your voice be heard by turning out and voting for those that live in the city.

I have some special recognitions uh this morning.

I want to call up uh Chief Um uh Glisten first to uh introduce the officers of the month uh fire rescue.

Good morning, council mayor.

Thank you.

First, we would like to recognize last month's uh firefighter of the month.

Firefighter Reagan Humphries.

So she is uh five and or almost five years now with the department.

Um comes from a long history of public service, um, has uncles, you know, a stepfather that have all been in the fire service, her father's in the fire service, yeah, and her husband is or your I'm sorry.

He's with the sheriff's office.

Your brother, her brother is with the sheriff's office and her husband's EMT.

So long history of public service.

Um so she has gone above and beyond.

She exemplifies what we would like to see with the fire department, and we truly appreciate everything that she's done.

Um, whether it be the tech rescue, she's been part of the RSA uh incident that happened.

She was also at the incident that happened um out last week at the Malls incident.

So we truly appreciate everything that she's done for the uh the city and the department as well.

Congratulations to you, Mr.

President.

I think Reagan got away a little bit too fast.

She was going to give a speech.

Uh I thought Reagan is my cousin, and this is my family that's up here.

And uh it's it's so awesome to have you all down here, and I appreciate all that you do to support Reagan and Ryan.

And I I can't let it get by without saying that uh your brother uh is got to be jealous today that we all know that you're truly his hero.

Also, we would like to uh recognize July's firefighter of the month is driver William Mobley.

So simplifies what we like to see in a firefighter both on duty and off duty.

So while attending, he was working out, went next door to the Pigley Wigley and saw an elderly female having a medical emergency off duty, scooped her up, took her to the back.

They had called 911, got her assessed, stayed there until the uh ambulance and the engine crew got there, you know, made sure that she got loaded up into the ambulance and everything.

And I mean, that's what we want to see with our firefighters, both on duty and off-duty, and that just goes to show his character and what it means for him to work for the city and for the uh fire department.

So we appreciate Mobley as well.

Uh, I am elated to also present two of our officers for the officer of the month of June and July.

Uh Officer Hunter Howard, assigned to the third precinct, demonstrated uh an outstanding performance throughout the month of June, where he answered 76 calls for service and provided 43 backings.

Officer Howard executed 11 felony arrests with 11 miss, I'm sorry, 11 felony arrests as well as several misdemeanors.

Officer Howard routinely checks the problem areas in his beat and is always up to date on the current trends and crime patterns.

His proactive approach seems to have led to a reduction in crimes in the small time he has been assigned to the midtown area, underscoring his effectiveness and dedication to the community he serves.

He is our officer of the month for the month of June.

Congratulations to you.

Officer of the month for the month of July, Officer Thomas Andrews is assigned to the second precinct.

He demonstrated an outstanding performance throughout the month of July, where he answered 102 calls of service and provided 41 backings.

Officer Andrew is also executed, 10 felony arrests with 35 misdemeanors.

Office Andrew has consistently demonstrated initiative, meticulous attention to detail and proactive mindset that significantly contributed to public safety for the citizens of mobile.

Again, I present to you this officer for an officer of the month of July.

One other thing I wanted to point out that these officers hadn't been on.

Um, just the dedication and motivation that they do to make sure the citizen mobile are safe, especially.

Uh uh, this officer here's only been um solo for two months.

That's unheard of to get the officer of the month for that quick.

Um, but that's just shows you the dedication and hungriness that he has uh in his craft.

And before I get started, I'm just like Mo.

I'm not a big speaker, but I will say this.

To each and every one of you all who don't like you or who do like you.

I feel it though.

You are have been done a good job in Mobile.

Mobile is so beautiful.

Now I want to address this.

My um district one, Mr.

Corey.

I'm Emmy Crimea, as you know, on Joseph Fing Street.

That my street is what they consider um traffic, what they call a in other words, is open for the policeman firemen.

But it has become a street that you would consider in a state.

The residents on that street, the oldest one is 95.

The youngest one is 70.

My point is these people can't even go to the mailbox and get their mail.

I mean, from Fred Richardson, like I said to the mayor, I would like for you to help us out with that.

Don't put an officer there.

And then soon as his boss need, he's gone.

My next issue is our trees.

We need some grooming on on that street.

The next issue is I haven't seen a street sweeper there, and I don't know when.

So I would like for you to address that.

Look into that for me.

That would be it.

Yeah, thank you, Miss Robertson, for coming down.

Um, I know one of me, of course, you came to the community meeting, and one of your concerns were repaving Josephine Street.

Um and that's one of the streets that we got repaid.

Loved it.

Yeah, and that's um, and so on again, thank you so much for coming.

Um, one of the things about the street sweeper, we also just got a street sweeper, it was on the agenda.

Um, so that was an issue of making sure that we have enough street sweepers to be around in the community.

And so I just saw um Miss Brown writing your issues down, so we're gonna make sure that we get that street sweeper.

Um, and then I called you when I saw your name on the agenda and you told me about the trees.

Um, so I already reached out to um to that department about getting the trees cut, but I still wanted you to come down because I wanted I told you still to come down, even though I already called you because I wanted everybody to hear the issues.

I don't want people to think that we try to call you and stop you from coming.

I want the public to hear your concerns.

I want the administration to hear your concerns, and I want the um my colleagues to hear your concerns.

And so I'm glad that you can you came down.

And so we're working on it.

We're gonna work on those issues, gonna work on those trees, and we're gonna figure out well what can we do to stop the course.

That's a cut through.

A lot of times people are cutting through um your street to get to the hospital to get to different other issues places um in the community, and we have to figure that out.

And so we're gonna work um Miss Brown gonna work with you, and we're gonna work together to work on those um issues.

Um and I have um spoke with Alabama Power as well.

I know it was some challenges with Alabama Power and certain things, and we're working as well.

So thank you so much, uh Ms.

Robertson for coming down and thank you for giving the shout-out to all the great things you see in the City of Mobile as well.

Sometimes we don't hear all those great comments.

So again, thank you so much for coming down, and we will be working on those things that you just shared.

And I'm gonna leave you all with this.

If I was to hit the lottery tomorrow, as my God that I serve, this is true.

I would make sure come to you all with this money and make sure my firemen, my policemen, my teachers, city clerk.

I will just get, I don't have to have all that money to be happy.

So whatever it would take to make my city more safe for my generation to come, I would I would do it.

Only Lord knows I'm telling the truth.

Um, and this is a great opportunity for our parts.

Um, I had a great time this past Saturday on the Amtrak.

Um, I had opportunity to ride the train from Mobile to Pasagula.

It's a great ride, great train opportunity um to enjoy the Gulf Coast.

Um, and so I encourage everybody to take that um train ride to different locations on the Gulf Coast and also to come to Mobile.

Um this past week uh we were able to go out and enjoy another amenity in District 7 and in the city at the Charles Wood Japanese Gardens.

That is the trailhead for the Greenway Trail on our side of the interstate.

And this is something we've been working on for about 10 years, if not more, and it is really fantastic.

The Greenway Trail offers an easy way for everyone to walk through just this amazing natural habitat.

It goes for almost a mile right now, so it's an out and back for now.

Uh goes up to a railroad trestle, but you get to see that the creek, and it's just really, really beautiful.

Um I would encourage everyone to go out to see it if you're not familiar with where this is.

It is at the corner of Ziggler Boulevard and Forest Hill Drive.

What this does is it helps connect the amenities in District 7 from the museum, the Langan Park, uh, tennis center, municipal ball fields, all around the area with sidewalks, bike trails, uh, biking lanes, and uh the walking trail as well.

And speaking of Langan Park, we are still sitting on pens and needles any day now to hear the official announcement that work will begin dredging.

There is a big piece of equipment out there, the sitting and waiting.

If anybody sees it, you know.

I saw it the other day and had to take a photo of that, but we will start dredging any day now at Langan Park, and that's just another one of the really great things happening in our city and in our district to um make this you know make the quality of life just that much better.

So uh go out and enjoy all of the different things we have in district seven.

Um, a couple weeks ago, the uh Mobile City Council, we approved a demolition contract to demolish the old South Brooklyn uh elementary school.

Um, this is to make way for a new community center, a sales center, and a boys and girls club, uh especially for the residents from South DIP for really all the residents across the whole city of Mobile, because we have many citizens, especially seniors come down to the sales center off of Doppler Parkway from across the city.

Uh, this gonna the um many citizens along the uh partway and people that had attended the South Brooklyn School back in the day, had approached me about having a final walkthrough.

Well, we had designated August the 25th from 4 to 6 o'clock p.m.

as the um final walkthrough, which we are calling walk down memory lane.

Again, we inviting all the past uh students that have attended South Brooklyn to come and uh to do your final walkthrough.

We also invited uh past uh teachers who had taught at South Brooklyn School, and they're started by coming on next Monday.

Again, this would take place on August the 25th from 4 p.m.

to 6 o'clock p.m.

at 1600 Barking Boulevard at South Brooklyn Elementary School.

Again, inviting all the past students and administration and and the neighbors to come out on this.
