Mobile City Council Meeting - August 19, 2025

Discussion Items

• Holdover Property (Mr. Davis’ district): Councilmember Davis provided an update on a property previously held over. An eviction had been settled, the tenant vacated, but the property remained unsecured with 1,215 buildings. He recommended declaring it a public nuisance to secure the buildings. The council proceeded to handle the matter.
• Weed Abatement (Item 17): Councilmember Carroll raised a dispute regarding a property at Brown and Parker Street. The owner claimed exemption as a substantially wooded non-developed lot, but Carroll argued the lot was about 80% cleared with high weeds. He recommended proceeding, noting expected representation from an attorney for the property owner.
• Tri-Centennial Park Improvements: Councilmember Penn highlighted the project, which includes a dog park and restroom upgrades. The contract of $832,165.90 with J Hunt Enterprises was approved.
• Vernon Crawford Law Office Renovation: Councilmember McCarrow explained that $500,000 originally set aside for other projects was moved to support this historical restoration as part of the cultural and heritage district initiatives. The intergovernmental agreement was approved.
• Sales and Use Tax Exemption Certificate: Councilmember Williams questioned the process of issuing a tax exemption certificate for the I-10 bridge project, expressing concern about lost revenue. City Attorney Carbo clarified that issuance is required by state law (2019 bill) and not discretionary. The certificate was approved as mandated.
• Angle Brook Subdivision Street Acceptance: Councilmember Woods inquired about accepting streets and storm drains for maintenance. Director Amberger explained that acceptance is needed for plat approval so lots can be sold. The council accepted the streets and storm drains but not the storm detention systems.
