Now I do want to mention just uh Mr.

Uh, about three and a half, four years ago.

The current owners acquired this property.

They have made some improvements, but they are not at the point where they're um productive.

We have a history of demolition permits, certificates of occupancies being issued, where the pattern of the the owner will do some work and then they'll go stagnant.

The permits will expire.

We receive calls and complaints because we have the building that's exposed.

Um right now, the the property owner does not have a permit, and that is why we're here before council.

Uh it has expired, and the owner has not taken actions to go forward.

This is probably as installed by that is correct, yes.

This is when we talk about the structure of downtown and how we're finding people for not taking care of the property.

This is the type of business we need to be when we need to find people about uh a strong religious basically, right?

This property was uh better off secured before it was purchased, it was purchased in 80% of the buildings and demolished, but nothing done.

I I believe that's a good summary, Mr.

I would think that there needs to be some type of finding place on top of uh securing it because we secured it.

It needs to be secured because he needs to be forced to do it.

I based on conversations with the owner.

I do expect him at the 1030 meeting, and maybe he'll provide some more insight.

But what you said is exactly true over his pattern, and we see that he is not moving forward to to finish the project.

And I would even also state that in the packet that's presented to council, there's an engineering report that does show some deficiencies and some recommendations with the framing.

But um I don't even know if the building can be saved 100%, you know, what unless it's totally reframed, but that's not our responsibility.

If we're gonna secure it, then I mean we need to be sure that we're gonna be able to make sure it goes forward.

The other thing is that I saw a when I went by to look at it, I saw a uh cell sign on it.

It's been listed now.

So that is correct based on the others conversation I had with my staff that he's looking to sell property.

There's one small issue that he needs to get his renovation from it to secure the extra, but he's decided he's not gonna do that property.

That's what he's trying to think that the city should wait on the engineer to report that if we do take action to secure the building, we need to move to do so.

All right, so we're changing this from uh demolished to secured, yes.

One question do we talk to anybody in uh in engineering or uh the architecture office to see if we secured it?

Would it would it be stable enough to restore?

Uh at this point in time, no, because we don't have the authority to move forward to do that.

However, yes, municipal enforcement will work with the historic department for for some standards, and we will have to hire an architect to draw plans if we do secure the building.

So this is gonna be a major cost.

That is correct, and and I would expect those contracts to secure the building, would have to come back to to city council exceeding the $15,000 mark.

Uh I think that would I think there's more legal questions here now than they are just secure, and my concern would be uh recoverable cost would be my concern.

Now, I do want to just follow up and in conclusion that the notices that municipal enforcement has sent is for both securing and demolish.

If council feels it should be demolished based upon the engineer's report, you have the authority to do so.

Well, you know, I'm gonna ask that we save anything historic, especially on on a government street.

I just want to make sure that we have a proper way to do it, the proper way to secure it.

Also, that temporary fence, the people behind it.

I mean, so we need to make sure that we monitor that better or get a more secure fence to keep people from going in and out.

Nina Dorch, workforce development and community initiatives, Reggie Hill budget amendment, housing repairs, performance contracts, and discretionary funds, vehicular uh fleet inventory list, municipal enforcement ordinance, modernized approach and new code designations, fiscal distribution ordinance, accountability and disbursement of funds, departmental oversight ordinance refined structure for internal and external investigation, legal representation ordinance re third-party retainers and best practices for investigatory um powers.

Uh council, I'm gonna ask for you all support on this particular resolution.

Uh 21-1258 and also um I'm gonna ask, you know, for um a vote uh for support on 09-1338.

Um both of these uh projects are some very, very important projects, not just in District Three, but inside the city of Mobile.

Um and I'd like to uh thank the mayor and administration and also um I would like to thank um even the people off of um at the um senior sales center foundation.

Um from years um back date me many many years.

Um this community have been asking for recreation uh center.

Um the closest recreation center um in this area is uh it's like five miles away.

Um my former colleague uh John Williams um had the center used to be located in District 4, but in 2010, the lines had changed.

But I'd like to thank um John Williams for listening to the residents um and ask because they would have been asking for a senior center.

So um back then um that administration and councilman Williams, they had went to a church and opened up a senior center at a church.

Um, my former um predecessor, uh Jermaine Burrell, he was able to move it from a church to the current building where it's at now, which we were leasing from Mobile Community Action.

Mobile Community Action was leasing from the school board.

So between John Williams and Jermaine Burrell, now we at CJ Small, and the people not only still asking for an up-to-date modern senior center, they're asking for a recreation center, which backdated towards Clinton Johnson days.

So many years um this community felt like they had been neglected.

And so now we're at CJ Small and Sandy Stimson days.

And uh I'd like to thank uh the mayor.

I know when he first came into office.

That was one of his first stops where he had his inauguration party at and um pretty much um right now, you know, the seniors have been asking for and the residents, you know, when you're coming back, Mr.

So right now, where we at now is that not only that this administration and this council had only not only provided um brought the land from Mobile County School Board, and right now what's in front of us is a design contract with money to build it, you know.

Uh, we even, you know, it's a great opportunity for residents, you know, across, you know, just not district three, but across the this area of town.

Uh we have many seniors throughout the years to even leave, you know, across different parts of you know, different districts to come down to South DIP because of the involvement at the senior center.

And uh one time we had even more high record numbers than the one on Hillcrest Road, which the city had once built years ago.

So um, this will give the opportunity for not the seniors just off the South DIP, but the seniors throughout this particular area, especially in that five mile radius to have an opportunity to go somewhere where they can have a modern senior center.

Also, this uh residents down there can have a modern and a recreation center, which they've been asking for for many years, and not even only that.

We have three schools down there, which is gear yard, BC Rain, and Pillins, and um pretty much need to nowhere for the kids to go out to school.

So right now we're looking to also have a boys and girls club housed down that particular way along with the food pantry.

So I am asking my colleagues to support this resolution that's in front of us on today.

This overall effort's got uh 275 working days, which translates into about two years.

I mean, it's really really a streetscapes type project, it's not replacing everything beneath the ground, but there is there is up to about two years allocated for it.

Ordinances being introduced 64049 is a modification of the previous approved plan unit development on Market Road 64050 is uh the rezoning located on Ocean Road and Item Avenue 64051 uh consider an amendment to the downtown redevelopment district 88052 ordinance deeming certain property not now needed for public or municipal purposes and authorizing the sale thereof 165 South Dearborn Street.

So our proposal is to move the baseball field back here, the multiple multiple purpose baseball football field.

Uh, and this helps reconfigure 1010 Baltimore by moving some of those units here, get a knockdown pieces there, then the housing three go back later, knock down the rest of it, and we'll do back.

So 10 will be completely redone as new housing instead of what it is.

Yeah, the timing of this is it's matching up with the Hartel Street property.

So timing on them actually clearing this obsolete will be after running.

Uh the lease option is so the developer can keep the project feasibly active so they can get it to state bond application.

They need that between now and first after November 1st.

Um, if they get that in bonds are typically worth in the summer, so the next summer and closing within six months of that.

So two years construction average, about uh three years from today.

Did you say the housing authority rebuild?

No, this will be privately owned, privately managed the housing authority be probably part owner, minority not maintaining anything.

Uh they'll have an option to purchase at the end once 75 years runs on the weeds.

So no funds coming from the city.

Uh 11.3, I believe it's 11.3.

This is coming out of the 53 million, right?

And the the biggest part of this is the ability for us to be able for the housing authority to be able to come back and clean up the other side of the street.

There's not much room on their site to demo, reconfigure it all, and then not lose units at the same time.

So this helps them navigate their site.

So when they clean that portion of the land, what's the plan to do with that?

This will be seven units, yeah, seven units here.

Uh there's 95 total, so they're put at least 25 back.

And we're just vacating that small portion of the right of away indicating on the yeah, that'll be a few medication coming through if the developer needs it.

Um, we know that Baltimore Street has been a um bad one uh bad street St.

Mobile, Alabama, and especially um the project unit, which is known as 1010 Baltimore Street.

So my request is that the address make sure it's changed, but we can get out that statement of 1010 Baltimore Street to revitalization and everything, and make sure we have a proper name for that particular uh unit.

Uh, we are revitalized a street uh several years ago, completely rebuilt it.

We have some new houses on Marine Street now restore mobile looking to build like six more houses on Baltimore Street.

So it's an area that we're looking to revitalize and everything, but um, it's a great project, and uh again, make sure we just get out that stimuli 10 and 10.

Public hearing to declare the structures at 610 Pettit Avenue 507 Booker Street, 962 Government Street, 1551 Kellogg Street, public nuisances and ordering them demolished. All right, Mr. David. Yeah, Mr. President, I I've got an update for Mr. Carroll on 962 government street, and I apologize. I thought we had corrected our mistake. This is listed as a demolition. We're asking to secure this. This is a historic structure in a historic district. Now I do want to mention just uh Mr. Carroll, just an update. Uh, about three and a half, four years ago. The current owners acquired this property. They have made some improvements, but they are not at the point where they're um productive. We have a history of demolition permits, certificates of occupancies being issued, where the pattern of the the owner will do some work and then they'll go stagnant.
