This was the pre-meeting of the Mobile City Council on Tuesday, October 14, 2025, chaired by President C.J. Small. The council discussed numerous items including approvals of minutes, appeals for noise ordinance waivers, public hearings, property demolitions and securing, rezonings, contracts, and an executive session. No formal votes were taken; items were introduced and discussed for later action.

Okay. Ladies and gentlemen, nine hands of our capable clerk, Ms. Lisa Carroll. This is the pre-meeting of the mobility council Tuesday, October the 14th. We have approval of minutes from September 9th and the 16th. Any issues anyway? Okay. Appeals, we have requests for wave of the noise ordinance on October the 25th from 3 p.m. until 9 p.m. in Fry Park. October the 18th from 12 p.m. until 10 p.m. on Sharingham Drive. And October 31st, 8 p.m. until 2 a.m. on Creekwood Drive. I'm going to try to look at the uh one on Sharonhand to try to cut back the time. Um we'll probably just cut back that time to seven o'clock. Okay. Is that the one in uh yes? And that's the same one that the same girl that uh yeah has yeah. So just gonna try to meet air about a halfway. Okay, all right. Uh Ms. President, can we change the one in District Six um to uh to midnight? Okay, midnight. Okay, and I'm gonna I'll double check. Um I'm I might leave it to 10, but let me um let me double check between now and council on that one too. Okay, all right, Madam Clerk. Public hearing today. It's a public hearing to consider the proposed modification of a previously approved plan unit development for property located at 4350 Moffat Road public hearing to consider rezoning property located at 2602, 2610, 2612, 2614, and 2616, Old Shell Road and 1057 and 107 Item Avenue from R1 and B2 to B2. Public hearing to consider an amendment to the downtown development district regulating plan to rezone property located at 250 St. Francis Street from T 5.1 to T 5.2 Public Hearing to revoke the business license at 1608 St. Stephen's Road. Public hearing to declare the structures at 610 Pettit Avenue 507 Booker Street, 962 Government Street, 1551 Kellogg Street, public nuisances and ordering them demolished. All right, Mr. David. Yeah, Mr. President, I I've got an update for Mr. Carroll on 962 government street, and I apologize. I thought we had corrected our mistake. This is listed as a demolition. We're asking to secure this. This is a historic structure in a historic district. Now I do want to mention just uh Mr. Carroll, just an update. Uh, about three and a half, four years ago. The current owners acquired this property. They have made some improvements, but they are not at the point where they're um productive. We have a history of demolition permits, certificates of occupancies being issued, where the pattern of the the owner will do some work and then they'll go stagnant.
