Um, I want to start today by thanking our thanking our council for their thoughtful consideration of two appointments that are being made today.

Um public safety must always be a top priority for any government.

Uh, and it's certainly a top priority for me and my administration.

And today we're appointing two critical positions uh in that area.

Mr.

Curtis Graves is a seasoned public safety professional with 32 years of experience.

He has a deep background in investigations, crisis intervention, community engagement, and data-driven crime reduction.

He is the right person to lead our public safety department, and I am thankful for his willingness to take on this this role.

Uh Chief Barry Glesson is here.

He's a veteran and a longtime employee of the Mobile Fire and Rescue Department.

He has three decades of fire EMS and emergency management experience and a strong reputation within the MFRD, something that I saw in speaking uh throughout the campaign and since taking this office.

Uh highly regarded by all the men and women of the fire and rescue department.

I know that he will maintain MFRD's very high standards.

And I am I am thankful for these exceptional leaders, these two great men, and I must tell you, I am excited to get to work with them.

I'm honored to work alongside them.

And so I'm thankful that our council uh is ready to accept these two appointments.

Um this time tomorrow, the St.

Joseph Street, uh St.

Joseph Street will be converted to two-way traffic.

Uh, we're doing that in downtown, um, taking down traffic signals, making one ways, two ways.

It's all a part of our downtown street optimization plan.

Um, the roadway will be restriped overnight, so hopefully it won't cause much disruption, but I do want to put that on your radar.

Uh, there will be marked on street parking available on both sides of the road there on St.

Joseph Street.

Um, one of the fun things I get to do is recognize the good things that happen within the mobile uh mayor's office.

And we have a great team, a great staff.

I'm but one man, and I certainly could not do the job of mayor without the fantastic staff uh that surrounds me.

And I want to recognize some of that staff today, uh, specifically our creative content manager manager Dionbro Chapman.

Where is Dionbro?

Is he hiding?

There he is, way up in the back.

Uh he is very much responsible for making this city uh and and my office uh look good, and he's done something great.

Um so I want to I want to honor him and the whole team who worked on the You Still Have a Choice short film.

Has anybody seen the You Still Have a Choice film?

Uh it's fantastic.

If you haven't seen it, be sure to get out there and check it out.

I'm sure you can find it.

Yep, YouTube.

Um we we need to make sure we we put a link out to that tonight.

But um the short film was released by the city earlier this year and just recently received an audience choice award at the Fair Hope Film Festival over the weekend.

Uh this is the award, pretty neat.

Um, glad that you're being recognized, not just by the folks inside the office, but uh the the larger area and the people out in the community who who um who recognize people that do great things in the creation of film and and other things, a well-deserved award, and I'm just I'm proud of you.

Uh I'm proud of the whole team, and I just want to offer you congratulations.

Um, I'm proud of the impact that this this film is already having being shown in our local schools.

We are getting rave reviews uh and a lot of engagement from students on this film.

So if you haven't checked it out, check it out, please.

Yeah, I wanted to comment just um in and applaud Dionbro for the incredible work he did on that film.

You know, we being a career law enforcement guy, understood that we have to be tough on crime, but we've got to be tougher on the conditions that cause criminal behavior.

Um, and this intervention and prevention program that he has come up with is already in the school system.

It's already engaging students.

And if you've ever talked to young teenagers, trying to get them to engage with the facilitators is a challenge.

But we saw that once they reviewed this film, they were more than happy to engage with the facilitators and really talk about their problems.

And so, heads off to Dionbro, incredible work, very quality film.

I encourage everybody to watch it.

Very good.

He's humble, so I don't think he likes all this recognition, but I like giving it to him.

Um do want to remind everybody, my family uh will be out there for the lighting of the Christmas tree.

It's coming up this Friday.

Uh, it'll be in Mardi Gras Park.

The festivities will start at 6 p.m.

Uh with the tree is set to be lit around 6:20.

Uh, we'll see how the crowd is doing.

But please join us, help welcome the Christmas season to our city.

Uh, there'll be live music, games, activities, and even I hear a visit from Santa Claus himself.

Um, I want to turn it over to our chiefs, Chief Jackson and Chief Glistener here.

They're going to present the officer and firefighter of the month awards.

Chief uh Jackson, I'll let you start it off.

Good morning.

Thank you, Mayor, staff counsel for having us here today.

Uh it's not too many months.

I stand in front of you with one of our detectives, but I do stand with you today with Officer Xavier Lopez.

He's a detective in the fourth precinct precinct.

Uh, he's been here nearly six years, uh, but he spent about the last eight to ten months um as a detective uh finding his way.

Um listening to his sergeant last week, who is very particular about who he brings into his investigative unit.

Um Officer Lopez jumped in with both feet, asking a million questions, learning as quick as he could on the fly.

And in the month of October, he had an exceptional month.

He cleared nearly 60% 62% of the cases that he was assigned, mostly involving commercial burglaries.

And he had 17 felonies and seven misdemeanors, and he also recovered about $5,000 worth of stolen property.

So for that, he stands with us today as officer of the month for October.

Thank you.

Um Captain Mark Stewart as the employee or firefighter of the month.

And to go talk about what he's done in just a particular month is would be an understatement.

He is literally the multi-tool for the fire department.

He's a captain that has 34 years on this department.

24 years as a fire service captain.

He is uh he's over our hazmat.

He works there on uh C Shift.

He also is a paramedic.

He works on our rescue trucks, he works on our USAR team.

He went on three deployments last year with the team and one deployment this year with the team.

So when we ask him to step up and do things, he has been more than willing and been able to provide so much to the city and to the department.

And just it makes a wonderful breath to know that he can we can ask him to help the citizens of Mobile and our department, and he steps up.

So today we recognize Captain Mark Stewart as our employee of the month.

Congratulations to both of y'all.

So once I received the notice, it was already almost time for court.

So I really couldn't do anything, to be honest.

The property got demolished, and then now I'm stuck with the bill.

And I really don't even know what they do at this point.

Once I received the notice, it was already like a week prior to coming to the hearing.

I didn't have time to prepare for counsel or even go down and even assess the property properly.

Um, I do know that it needed the grass cut, but the property was sound.

Um, it was structurally sound, it was boarded up in the same way in which I purchased it from the state.

Um, there are other houses along Hickory Street that are in fairly the same condition, if not worse.

So it's not that I didn't have you know intention to actually work on the property.

It was just I was going to school for real estate, and I didn't kind of have the time and trying to go to class and then show up for those houses too.

So I mean, it did put me in a tight spot, but I just didn't know what to do.

And once I received the notice for today, I was like, well, there's no way that I can miss it.

Uh, Councilwoman Ingram, would you like to um hold this over for a week and let her talk to Mr.

David Dokham?

We can just discuss this for a week.

Good morning, counsel.

I am Sandra Bryant Mosley.

I own the property at 505 Chin on October the 15th.

A letter was mailed to me that the demolition of the property on Chin, and I was being fined for it.

I would like the council to know that I personally was given time to have the house demolished, and I did.

I paid for it by people who done it on unassociated with the city of Mobile.

So why I received a letter with demolition in bold print that I owed the city of Mobile when they did not demolish that property.

What the city did was send a crew out, and they removed the debris, and they really did a good job, but I need to clarify that the city did not demolish my structure.

I paid for that myself.

What I need is additional time to pay the fee that I have been fined for what did take place with them coming out, removing debris.

I had no intentions of repairing that structure.

There were only two standing houses.

It dead ends to a railroad track, and it's used for a dumping ground.

Everything that I put into that house financially speaking was stolen.

All of the piping under the house, capital piping inside.

Money I spent on appliances for repairs, all of that was stolen.

So I didn't care about paying to have it demolished.

I just want to clarify that the city didn't do that.

I did.

But you saying that the city had come back and cleaned up the property?

Yes.

Yes, sir.

Uh President Small.

The city did come out because I had ran out of money paying to have what I was instructed to do.

That I did do.

But the city did come out.

They removed all of the debris from the house that was torn down.

And the city did a good job.

Okay.

But I just want to clarify the word demolition was not what they did.

Yes, ma'am.

That and that being said, I just need additional time to pay that.

Just as for Tom Kurt, this right here just fits in the cost.

But you can talk to that gentleman right up the stairs right there.

He can tell you exactly how much time that you city would allow you to go ahead and pay for it and everything.

I'll be brief um regarding this.

Uh can someone specific name?

Uh, can someone specify if there is a difference in the pricing for the the demolition and uh for just picking up on the on the debris?

Is that somewhere in code that someone can point me to that we can look at as well?

And so the the piece that I do want to kind of make clear because this is actually dealing with both of those properties.

Um this one with the 5050 and then with the 559 hickory.

It it appears that there is some miscommunication between when these matters are being decided between the city and it's getting to the front doors of the citizens.

And so I believe that there needs to be some type of oversight mechanism where we're going in and reviewing these properties because as well, the young lady just stated that this the structure had soundness to it.

So I mean that it maybe didn't even need to be demolished.

And then we're again charging the people to be the ones to come back down here and deal with this.

And then sometimes they're being charged maybe um out of out of character to what's going on in within the uh within the observation.

So I'm hoping that we can look within whatever's listed in the ordinance and then specify the pricing if there's something different between the demolition, and then as well, we need to start giving people a greater heads up on what's going on with these properties.

And and I and I want to throw this in.

It may sound a little bit off topic, but it's really not.

Uh with us dealing with the housing crisis where we're at now, we might be able to utilize some of these properties if we catch them before they go to the point of where they're nooses abatement and we're having to demolish them, and then we can actually put that into a pool that can help us with what we're seeing in our neighborhoods.

So those are some of the things, and I and I'll talk, Mr.

To the citizens and stakeholders of Mobile Greetings, um, Reggie Hill is my name.

I rise today to continue these pertinent conversations pertaining uh to city business.

Now I signed up as well to address those matters um that I was speaking on before, but for whatever reason that was left off, and so I'm gonna do my best to just stick with what's on the agenda.

Excuse me.

However, our rules say that we record abbreviated minutes.

So I believe that if I provided all the materials leading up to this, I'm not sure why I have to be so verbatim as you would say to explain what it means if I'm gonna continue my remarks on the previous week.

Um, but anyway, since the beginning uh of this new term, it seems that we have uh lost sight of preventing baseless intent from overruling true and existing grounds for cause.

Uh for context, consider freedom of speech.

Uh while the U.S.

Constitution grants us this right, such an amendment does not permit us to freely yell fire in a public setting.

In a similar sense, uh, for the past 40 years, we have conducted ourselves and conducted city business in a specific fashion, especially as it relates to agenda items and sponsorship of the same.

Now, ignoring scores of years of existing president uh appears to be becoming a trend down here.

Is that truly in the best interest of mobility as though is a question that we need to ask.

Last week, the reported council attorney stated that any reported counselor may sponsor any agenda item.

However, this was not the intent of the original statute articulated in our council rules.

Uh, this was designed for when a council, excuse me, when a city attorney or a mayor sponsored a matter on the agenda, then any counselor would be able to join alongside with a city executive, just as any counselor may co-sponsor an item that comes within another colleague's district.

That's the difference.

So it doesn't mean that just because of a moment becomes opportunistic that we can shift the dynamics of that and then just change it and create our own president.

This goes against what was established and which has worked for 40 years.

And I think that's something that we need to be uh careful about because these matters are something that you should be seeing directly in your neighborhoods, and you should have the best interest of that.

Just as any time before when something has gone on in a specific area, that person was given autonomy to determine what was going to happen.

Now we know the 180 seconds time doesn't allot it, but I think there was a lot of tension last week, and we need to get to the breadth of what this actually is instead of looking at it again from a personal stand.

Because this is the business of the city and these are the parts that actually matter.

Um this idea with this committee meeting of the whole, it seems that there are some some pressures that are being placed on particular individuals that might be learning the idea of the process.

And we cannot allow that to be from the presiding sense because it ultimately hurts everybody.

People could attempt to take advantage of that or call these things out, but again, this is not personal.

And if it's happening in my neighborhood, I'm gonna have to come up and say something about that.

And as well, that rule is in the 261 where it gives that person the right to move and uh actually debate something or put something on the agenda, but you can't do that in the sense of depriving another individual.

So we'll have to discuss other things uh later next week because another time doesn't allow it, but thank you for being on the floor.

Runnels, I think this law is not a good law without these amendments in it.

And I will not support it today.

I think this is an arbitrary uh step that we're placing on business owners in the Henry Aaron loop to require them that they, when doing the right thing, have to be aware that this new law is in place and that if their property is ever vacant for more than six months, they need to add themselves to a registry.

And I just don't think that's gonna happen.

I think it's a I think it's a bad law the way it's written as offered.

Um I've also talked to several business owners within the Henry Aaron loop that sort of see it the way that I do that the amendment that was offered was an innocuous amendment by placing the burden on the government to give notice to these property owners that they already know exist that have vacant buildings.

Uh another thing about this ordinance, and uh and I worry about its effectiveness is someone could use a property for a very short period of time throughout the course of a year and satisfy this law.

Where if somebody could go in there and use it one or two days out of the year to conduct some business or keep a power bill on, and you're not affecting the outcome any any more than you would otherwise.

So for that reason, I will not support this as offered.

Um, I I too carry a lot of the sentiments that council member Reynolds has um regarding this.

I mean, from the start, I mean I even said last week I I think that uh you know I I will be voting in favor of this, but uh while I do I do think there's some some things that that we're gonna have to come explore over the next 24 months.

So I'm just being honest.

Uh uh while, and then two, I understandable that there is no duty to register um uh for the city.

Uh I I wouldn't call it a duty, but I think there's gonna have to be an education sample uh education program rolled out.

I uh, you know, I think that uh you have to work with title companies, you have to work with realtors to get the message out.

Um so while there is no duty, I think there's there's gonna have to be some work to get the to get this out and let people let folks know about it.

Um, you know, I've come to find um that not everyone watches council meetings, and uh so it is uh they they don't know what's going on uh down here and what what's happening a lot of times and uh you know while the news media does cover things um sometimes you know they only have 30 minutes uh a night per news station to you know per newscast to get to fit in everything in so while there is no duty from the city um to register maintain vacant commercial structures.

I mean, I do think there needs to be some some effort given to educating uh our downtown community.

Um again, I uh this isn't uh in my opinion.

This isn't perfect.

I don't um you know I know a way that this can be done, but I don't think that uh I don't think that it's a constitutionally correct.

So um, but you know, with this, um this is at least a good shot of trying to um of trying to take a method and lay out a a program or or some sort of some sort of uh structure to getting these buildings identified, and I think it's the best at the moment we can do.

And I would like to say that this is a uh big great day.

Um, not just for the city of Mobile, uh, not just for District Three, but the uh Oakdale Baltimore Street uh communities.

We have been working on this for years, um 6.

You know, million dollar um improvement uh for Taylor Park.

Uh this park has served the community for many, many, many years from basketball to football to um senior programs to children programs to a settler and uh even having a pool.

And this here is part of the revitalization for Baltimore Street.

You know, the first project on Baltimore Street was to redo uh the whole complete streets.

Now we are putting brand new homes on Baltimore Street along with this new community center.

Uh this is gonna be a great establishment, just not for the citizens in the Oakdale community and Baltimore Street, but for the citizen throughout the city of Mobile.

I'm very, very excited about this project because this is something I have been working on for years along with parks and rec.

And again, this is a great day for the city of Mobile to help to revitalize the community where many people has been talking about for years how bad it is, but it's it's not as bad what people say it is up on the uprise, and I'm very proud to um have this go forth on today.

He he must have had such a big contract he had to do it on his own for resurfacing.

I just want to make everyone aware that district four is resurfacing 3.6 million dollars in the CIP allocation, and uh we were able to consolidate some unspent funds from previous years to throw into resurfacing and uh we will continue to make resurfacing our top priority for CIP allocations going forward.

There's some sidewalks going into the district that should add to the safety uh for for the neighbors and families, and I believe the uh ridgelong ravine woods area is also part of that project.

So uh be patient with us as we get that project done, but it should add some value to the neighborhood.
