Mobile City Planning Commission Meeting Summary - November 20, 2025
Mobile City Planning Commission Meeting Summary - November 20, 2025
The Mobile City Planning Commission convened on November 20, 2025, to review a diverse agenda of subdivision plats, planned unit development (PUD) modifications, rezoning applications, and holdover requests. The meeting covered both public hearings for new items and deliberations on holdovers from the previous month. Commissioners addressed technical queries regarding traffic studies, right-of-way dedications, and zoning classifications, with several applicants requesting and receiving holdovers to refine their proposals for the December 18th meeting. Recusals were noted for Commissioners Harry Brislin and Kenny Nichols during their respective conflict items.
Consent Calendar
- No items were placed on a consent calendar; all items were voted upon individually during the deliberation session.
Public Comments & Testimony
- James Kaufman Jr. (Owner, Mackie Avenue Property): Expressed clarification that a cul-de-sac on the property would be removed from his parcel and given to the adjacent owner, disputing the accuracy of the application drawings regarding road placement through trees.
- Paul Pritchard (Resident, Knob Hill/Regency Drive): Verified clarification that there would be no curb cuts onto Knob Hill Road for the Covenant Academy project.
- Jack Solberger (Resident, Knob Hill/Regency Drive): Questioned the necessity of subdividing the Covenant Academy campus into two lots, seeking clarification that the split was driven by financing requirements rather than physical development needs.
- Mayor Walker (Resident, Theodore): Requested clarification on the differences between B4 (Downtown Business) and CW (Commercial Warehouse) zoning designations to understand the impact on neighborhood fit.
- Tangela Craig (Resident, Bellingrath Road): Expressed strong concerns regarding stormwater drainage into a nearby ditch and the potential for increased heavy truck traffic given a recent local fatality, questioning who would be responsible for maintaining the drainage infrastructure and addressing turning radii.
- Applicant/Staff Clarification: Michael Bentley (American Tower) explained the tower height increase would improve in-vehicle coverage for T-Mobile. Staff and applicant Pipes clarified the drainage concerns for the Bellingrath Road project would be mitigated by on-site detention requirements.
Discussion Items
- Todd Acres Industrial Park Subdivision (4595 Commerce Blvd South): Commissioner Woods questioned the status of traffic improvements at the Todd Acres Drive and Rangeline Road intersection. Applicant Charles Tisher confirmed ongoing discussions with the City, ALDOT, and traffic engineers to address signal upgrades and intersection improvements during the land disturbance permit phase, noting that the developer would likely sign the plat prior to physical construction of the signal.
- Cottages at Spring Hill Subdivision (5070 Old Shell Road): Applicant requested a holdover to December 18th as the design professional was unavailable to provide revised information; Commission noted the regulatory limit of one holdover.
- Hwy 90 West Subdivision (5906 U.S. Highway 90 West): Applicant requested a holdover until December 18th with revisions due December 5th; applicant was present and in agreement.
- Kaufman Turner Subdivision (1615 & 1622 Mackie Avenue): Discussion focused on a private cul-de-sac. Engineer Zeke Hudson Row clarified the intent to dedicate the turnaround as a public right-of-way while maintaining the existing physical layout. Commissioner Nichols suggested pin flags for clarity.
- Garden Trace Subdivision (250 Tuth Hill Lane): Applicant Casey Pipes requested to avoid re-drawing the plat from 2012 by recording amended notes instead of a new plat to save costs. Staff and Commissioners initially hesitated due to the legal necessity of re-signing and recording a new plat after changes. After consulting with a surveyor present, staff determined an extinguishment document referencing the original plat could suffice, resolving the issue.
- American Tower Corporation Modification (6710 Old Shell Road): Michael Bentley testified that increasing the tower height from 150 to 172 feet would allow for new T-Mobile equipment to improve coverage on Old Shell Road and the University of South Alabama campus. Commissioner Nichols inquired about residential buffer distance, which was addressed by staff.
- Clarence Ball Healthcare Modification (560 Providence Park Drive East): Commissioner Brislin recused himself. Staff proposed amending Condition #12 regarding dumpster enclosure standards to allow for a variance if the existing placement did not strictly meet code, which the applicant accepted.
- Trinity Christian School / Covenant Academy (4568 Halls Mill Road): Applicant Melissa Hadley discussed curb cut restrictions. Staff had already struck the proposed curb cut onto Knob Hill Road. Hadley clarified the need to allow two curb cuts onto Halls Mill Road (one existing, one future) for Lot 2A, noting the current plat numbering discrepancy. Commissioner Nichols recused himself.
- First Baptist Church of Theodore (7125 Bellingrath Road): Applicant indicated a preference to switch the requested zoning from B4 (Downtown Business) to CW (Commercial Warehouse) to accommodate dimensional and landscaping requirements, specifically for a truck repair use. Staff and the applicant agreed this change could proceed without a holdover, noting that voluntary use restrictions would be revised for City Council review.

Meeting Transcript
Recognize again if you want to recognize again. Is it again? Want to recognize before or after the people. Hey. I'm super. Did you take it? No. Eh. It's a maybe. A maybe. Depends on the conversations that get sparked. We do have some suggestions for holdover till December. Good afternoon. Welcome to the November twentieth, twenty twenty five planning commission meeting for the City of Mobile. I'd like to take a moment to review our general operating procedures. This meeting is divided into two sessions, public hearing and deliberation. In our public hearing sessions, an agenda item is called. Only four people may speak for an agenda item and four people against. Each speaker is limited to five minutes, subject to questions by the commission. At one minute, a speaker will hear a warning beep prompting you to summarize your comments. After opposition speakers have finished, an applicant will be allowed a two-minute rebuttal. If you do intend to speak, we invite you to come to the bottom of the stairs, speak into the microphone in the podium, and provide your name and your address for the record. Direct all your comments to this commission only and not to the applicant, the staff, or the audience. After hearing all applications, the commission will then go into deliberation where we will discuss each application with input from the staff as necessary, but with no input from the audience. Occasionally a commissioner may recuse themselves from discussing and voting on a given application. That doesn't mean they are directly involved with the application or the applicant, but depending on the circumstances, ethical rules may require the recusal, even if there is only the slightest appearance of a conflict of interest. If a regular member recuses, a supernumerary will be voting in their stead. A reminder, the planning commission makes final decisions on subdivisions with appeals of these decisions to the circuit court. The planning commission is strictly a recommending body for rezonings, conditional use permits, and planned developments. At this time, if you would do me a favor and turn your cell phones and electronic devices to the silent or the vibrate position, commissioners and staff, please turn on your microphones when speaking. Kirk Mate, Miss Jennifer Denson. Mr. Harry Brislin. Here. Mr. Larry Dorsey. Mr. Chad Anderson. Here. Mr. Matt Anderson. Mr. Nick Amberger. Here. Mr. Josh Woods. Here. Mr. Kenny Nichols. Here.
