It's good to see everybody this morning.

Welcome to our January 13th, 2026 meeting.

At this meeting, we do have rules at this time.

I asked if anyone have any type of electronic device, including cell phones.

Please at this time put on the off of the vibration position, the off or the vibrating position.

Any person that desire to address the Mobile City Council must sign in to resolution, the ordinance or public hearing agenda item before entering the meeting.

When addressing the council, the speaker must give his or her name.

Must contact the city clerk office no later than two o'clock p on the Thursday prior to the council meeting.

The subject that he or she wishes to express that the Mobile City Council must be identified pertaining to the city of Mobile Business.

Uh hope everyone is having a good start to the new year.

We have a few fun things to talk about this morning.

Uh one, I want to draw everybody's attention to the parks and recreations department, which has now released its winter and spring 2026 activity guide.

Uh it's a beautiful publication that highlights hundreds of local programs and events.

If you're looking for something to do in Mobile, you need one of these programs.

There are activities for every age, every interest, and every ability.

Residents can find the guide online at the city of Mobile.org forward slash parks rec.

Uh, you can pick up a physical copy at your local community centers and other city facilities.

And we do have a few of these copies in the atrium.

And of course, you can all always call up Senior Director of Parks and Recreation, Kim Carmini, for more details.

Um it is getting cold out there.

I don't know if you've noticed, but we have once again partnered with the Mobile County and EMA to coordinate information on local cold weather shelters.

Uh emergency overnight shelters are open when temperatures fall below 40 degrees.

Uh, and the the most important takeaway for this is that anyone in need should call 211, 211 for information.

They can connect you with the most up-to-date info on available shelters and services.

Uh we have a great group of volunteers and nonprofits ready to accommodate men, women, families, pet owners, and anyone else who needs a warm place to stay.

So I want to thank our shelter partners, uh Waterfront Rescue Mission, McKimmy Place, Salvation Army, and I want to thank uh the transit system for waiving fees for those seeking shelter this week.

Um one other fun thing happening is our Dolphin Street project.

We will soon be more moving forward with important infrastructure improvements on a busy stretch of Dolphin Street near I-65.

This is in partnership with Aldot and Mobile County.

Uh and the city will soon begin traffic safety and infrastructure upgrades on Dolphin Street between Rhimes Road and Sage Avenue.

This project will reduce congestion and collisions while also upgrading street lights, curbs, gutters, and the road surface, of course.

Uh there will be some temporary lane closures, but the road will remain open at all times to traffic throughout the entire project to minimize disruption uh to the local businesses there and of course to our citizens.

Uh we're hosting a community meeting about the project at 6 p.m.

on Tuesday, January 20th, and that will be at Dolphin Way Baptist Church.

So if you have questions, bring them to that um community meeting.

Councilman Penn and Councilman Fleming will join me to share details and answer questions about this project.

So if you're interested in that, please join us Tuesday, January 20th at 6 p.m.

Uh finally, and most fun, uh it's Mardi Gras.

It is carnival season is here.

Mobile's first parade will roll on Friday, January 30th.

Uh I want to thank the countless city employees who make Carnival possible every year.

Our first responders, public works crews, public safety teams, and so many others.

They work a lot of overtime.

They're putting uh the final preparations in place as we speak, and we're excited to bring you another great Mardi Gras season.

Um you know, all her meals are under $10.

It's a place for everybody to come and eat.

So thank you for heating that.

And I do want to brag as well.

Um, your your staff, all your whole teams amazing.

Uh uh, we've my middle knucklehead uh actually takes uh gymnastics at the water tower, has a blast.

So thank you.

That whole team's great enjoys it.

And and I'm I do just I will grab a stack of these from you to make sure that every community meeting I have that that we have them because this is a huge asset.

And then the uh final thing I'll say is the Woods family has undertaken a challenge this year.

Um we're gonna visit all 38 playgrounds.

We got five knocked out for the year.

So we're uh we're slowly making our way through the playground.

So um thank you for what you and your team do.

And this, I mean, I can't tell you this this is a huge resource, and um just if everybody knew just uh just uh kind of just a fingers worth of of uh of value that the parks and rec provide the city.

I I think they would take advantage of us and thank you.

Um, and it's hard to keep up with all of them, I imagine.

Um for your future publications.

I request that uh we are spending our CIP money on substantial improvement to parks.

For example, Mims Park has brand new fields, probably the newest fields in the city, brand new concession stand, you uh brand new bathroom.

And and I don't know that everybody knows that.

So in future publications, as we make these major improvements, we can you know have a section in there, you know, detailing all the the various improvements that we are.

Yes, I want to also echo the same uh sentiments as my colleagues, but I also want to thank you for the events.

I mean, I have the honor to be a part of lighting of the tree for Montagras, and um again, there are always events for all ages to participate, and when we're able to do that, we're really able to honor our history, our culture, and show the great things that are happening in Mobile.

Well, uh Councilwoman Gregory is still in my thunder because I'm about to call up Scott Novak to recognize our public serve uh public service supervisor Aaron Washington, who's the public works employee of the month.

Uh so Mr.

Novak will come up and recognize Mr.

Washington.

Good morning.

I want to it's my honor to recognize Aaron Washington as employee of the month as a member of the Mobile Tennis Center.

Aaron, I'm gonna give you this uh this plaque and award from the employee of the month committee.

Um Aaron's worked for the tennis center for seven years.

Um his main job is to paint tennis courts and repair cracks, and if any of you have driveways, which I'm sure you all do, the average driveway lasts about 10 to 15 years.

Our tennis courts are 65 years old, and we have immaculate tennis courts because he takes care of them every day.

Um this past year he painted 40 tennis courts, so we have 75 tennis courts between Lions Park, Medal of Honor, and 60 courts at the Mobile Tennis Center.

And we run the biggest tennis tournaments in the world, really, to come here.

Um and Aaron keeps those courts pristine.

40 courts.

If we if we privatized that and paid it out, it would be about 12,000 a court.

So he saves us about 480,000 dollars a year for the skilled work he does.

So Aaron, congratulations.

Um I asked him what he was gonna do, what this award meant to him, the the 500 that he gets, and he goes, he has three kids right now, and he goes, I have a fourth kid on the way, so it's 500 dedicated to my fifth uh fifth child.

So it's my fourth child.

So Aaron, congratulations.

He's just a superstar at the tennis center.

Uh there's a rezoning of a southern portion of the uh first Baptist Church of Theodore that got some access land, used to be softball fields, but with all the city parks, they don't need them.

So uh they've uh subdivided off a piece, and the uh that southern piece is gonna get upzoned to CW.

It's adjacent to an industrial site.

Uh I'm working with the buyer and the seller.

We've uh submitted some voluntary use restrictions to kind of take off the table some of the undesirable uses for this new piece, but it's a good transition from the industrial site to the south.

I'm here today to talk about um animal.

I'm sure you're aware of the amount of animal abuse, neglect, uh, dumping animals there is in the city.

Um incident I have with um we called about it was November 25th.

It was about a white dog that was very skinny because he revs chain weighed more than he did.

Um and three uh one was notified that morning at 811.

They came out, gave a warning, uh, didn't take the dog.

Um next day, they went back out and said, AC said they never saw the white dog, but there was other dogs on the premises.

One of them was skinny but not as skinny as the white one.

This is pictures of the white dog.

Its chain around its neck was heavier than it weighed.

Um between that first call and the next day, the dog disappeared.

Um so the guy that originally took it made a postal next door app calling all people, animal lovers to get on there and um try to find this dog.

Of our concern was the safety of the dog.

Um Mr.

Crabtree uh messaged and said we needed to take the post down.

Um that uh we were messing with the investigation, and um that we did the picture, we posted the picture before animal control was called, and that is not true.

Um he began to get on an alias account called David Crabtree, and began to go back and forth with all of us, which was every, very unprofessional.

We asked him his name, asked him if he was micropatchy, he said no.

Um I had printouts of all the conversations, all the emails, and um between him and me and uh a few other people.

Um what we want today.

I have a petition with over 800 signatures asking for reform of animal control.

Um every call they do follow-ups um next day uh during the call.

Um they get excuse me.

They um all transparency, they get uh they do follow-ups, they do um uh mandatory taking the dog and then to form a database for animal abusers so that um no one can abuse of an animal, then go back and um adopt another one.

Um anyone that uh gets convicted of uh any type of animal abuse or neglect whatever gives in the database, shelters, adoption places all have access to it.

Yeah, and the questions are coming from this council or Ms.

Long.

Um here from animal control.

Ms.

President, I just want to make sure that we're gonna hear from animal control.

That we recall that we we've got a public safety committee meeting scheduled to revisit some of our laws.

Good morning, counsel.

Uh when we have active investigations, we normally don't go into a lot of detail about uh the situation of the case, but I do want to take a few minutes to clarify what's going on in this particular case, as you all uh may have been reading in the uh information that I gave you earlier this morning.

Uh in between we received this call at about 12:30 on November 25th.

The individual that originally witnessed the dog, witnessed the dog at 10:30 that morning.

So there was a two-hour time delay in between the time that the individual witnessed uh this dog in the backyard and the time that they uh reported it to the city.

The problem is is while he was taking pictures of the dog that uh he observed in the backyard, the picture that she showed you, which I will say is is terrible, and that dog should be impounded.

Uh we responded within 30 minutes of getting the call to our system.

Uh, by the time we responded, the dog had already been removed from the property by the owner.

Uh and the reason I say that is because uh one there was a conflict in between the individual that took the picture and the residences at the house, they saw him taking the picture.

So obviously they assume that the next thing he's gonna do is call us, so they remove the dog before we can get there and take action.

And that is a lot of the reason that we don't like for these incidences to get put on Facebook or other social media, is for the same reason.

Uh it's not only good people that have access to social media, the people that are being complained about, the animal owners, they also see these things on social media, and when they do, that gives them time to take action and hide evidence or get rid of animals before we have a chance to respond.

Uh so that is the main reason we ask people to take things off of Facebook uh when they put them on there is so that the owners of these dogs or the uh the defendants are complaining or uh animal owners don't have an opportunity to uh get rid of the animals before we can get there and take action.

Uh so those are the most important things I want to point out about this case is animal control responded within 30 minutes of receiving the call, but there was a two-hour time delay before it was ever reported to us.

Uh I do uh wholeheartedly agree that that dog had it been there while we uh responded to the house on day one, it would have been impounded because that dog was in a condition where we would have immediately impounded it.

Uh the second thing I want to address real quick is the uh the petition going around.

And a lot of those uh all the things in the petition we largely agree with, but they would have to be passed at the state level.

The city does not have the authority to mandate felonies.

We do it's a due process issue when we talk about taking dogs on first offenses uh for everything but the most serious crime.

Uh creating a database as something else that I believe would have to be passed at the state level.

We don't have the authority to pass that at the municipal level.

Uh those are the things I really want to talk about.

Uh Mr.

Penn, um, thank you so much for sharing that information, and I totally agree that seeing those pictures that that was horrible.

You know, and of course, um, if you were all you if you were able to see that, like you just stated you were impounded.

I think this is an education moment that we also gotta understand that a lot of times things take place in a city mobile, and we think that the council can pass an ordinance to change, but certain things is on the state level, like you said.

And so what I would do, I will support um we actually gonna have a meeting at the end of this month talking about ways that we can figure out as a council to support these initiatives by writing our state legislation, um, talking about other ways that from a city that we can um also support these issues.

So um I want to thank both of you all for coming and sharing.

Um, and then on at the end of this month, we will figure out together how to solve this problem.

President, is uh we are nearly done with the ordinance rewrite.

We uh sat down and reviewed it with the administration yesterday, and we have a few little tweaks to make to it, but uh hopefully we'll have it ready for the uh public safety meeting in two weeks.

There are a number of things that we want to go over.

But but we need to go through that.

It is an educational moment for all of us, but at the same time, we know that we need to do better.

Beacon, all those celebrated.

Uh to the citizens of stakeholders of Mobile, greetings, Reggie Hill is my name.

Um I rise today to continue these pertinent conversations pertaining to city business.

Let's begin, please, uh, regarding these rules amendments to uh our speakers.

We've seen over the past couple of months where multiple individuals have signed up in regards to extended the time that speakers have to speak, as well as other issues concerning the rules around this matter.

Um, I would I would like to say that it's either discrimination at worst or a pattern of inconsistencies at best.

When we have a rule, correct me if I'm wrong, uh, that says that any individual here is able to grant someone an additional manner.

Whereas we find oftentimes we say, can we get two other people to join in with me or somebody gonna do this?

It should be an understand privilege and recognize as who's going to allow that for a speaker to come forth.

As well, the rules also tell us about how there's no back and forth between individuals, but it seems as if individuals were saying maybe what you want to hear, uh, or they're going along with something that's uh I would say maybe vital for this instance.

You've got them time.

But if it's someone who might be going against something that you want to hear, or they're speaking to the totality of a moment, then that becomes an issue.

And so these are things that we need to address.

And I believe that the people are either gonna begin demanding this or someone's gonna step up and actually take care of it beforehand because this is a meeting of other people.

So you can't say that we're meeting here before the people and then deny the people.

Let's move, please to uh this vehicle inventory list uh component.

Uh, we're investing millions upon millions upon millions of.

I'm sorry to interrupt.

Um, again, the vehicle inventory list uh component here.

We said before the current uh administrations came in that we weren't gonna be seeing this output of resources towards this matter, but it seems that we have increased it and we're not able to have an inventory list to let us know what's actually going on.

Uh the last sign that this was brought up I commend Mr.

I command Mr.

Woods from District 6.

He provided that list.

So it's not like this is something uncommon or irregular that we're asked.

Well, this is just stuff that needs to be done with everything that's on the books at this moment.

This reminds me as well of like what we're saying with with the civic center.

We know that what was projected originally did not come to be what it was.

We saw those increases.

So I think it's fair for people to wonder why things keep increasing and then come back and ask if we don't have any clarity on the record.

Um, but we'll have to discuss that at a later time.

This last piece, because we only get 180 seconds to discuss this.

These board and commission appointments, it may seem uh just easy or irregular to you all because you may know these people individually, but the public doesn't know these people.

And they're making decisions that impact the quality of life for everybody.

So we don't have some type of process where these people can be vetted or maybe even just seen in the public hearing sense, kind of what the U.S.

Congress does for anyone who's nominated.

We can see these issues arrived too.

And I don't have time to speak on all of it, but especially like with housing.

This housing crisis is serious, people, and we might have things that are uh going good for the media, but people are really heard.

So we're gonna have to continue this as the uh weeks go on, but thank you for the floor.

I would like to again thank special thanks to Parks and Recreation for organizing the event on Saturday, the lighting of the Mardi Gard tree.

It was really a great opportunity for friends to come out, families to come out.

And thank you for the kickoff.

It was an excellent time for us to celebrate together.

We had over uh almost 50 participants to participate, and they left there with information to allow them to be better informed and empowered to do the um for services across the across district two.

I also want to um give a special thank you to District 2 citizens who completed the district two priority survey.

We had over 480 participants, and our top three priorities were number one with safety, number two, roads and sidewalks, and number three, homelessness.

The final and full report will be provided on January the 30th in our newsletter.

And lastly, I would like to um celebrate and a happy founders day to the phenomenal women of Delta Sigma Theta Sorority Incorporation.

They're celebrating 113 years of continued service focused on sisterhood, scholarship service, and social action.

So please join me in congratulating the women of Delta Sigma Theta as you see them throughout today dressed in red.

I had an opportunity on behalf of the mayor to read the proclamation, giving New Orleans and the rest of the this country the opportunity to celebrate in this carnival experience because it all started in Mobile.

And so that was a great experience.

I also want to remind all the residents of District One regarding our community info meeting on January the 20th at 6 p.m.

Um we will be discussing the traffic flow, the enhanced driving experience for Dolphin Street.

Um and that will be at Dolphin Wade Baptist Church Fellowship Hall, myself, the mayor, as well as council member um Flemis will be there.

So please come out, share that information.

Also, I want to talk about, of course, you probably saw on the agenda the easement for Alabama power.

I wanted to kind of give an update.

I talked about this issue a couple weeks ago.

Um, but one of the things that um I received more information, and one of the things that we we receive is that um this project is gonna improve reliability, shorter power lines, so that means fewer um out outage risk, and that's important because we have two hospitals.

Most communities don't have um USA and Mobile Infirmary.

We see all throughout this nation, even this Mobile County, that a lot of hospitals are shitting down.

Montgomery right now, one of their hospitals are in Bankbrook.

We have a really great um blessing to have amazing hospitals right here in the City Mobile.

And this also given our hospitals be able to provide for our residents and the city of Mobile.

And so um, I'm glad to hear that this is our opportunity to expand not just that, but the residents will participate with that benefit as well.

But if you have any questions, um Alabama Power is willing to answer any questions, and I'll send that information to them as well.

On Friday, I had a chance to tour Langan Lake by boat.

We were in the back part of the lake that's closer to the tennis center and the golf course area, which was really unique for us because we were able to see the tennis center and the golf course from the lake, which is new because as you all know, the islands have grown up and a lot of uh woods and things have been around it, and you really could not see outside where the lake was.

But the the dredging at the lake is really coming along.

It looks really, really good out there.

I get a lot of questions about where we are in the process, and right now we're about 30 percent along in this basically two-year project.

Um, they have been working on that back lake, the lower lake uh for the most part here recently.

We were able to watch the big machinery come and take out the sediment.

They are taking out 50 dump load trucks every day of this sediment, and they're taking it off site right now.

It's going off site to a dirt pit, so they're putting it there.

It is not going into Mobile Bay.

Don't get that idea.

I have had some questions about that.

Um, some of the other sediment along the way will be dried and used to kind of do some infill at the park, but right now it is going into the these pit areas.

So, again, great work going on.

Jen Green is spearheading the effort for the city.

And if you all don't know Jen Green, she is a force of nature to be reckoned with.

She is great.

And um, again, I was just excited to be able to see it, to be able to share the photos and the and the video with everyone so that you can see what's going on out there, and it is a really really great project for the city.

Coming up later this afternoon, we will have a committee meeting.

It is the public safety committee.

We will be talking about the um public convenience and necessity proposal that we have in front of us for a new ambulance service that starts at one o'clock.

We'll be upstairs on the ninth floor.

On last evening, um, Kisha Brown and myself had an opportunity to um visit with the River Park Community Action Group.

Uh very informative meeting.

Uh I appreciate the residents for coming out on last evening.

And for the um River Park is a new area of District Three, is off the Navajo Road area.

But again, it was a packed house, and I do appreciate the uh residents for coming out on last evening.

Um, this evening we do have two community action group meetings in our district.

Um, the first one will be at 5 o'clock P.M.

Um, Oak Dell Community Action Group.

We will be meeting at small scorch rare at 950 South Broad Street, inviting all the residents to come out at five o'clock this evening, and I will be having these activity guides passing them out this evening, and also at 6 o'clock p.m., we will be having uh Riverside Community Action Group meeting, which is located soft DIP, which will be held at the police precinct, the first police precinct on DIP at 6 o'clock p.m.

inviting all the residents on South DIP to come out this evening.

And I also will be having these resource guides be passing out on this evening.
