Um, this is over close to the University of South Alabama, and I don't necessarily have a problem with this, but I'm just curious as to why the tower needs to be higher, if anybody knows on that to cell tower.

I would imagine it just has to do with service.

I mean, I'll find out.

I was just curious because they're making it higher, is all it is.

Um I mean they're raising the cell tower.

Yeah.

I guess it's service related, but we find that probably so because it was approved earlier, Ron, and now we're just going forward, but they wanted to raise it up.

Woods, I think uh it was, if I remember correctly, um taking it up what an extra hundred feet, I think, or something.

It's closer there, yeah.

Uh T Mobile, and then um just uh additional equipment to further ramp up service and on the campus.

And then I think the other discussion was um there's a there's a proximity around the tower with residentials.

I mean, it meets that.

So I'm I did oppose this on Planet Commission.

Well, I I thought since it was close right there to University of South Alabama, they just needed more service.

I thought that's what it was.

I just wanted to be sure before we that much of a difference.

It does meet the perimeter of you know certain distance between residential and other buildings.

So it does get that footprint, but I still oppose it.

Um, when this information came to me, most people know I spoke about it at council meeting.

Um I was a little disappointed in the process.

I was disappointed.

Um, because um, of course, this is a major impact to our community.

But at the same time, I also have to respect my constituents who made that decision um to allow those lines in their yard.

My community is a little different from a lot of other communities, isn't it in between of mobile infirmary as well as USA Hospital that provide a lot of great service to our community?

Um I ask questions and um how much it would cost to get a project like this to get it underground to do different things, it would have caused so much problems and billions of dollars.

So it was very challenging for me, but I understand this is gonna provide a great um opportunity for the hospitals who provide so much to our community.

When you look at my Montgomery right now, their hospital is in bankrupt.

We are truly blessed to have hospitals that can provide the service of our community.

Um, and so again, like I said, it was very challenging, but I will be supporting it because we need to make sure our residents have the power they need, um, especially our hospitals to provide the service.

Authorized agreement with the state of Alabama, Department of Coastal and Natural Resources for the Gold Mesa project entitled Brooklyn by the Bay Southern Activation Zone, City of Mobile, 3,500,000.

Could we uh give some information for the council know exactly what we got in front of us and what is next step behind?

Good morning.

There are two agreements on the agenda today that are related to the GOMesa projects that were approved by the state in October.

So that was a public announcement they made.

They just sent us the agreements for those two projects, and that's what's on the agenda today.

The first one is Berkeley by the Bay.

That's an access road project.

So that allows us to build a vehicle road into the park, which also will serve any industry coming in and a pedestrian path coming on Broad Street off Broad Street.

That's a complete street style project, like the rest of our work that we do downtown.

Also connects to Broad Street in the future, the phase three project.

The Riverwalk Project is uh expansion of the Cooper Riverside Project, which connects the entire riverwalk together.

And so what's oh, I apologize.

What is the next steps after this?

You know, you know, after we pass this, and it's uh what's what's the next steps, especially uh Brooklyn by the Bay and a waterfront?

The first steps on both projects are agreements to do the design and engineering.

So those will be paid for by these grants.

You will see those in the next two weeks on the agenda because we're prepping those right now.

Um it will take approximately nine months to a year to complete that on Berkeley by the Bay, and I'll get you the timing on the Riverwalk project.

I don't have that yet.

And of course, the comments from the council.

Regarding the river walk project, what what's involved in the project?

Are you the pads already there, isn't it?

It actually doesn't completely go to the end of the area that we own.

So it stops at the end of the convention center.

Also on the south end of the convention center.

The north end of like yep, the north end.

So it'll this will go all the way up to where it meets the port property.

So you'll be able to walk continuously all the way past the museum through the brand new improvements at Cooper Riverside, through the convention center, and all the way to the end.

So on the north side of the convention center where that boat ramp is.

Correct.

There's gonna be a bulkhead built out there, and that's all gonna be backfilled in the river wall.

And then this will be compatible with any development that goes in that property, so it'll all be connected.

This is a resolution um that I'm um sponsoring, and a lot of people I know um it could be challenging.

Um challenging for different reasons because it's something that I think we tried in the past before.

Um, but I think it's very vital, it's multiple reasons why.

And I'm I'm open to look at different options, but I think it's we have to give the community an opportunity for a time that's not doing our regular business hours.

And this are different reasons that we need an opportunity.

I think about when I was a young professional, I didn't have an opportunity to engage because of my work schedule.

I thought about the opportunity when we had young people that the only time that they could participate is during the summertime.

Um, how wonderful it's to have our young people engage and see the process, how it works, not just um on video on YouTube.

But um, I'm open um to hear feedback from my colleagues um and find a way that we can meet some common ground.

Um, it might not be quarterly, it might be a little different, but I'm open to it.

But I think that we have to give um our community our opportunity.

Um I want to echo the sentiments of my colleague, um, especially when you think about the hours and trying to improve the participation in our process.

And so any time that we can uh favor in terms of our constituents, um, allowing them to be a part of this, uh I would also agree with you and and support that uh recommendation.

Runnels, um, we have a structure set up in the city of Mobile with our rules and the way we conduct our business, where this can happen, where that engagement can be increased.

Um, you can try to get more participation, and it's really our committee structure.

I mean, that's really the sort of how it could be used or should be used.

That if if additional feedback is needed from constituents or you feel like not everybody's being uh reached, you know, a committee can be called at any time that the committee chairman chooses to call that committee.

It can be held at 6 p.m.

You know, it can be in an official committee meeting in official capacity where we don't necessarily have to go the full step of moving our meeting time or ordinary meeting time where we're conducting the business of the people to you know 6 p.m.

And I remember you know, on the campaign trail, knocking on doors out.

We stopped knocking on doors at six o'clock because people are having dinner, people were interacting with the families, and you know I think that I don't think it's necessary in order to get the outcome that you're after.

Now, although you know, I've talked about this, Councilman Penn.

Major corporations, they have their annual meeting for all their shareholders to come at some point.

I wouldn't object to having say one annual meeting where we really you know open it up to everybody and we do it once a year.

I don't I don't necessarily have an objection to that.

I thank you, um, Councilman Reynolds for your statement.

And um, and I understand, I understand that it's during this time we're taking care of business, but again, like I said, we want to give people an opportunity, and I think a committee is not giving that that opportunity, but again, like I said before, I'm open to to start somewhere.

I think sometimes we have to see it to let people know that it's possible.

Um, and if we can get the collaboration of everybody on this council to some form of doing one, two or quarterly, whatever that common ground can be, I will support less having that opportunity to try to make that happen.

Um I I'd like what you have, uh, Councilmember Penn.

I uh admire it and definitely definitely agree with you of taking the show on the road, uh, put taking it to the districts, and I I do like that idea.

Um, my my opinion is I don't know if this needs to be a resolution, though.

I um more of a limited government kind of guy myself, um, and just just making sure there's another box that we have to check throughout the year.

Um, I would you know, I would wouldn't be opposed to deciding and uh together collectively, you know, um of of taking it out into the districts, what district we're gonna do at what time, but I just don't I kind of don't see the need for a resolution of putting more, I guess, more bureaucracy on on the body.

Um, I but again I do like potentially getting out in the districts.

I like the involvement, especially during the summertime.

Um, you know, I I do do agree with that, but also too, I I would kind of caution in the fact that um, you know, this is a big a big take on the road show, um, you know, with with having to make sure that we have uh full-time staff members of the city that need to be at the meeting, we have full-time staff members on the clerk's office.

Um, so it's definitely not a small thing of of taking everybody with us.

Um, so I would kind of caution on that of a frequency, um, just because you know, we we travel with a pretty big pack as we see here.

So, but on that being said, I definitely don't oppose it.

I just don't know if it's if it's need for a resolution, but um, I think it's definitely something we all can agree to to do moving forward.

As Councilman Woods brought up the road show, it reminded me of two committee meetings that we had on the road.

One of them, if you remember, widely attended was at the civic center when it was still standing.

We called up uh, I don't remember what the committee was, maybe it was a committee of the whole, I don't know.

Had a committee meeting there, and tons of people showed up and we had it there in the actual civic center uh when we're sort of deciding its future.

The other one was at Ladd Stadium.

Remember, we had an issue come up, called a committee meeting and held it over there where you know you can you can do it sort of in our existing framework, I think, um, to get the outcome or effect.

You know, we we do make our meetings uh available on YouTube, so if people want to watch, but if if there's additional public input that would like to be gathered, there's a way to do that without having a meeting of the whole at government plaza at 6 p.m.

So um I look forward to the discussion about it in ways that we can sort of meet you in the middle.
