I prayed the best prayer I could last week with my phone steady ringing, but it was before you made your announcement for everybody to turn their phones off. So I apologize. We pray, Father, that you would help us to manage to look for opportunities to be a blessing to people, as we will see and hear and witness from this dais this morning. Here. Statement of rules. And good morning, everyone. Good morning. It's good to see everybody this morning. Welcome to our February 24th, 2026 meeting. At this meeting, we do have rules. At this time, I ask that anyone have any type of electronic device, including cell phones. Please at this time put on the offer to vibrate position, the off or the vibrate position. Any person a design to address the mobile city council must sign in, indicating the ordinance, the resolution of public hearing agenda item before entering the meeting. When addressing the council, the speaker must give his or her name. Must contact the city clerk office no later than two o'clock p.m. the Thursday prior to the council meeting. The subject that he or she wishes to express at the Mobile City Council must be identified and retained to the city of Mobile Business. Anyone who has not given proper notes to the city clerk office and wish to speak on a non-agenda item would not be allowed to address this council. Each speaker is allowed three minutes to address this council. A bell was signed to indicate the end of two minutes. One minute remain for summarizing. The second bell indicates that your time has expired. When addressing this council, there'd be no personal address to any individual council members.
