So I started issuing the suspensions.

You'll see in the letter that one of the suspensions I offered them was actually 14 days instead of the prescribed 30 days.

I'm trying to work with them.

Uh the this is the third offense and uh uh 12 month period with the prescribed disciplinary action, the six months on that.

And I'm trying to work with them.

I gave them 60 days instead of the six months.

Um the uh I'm gonna uh after talking with administration, I know over the past week, uh, since this hit agenda last week, I mean leading up to that, a lot of discussion about what um uh what the agreement looks like and uh kind of even pointing back to what the ordinance is that establishes the um you know the museum board and and their various capacities and duties.

Um kind of right now, and then uh Mr.

Reynolds kind of brought this up last week.

Right now, the the agreement that we have here doesn't necessarily match the ordinance.

And um, after talking with administration, um obviously there's a willingness amongst us and them as well to to try to get this get this right uh for you know for future boards and future councils and and uh even more history being made in the city of Mobile.

Uh with that being said, I I'd like today um I would intend to make a motion to table this um and provide a little uh pride at least the next week to work together with the administration to come up with uh agreement and an ordinance change that we intend to intend to present next week so that we kind of match both of those up at the same time instead of you know getting the the card in front of the horse uh you know by by putting an agreement, then coming back and making the necessary um ordinance changes.

I think it'd just be easy and seamless for uh for us to match those up right now and and um do them all at the same time.

So um kind of the agreement uh or the promise I made to the administration was uh we'll spend the next couple of days um working towards getting that on the agenda.

And um, because we do understand that they haven't been funded since the buzz of the budget year, just to do the fact that agreements um is out of date.

So um we'll we'll work towards that, uh, but we'll make a motion today to table this.

Um, so it's we'll be refreshing that putting in the breakwaters refreshing the case.

Water is going to be in field like they're doing on the way to Dolphin Island.

So current designs do not have that, but part of this part of this ask will have a refresh of those 2018 designs, and that will have the opportunity for us to make those considerations.

Have we had discussions with uh the contractor for dredging the port to use that as beneficial use, the spoils for beneficial use for this project?

At this time, no, but again, that's still up for consideration as we get to the refresh.

Yeah, I just wanted some uh clarity on what what this one is about.

It's modifying the the broader amendment we passed several years ago for incentive going to Airbus.

Um I just wanted to hear from someone about what the what the purpose of this is.

Yeah, so this is clarifying amendment hear me.

Uh this is a clarifying amendment to the original project agreement.

So this is for the expanded uh Airbus's expansion and the new MAA land north of I65 or excuse me, um this doesn't change the incentive that's been given.

I mean, all that's locked in.

It's essentially to say that the property that MAA is leasing to Airbus is included in the other Airbus land.

This is how the city's been operating.

Um this is just to clarify that on the project agreement.

It doesn't affect the commitments that you know Airbus has made as far as the jobs numbers, I think that we'll be looking at in a few weeks.

Um that's all still at the original Brooklyn campus.

This is clarifying that the additional MAA land, the new land that Airbus is occupying and leasing is Airbus's land that it would operate under that uh original project agreement.

It gets a little technical on some of this, and I'm happy to sit down with y'all after this.

Uh but as far as there's no new financial incentive that the city's making on that right.

So the the original incentive that we paid out or that we committed to pay out 10 million dollars would be able to be used on the final assembly line, the third final assembly line at the Brooklyn campus.

And then now with this, they would also be able to use that money for this expanded campus as well.

Am I understanding that correctly?

It's uh that those funds are previously you know earmarked for that other one.

The this comes down to the the agreements that it is or the airport authorities made.

That prior lease has already been entered with with Airbus.

Uh the that land, the land designations in that would continue on as far as those costs.

I mean, they're and we can look at that prior project agreement, but that's still the terms of that and the commitments made by Airbus.

Are still valid.

Yes, yeah.

What is what what are the I don't know precisely what they're building out on this new land or this this other parcel the the amendment references it's a 700 million dollar it's a a lot of it is a distributed parts distribution center.

I mean, I think they're just out of out of space.

Um but it's those two fouls, it doesn't affect you know what's already done at the current MAA land.

Will will the entirety of the space be occupied by Airbus, or will there be other suppliers located in these facilities?

I as far as what's on the agenda today, it's the it's Airbus's.

I mean, the the greater facility, I'm not not gonna answer that.

MA still owns the land, still owns the building.

Airbus is is will be leasing that facility once the term's up, you know, Airbus is going to take the building with them.

So the this is a there's a ground lease currently in place.

This isn't impacting that.

Um, it's MAA land, they own the dirt, they will be constructing the building.

This is a technical amendment to clarify that the property that Airbus is leasing includes this other.

I mean, you it's several different agreements.

It's yeah, MAA's land, yes.

And even in that definition of projects, and again, I can sit down with you.

Yeah.

While Miss Green comes to the podium, there is another uh item just below this one that Mr.

Penn is sponsoring for the three mile creek greenway system.

And Jen, if you'll just go ahead and talk about both of them, explain what's going on.

Sure.

So these are two easements or purchases that we've been working on for quite some time.

I know you're aware, Councilman Penn, this is uh in your district five years that we've been working on this parcel.

So there's over a hundred parcels to create the seven and a half mile greenway trail.

We've been working on that since I've been with the city for seven and a half years.

We're down to the few last remaining parcels, which is great.

So there's a few more on segment five, and there's about five on segment two that we're working on.

Both of those are funded.

Um, the segment five is at 99%.

Um, and so the real estate is really the final wrap that we're doing on that before we can send it to the federal government for approval of the project.

And then we do have segment two funded um with a TAP grant for construction, which we're excited about that.

And again, working through those final real estate transactions is as one of our final things.

Yeah, I know it's kind of difficult to kind of give an estimate at a time, but do you think we we're sooner again this accomplished with that real estate?

Um and when could we start it if we complete that part?

So I'm hoping for six to nine months, the federal government is probably the timeline that's the most unsure because it does take a while for the treasury through the restore act to review everything, especially the real estate that we've done.

Um, I will say that segment seven, which goes from MLK, the new construction that we're doing there, down to tricentennial park connection is gonna be the next segment that you see coming to construction because that's already in review with the feds right now.

Um and all the real estate is complete on that.

So as you know, we've got this separated into lots of segments to make it more accomplishable just for funding and for real estate.

And so we're working as quickly as we can.

So we're trying to move segment five as quickly as possible so they might be under construction at the same time.

So we have that whole site complete.

And before you leave can we go back to segment two the one in in my area um did you say that a tap grant has been approved for this one or is it an overall?

It's just for segment two.

So uh Mr Piper approved that last year he made the announcement when we was what that was one yep so that's fantastic.

They've uh Sarp C and the MPO has been very supportive of this project.

And so this particular parcel um is right in between segment one and segment two and the railroad trestle is right there just so you know we have after five years gotten approval from ICRR to put the underpass underneath the trestle as well.

So we're working on review with that with our legal department right now.

So that'll probably be the next item you see um for an agreement coming onto the agenda on your side.

So we'll be looking how many months do you think before we'll actually see anything any construction or any extension of the trail over there.

There are four more parcels that we're working on for real estate on segment two.

So but we do have the the plans are at 60% which is very easy to get to 100.

So um we've been doing everything in concert lots of uh project management of this project with a lot of different angles so it's it's a great one though.

Thank you so much Jen Railroad trestle there's a railroad trestle for the yes sir there's a very large trestle between segment one and segment two um and it's not a usual thing to go underneath it that the railroad does so we've had a lot of negotiations with them over the years.

We're gonna be building a structure underneath the railroad trestle to protect people from anything that might fall off the railroad that's a very active line right there.

And so we've had really good cooperation and negotiation with the railroad to get that done and we have that underpass designed already so it's a exciting uh improvement that we're gonna make especially since people are already using it extensively so it's purely pedestrian cross non yep non-motorized so bikes underneath yeah underneath so it's a really neat part of the trail as well it's beautiful back there if you have not been please give it a walk.

So legally can we go and just clean it up we'll figure out where exactly you're talking about okay legally I'd say the answer to that legally I'd say the answer that's no uh it's out ox right away uh we have to have cooperative maintenance agreements with them to do anything on their on their on their right of way uh I can tell you the mayor and I have talked personally with the with the the out option director about that putting some pressure on them to try to try to do more uh they are a little challenged with what's with staff right now like like we like we have been in the past um but at the end of the day end of the day without that cooperate maintenance agreement we can't go out there and legally do work on there right away I got a question about the Cogan grass that are on most of these intersections just widespread everywhere is there not an opportunity like to get some state money or something to eradicate the invasive species that that's something perhaps Lance could help us with the in the resilience world if there's grants for it I can just tell you with my background you know how out tried to eradicate it and it's not it's almost like kudzu it's almost non-eradicatable uh you know lots of different different uh herbicides that they've tried they've done they've done plots up farther up 65 on on the north side of uh the Mobile River and uh very very difficult to ever ever to get rid of it.

So I mean, I just don't know if there's something that we can help because I know they give out money statewide every year to eradicate Cogan grass, and and if we have an opportunity to sort of apply, be the grantee um and and get that ball moving, maybe that would you know throw some more money into it where can it's not necessarily coming directly out of their operational coffee.

Right.

So uh Nick was right.

Kogan is is a beast in itself um to get rid of it and might not even be successful in this instance would be scour the land and bring back in dirt that doesn't have the the seeds or their root structures.

Um in regards to the funding opportunities.

I was speaking with uh uh a different agency last week, and we're looking at some opportunities um to address some of the Kogan and and also some of the mediums.

So that's um but those early conversations that they might not might not be fruitful, but we are taking the uh we are thinking about it.

So our grants departments are paying attention to any opportunity when they give these big grants out statewide to big landowners or whoever they are that we're applying as well.

I'm certain they are.

Um, and I'll be following up with them shortly about some other things from conversations last week.

Uh I know I know Councilman Penn, I think came out for the reenactment of Galvez attacking uh the British held forth at the time.

And what the history museum is doing right now with some of these live history events is truly incredible.

And so I know getting an ordinance through quickly, we're gonna make sure that we get you the information you need to make sure everyone is comfortable with the changes in this ordinance.

Uh, but it it is key that we get them the funding that they need so they can continue to to make history come alive and mobile.

And if you need an example of that, last week was certainly part of that.

They've got the time capsule uh that's going to be coming out of the ground soon for to celebrate America's 250th.

And I just want to say thank you to the council for working with us on getting this board right size and everything buttoned up at the history museum.
