Sabrina Mass acknowledged the council mayor administration for doing a great job.

Estella Trata requests open records of all predominantly black housing developments dismantled mismanagement of relocation finances and immunity of government officials being held responsible.

Crystal Frazon Frizon concerns about shootings and law enforcement.

Reggie Hill requests varying investigations, rules, economic development and public safety.

CIP resolutions held over 09575 transfer funds from Capital Project CIP citywide parks and trail signage to Capital Project TIFF wayfinding analysis.

Resolutions held over 01576.

Authorized amendment one to agreement with found design for professional services for development of City of Mobile Alabama Wayfinding Program.

01577 authorized amendment one France franchise agreement with neutron holdings to extend the term of the franchise reaffirm the annual franchise fee and incorporate additional provisions.

I spoke with uh David Clark and others regarding this allocation uh this year.

I you know I I guess we're just gonna have to do it this year, but uh the expectation would be next year that we wouldn't see this on our agenda, it would be just absorbed into visit mobile budget.

I don't know that David fully committed that that's absolutely gonna happen.

I think it's tied to how that uh TID is performing and everything else, but hopefully next year it will not be uh coming directly out of our general fund.

Ordinances being introduced 11024, amend chapter 11, article two, section 11 of the mobile city code to include a subsection titled Alabama Construction Trade Academy Fund Fees.

Uh Ms.

Woods.

Uh this is just a follow-up uh towards the end of last year, just kind of kind of bringing everybody, reminding everybody towards the end of last year.

Uh the home builders academy came to us and then basically the gist of the home builders academy um is training, it is uh workforce training uh basically spend time, take the classes, uh come out of that class ready to ready to go to work, and you also have really a leg up as well on whenever you're entering the building trades because uh after going through that class, you could theoretically uh reduce your apprenticeship time uh from two years to one year, you know, if you if you take the class and do it.

So it's a really great program put on by the by the home builders association on the local HBA.

And um also it's made available by um by what the legislation like legislator did um allowing a tw up to a 20 dollar fee to be attached to all building permits.

So um last year we kind of closed the gap or this budget year kind of closed the gap and facilitated this by through the performance contract.

Uh what this does is just allows through the rest of the budget year just kind of establishes that $20 fee beginning October 1st for the next budget year.

Um great program, I know between what the HBA is doing and what uh craft training's doing.

Um, you know, it's it's training work for us and training uh folks that want to enter the trades and um they're pumping them out.

I think they just finished their second or third class, um, had a had a career fair, I believe it was last week.

They just hired an executive director for the home builders academy.

So um the stuff they have going on over there, even though it is in council member penn's district, uh, is uh is good for the city and it's it's good for for what we're trying to do here with the anticipation of the workforce growth here.

Um I know that you know housing is going to be an issue.

So really this is hopefully, you know, we may be maybe a year or two behind, but hopefully this this helps jump in and and uh fulfill the needs that we have for workforce housing.

So make it Ms.

President, yeah, Mr.

Um I uh agree with um councilman uh woods.

Um I would like to be um add at uh sponsor Mr.

Runnels yeah, talking to the mayor, we're we're all for this trades program training, but the um we do ask that the effective date be changed from October 1st of this year to January 1st of 27th, uh mainly to allow Shaylos, they're in the process of hiring a consultant to look at all of our permit fees and how that process would look and which ones it would actually apply to.

So there's a little ambiguity we want to clean up.

We figure if you'll give us until the second quarter, we'll be glad to do a $25,000 first quarter performance contract to kind of make them whole until this starts.

But that was only only amendment that we had was to change the effective date.

One more one, yeah.

We did have one more amendment.

Good morning.

Um, so if you look at the residential permit fees, there's several that are under uh 20, even $10.

And so the addition of 20 on top of that, we've got six dollar permits that would all of a sudden become $26.

So what the mayor would propose is that we set a floor of $30.

So we're not adding the $20 trade fee to those permits, which are $30 and under.

So you're saying no uh assessment will be made on any permit that is less than $30.

Correct.

Yeah, that's what I don't know that I'm fully uh uh in agreement with the $30 number.

Um let's have a look at it.

Yeah, if that's not something I was considered or aware of.

Do you all have a list of those permits that I can look at and and we can sort of put it in the blender?

Absolutely.

I'm going to get that to you.

64025 is the amendment uh to appendix A, downtown development district of the City of Mobile Unified Development Code, chapter 64.

Mr.

President, councilwoman.

Um I'm going to ask that we table this.

Um, I've had an opportunity to um look back at our last amendment, also talk with constituents, also talk with administration, and we'll be bringing forth um another amendment that will extend the effective date until October, and then which would give us more time to come back and get participation from the constituents on this amendment.

So layover versus a table.

Um I say table because I'm this amendment might not come back as you see it.

Um this being um dealing with the UDC and all the things of the UDC.

Uh if we and uh, you know, we've we've also got, I guess what the public here in A2 for it.

Um what would that uh my only concern of tabling it um outside of you know some major major amendments is um would we we'd still have to go through the readvertising and everything and then and then I'm assuming that based on whatever amendments that we we want to make to it, then we'd have to shift it back down to planning commission to run through that again.

And okay, um, versus if we if we laid it over 30 days, we'd still have to re-advertise that, obviously.

Yeah, with any changes again.

Okay, gotcha.

What what's the what are we changing?

I mean, what's the problem with this?

I'm not aware of that there was any issue with this.

Okay.

So I'll I'll speak from my perspective from the constituents and what we're experiencing, and then um, of course, uh administration might have some feedback.

Um so when we did the last amendment in January, we did not have a red line.

There was not a red line.

And my understanding as I went through it was that we were making structural amendments, mainly structural, that we are setting this up so that the end user would be able to better use the uh or the code and and be able to decipher and how to apply that.

And so if you look at this amendment, it states that there were some things that were left out of the amendment in January that was an oversight.

And so, and one major one being the CRC review, changing that from CRC review to administrative review.

And so, what in my conversation with Shayla, we talked about the importance of trying to allow both the developers and the people that have to live with the um amendments, an opportunity to participate in the process.

So, what the plan would be is that we're still be we will still be able to do just what we've been doing.

Uh, we would extend from the implementation date was supposed to be in July.

Now the implementation date, we would extend it to sometime in October.

So we're still able to do what we've been doing, but it gives us an opportunity to get input and tackle some of the larger um changes that are needed with participation from the constituents.

So this still it allows us to continue to do business.

There are no loopholes.

We continue to move forward.

Penn, um, what would be the um the next time we probably will see the new amendment?

Well, do we have a um date?

Expect the date.

Right.

October is when we would expect, well, it probably would come in September, but October would be uh when we would um ex we're extending the effective date out into October, but we would bring the amendment back sometime in September.

I would hope.

So we I would say we'll table this to this is introduced first.

This is first read today.

So if we're gonna take any action on the item, it would be next week.

Let's hold off till next week before we make a decision um on you know tabling this or not.

We're having a public hearing on it today that you have to have, I believe.

And so tell me why you're saying not to table it.

Well, I mean, because I don't I don't fully understand what as you described it.

I um and I would like to better understand it before we make a decision.

Uh and then um, so let's let's say that uh next week we we do table this.

Um that puts us um puts us in the second week of June.

Uh do you think you think that enough there'd be enough, I guess, time over 30, 45 days to meet with um with with invested parties, I guess.

Um I'll just try to look is on if we if this needs to go back to planning commission being introduced, planning commission um be recommended for approval, and then we got we have to go through the um and that that have to be advertised, and then we have to advertise for us.

Um I mean, I was just trying to think of the time frame.

Um, I don't I don't know if we can if we can get it in place by October 1st on just giving the time constraints, I guess.

Um so that date was based off of conversation with administrative thinking through how much time they would need, and that's the date they came with, and and I want to support that date.

Um, I I do have a question for administrative, and really um I think I understand it, but with this phase one, it lists like 12 unit prices.

Are those unit prices associated with the 12 different locations for some is that what I have our signs?

There's more than 12 signs 40 seconds.

Each location had a drawing with it showing the bidders what they would have to do to install the signs of what the signs would look like so they bid them per location.
