All right, Madame Clerk 64025 amend appendic appendix a downtown development district of the mobile of the city of Mobile Unified Development Code Chapter 64.

Yes, ma'am.

Um I do have uh a few questions for administrative in terms of the amendment, uh, and mainly uh in terms of the change from the CRC to the admin review, just to give the public um more understanding and and us more understanding of the why behind that.

Good morning.

Um, so the uh CRC is the consolidated review committee.

Um ordinance, it's a uh a committee that is appointed by the mayor, mostly of city staff.

Um they have a very limited scope as the ordinance currently reads with regard to their ability to uh approve projects.

Um currently uh that board is made up of city staff, it's multidisciplinary, um, historic development, planning and zoning, um, and other uh staff level level level leadership who have expertise uh in the area of architecture and planning.

Um we do not have appointments outside of the committee currently.

Um, so we receive, I would say, I think uh the volume of approvals last year was somewhere around 60 plus applications that were made to the CRC.

Um, in an effort to try to streamline the DDD process and recognizing that external appointments made by the mayor to that board, um, they do not have the ability either because of the time that's required.

Um, there's a significant amount of time that is required of an of all of the participants of the CRC to review those applications.

Additionally, we find that the level of expertise that we needed from those appointments, um, oftentimes we're finding that they were having to recuse themselves uh from the review process simply because um they are architects in that realm and the projects that they are um working with clientele on, they they're heavily involved.

So what we were simply asking to do with that is to because this is an administrative uh function that rests primarily with city staff that have the expertise to review is to eliminate the CRC as a committee and have that review as a part of our plan review process.

That would ensure that the volume of applications that we receive on a regular basis are uh addressed timely, and it's making sure um that that their limited scope is maintained as a part of that plan review process.

And um, that's just important for um the level of projects that we see, but also our attempt to make sure that these projects are processed and reviewed timely to ensure that no timeline issues are um elevated during the process.

Okay, and and and a follow-up question do you expect other amendments?

And if so, what's the timeline for that?

So uh we approached the DDD work in a phase process.

Um we anticipate under the next phase of review that there will be potentially um some significant issues that need to be addressed in a and I would say in a more of a public forum.

Um so the timeline that and most of the council members previously understood and participated in, when we would do a significant update or upgrade to the ordinances, we would have a community engagement um process that was integrated into our review.

So to ensure that we have time to properly analyze the code, get feedback from the public and from our stakeholders who are regular users of the the clear the code, that typically can be a nine to 12 month process.

Okay.

Um first of all, thank you uh for that information and and and I appreciate the fact that you do have a process for the community engagement, and I think you I've heard you say that before.

So um just in in closing, when you talk about the current amendment that that's on the agenda now and the one the significant ones that are coming, what what is the major difference in in the time and the work that that process has been worked out?

Is it because you'll have more community engagement for the ones that are coming?

Is there any difference in the two?

So as we led up to the amendments that are before you today, as well as the ones that were presented um back in January, which you adopted, those were really more um in our view were more formatting structural changes to the document to allow for a more uh user-friendly readable uh document.

It has lots more graphics, lots uh additional um examples of what the code is striving for.

So we spent the time to work with our end users to ensure that we had a good uh format in place that would allow us to move forward.

The difference between what we've done so far and what we're planning to do is in this uh future analysis at the end of the day, we're 12 years into the adoption um of this ordinance, and it is very customary to go back through to determine what's working, what's not, um, what are some opportunities for process improvement, and uh what are some things that um we can identify uh so that we're aligning with our ultimate goal of making downtown a stronger and and better place for our community, um, but also recognizing the economic development opportunities that are there.

So that that just gives us an opportunity to engage the public in that dialogue.

Um, I know a lot of issues sometimes we we have with litter.

Um would would this be able to maybe give some of our community action groups or nonprofits to be able to help in that matter?

Yes, so it's for community engagement, but it's also to be able to give seed money to projects.

So they will submit the projects that they want to do to make their community better, whether that's community cleanup to do something for a median, and so they get seed money um granted to them to do the different projects they want to do within their community.

Who will they be submitting this?

Um we're working application or we're working that now.

It'll come through public works, but we were looking for some other organizations we may partner with to be the distributor for us.

But we have until Monday, so we are working quick to like do this.

So we just met last night on it to hurry up and try to get it in.

Yeah, but thank you so much for for presenting this.

I think this is amazing opportunity that to provide the services that we need.

We all complain by meetings, we complain about litter.

Um, and this would be an opportunity for our nonprofits um to assist in that matter.

We are working that out right now, and we were working on um primarily two communities, the Africa Town and the Tomaville um communities to work on it for this pilot time because you can continue to do it every two years to um be able to do that.

Um so we're trying to figure what that out, what that will be, but we also want to be able to put a committee together to be able of community members to help us work through that.

So we're not trying to make it so tight that we're deciding that that the community get to decide what those priorities are.

And then as a follow-up, the the awards go from they can range from 1500 to 5,000.

Yes, and again, it talks about to residents or to community groups, correct?

Well from uh oh, this is on North McGregor.

North McGregor in the roundabout near the fire station, going from there to Spring Hall Avenue.

There's going to be some road improvements.

Streetscapes, sidewalks, just kind of adding to that area, improving that corridor, uh trying to create an entrance for the Langan Park project, things like that.

Um so we were short a little bit, and engineering uh was able to kind of help us find make up for that shortfall.

Yeah, if you remember the uh first phase was done from Old Shell Road to the roundabout on McGregor.

And originally it was all supposed to be one big project, but prices went up so much that we were only able to do it in phases.

So this is the second phase, and it will all look alike with the curb scouters, sidewalks, lights, and improvements to them intersection.

So the Center for Hard Recycle Materials, things like light bulbs, batteries along that lines, things we don't generally take and things we don't want in the landfill.

This is study just to determine whether it's feasible or not, and what locations, what our operating costs are going to be, uh, etc.

So long term, if if it turns out favorable to maybe put it in our existing recycle centers or other locations determined uh through this study.

So currently, how's that process?

So currently there's two had uh household hazardous waste days that we host twice a year if weather permits, where citizens have come in.

So if we are able to do something along this name uh along these lines, it would be year round.

Um, which to me that you know it prevents uh illegal dumping or help not prevents but helps mitigate the uh illegal dumping, keep things over stream, keep things over landfill.

So long-term, it's the environmental benefits associated and the convenience for our citizens.

And if we can do it annual, you know, throughout the year, I agree.

So the city's recycling centers do take those types of items because I think most people think if you've got a TV, you have to take it to the counties.

So TVs are different.

Um, but other electronics we do accept.

Um, our current ransom right now uh is who we use for electronic waste.

Uh they have a recycling program through a workforce development uh contract.

Uh they don't accept TVs at current because uh longer story, but um this would open up that opportunity.

But if you do have one now before we were able to do it, take it out to hit road, correct?

That's correct.

This discussion has reminded me of something that seems we have dropped the ball on.

Um, and if we need to have something drafted, we can have something drafted.

Uh appreciate everything you all did to push to get us there.

We're just waiting on them to get us the structure to allow us to do so.

Well, we all go out to various meetings from time to time, and we run into people with aid them and the director and everybody else.

We can be helpful to that discussion, you know, and help provoke some action to it.

I'd love for somebody, maybe not in a public meeting, but if somebody could just sort of brief me on where we stand with it so that I can try to engage with whoever needs to be engaged with to try to get it across the finish line, be tremendously helpful, I think, for the overall process.

Uh also there's about a hundred phones that'll have satellite capability as far as texting, and so that's part of our resilience in case we lose sales service during storms and stuff.

What I didn't hear a conversation about was, or if not seen in the amendment, was looking to make sure that we one um excluded city projects so that we're not billing ourselves, and then two looking at the uh schedule of what what's going to go up versus what's gonna be added to 20 versus not.

And then two looking at the uh schedule of what what's going to go up versus what's going to be added to 20 dollars versus not I'd ask either one of two things either one we get clarity on that now or two sponsors hold it over four weeks so we can actually look at it and make sure it's it's there.

President I I don't have any objections to to additional um me personally I talked to the co-sponsors but uh I've been asking since last Wednesday for a list of fees past Wednesday as Friday even asked yesterday um for the administration provide me any amendments and um here we are on Tuesday just as expected uh that uh we're asking for amendments so um I don't have a problem um personally in the next 45 minutes if the administration wants to offer some amendments and we'll look at it um I just don't see laying this over especially since I spent the last week asking for any changes so um but um I I'll be happy to and I'll talk to my co-sponsors be happy to lay it over and also with three if the two of them want to lay it over a week um I mean I guess I'd have to take it but um I've just been asking for a week and here we are.

So good we'll get that to you nobody asked me I would give it it to you um but once again we've not seen any of these changes and I'm I mean we I mean the mayor's office in particular and um the city attorney's office that is a detail that matters and we can talk about that later um but Ms.

President if uh if need be I'd like to move you all into executive session I'd like to address that last issue Mr.

President I don't think an exemption is necessary to be written into it the city is not buying a permit to begin with so I don't know that does city buy a permit for anything so the short answer is yes so listen that let me explain the short answer is yes that's a really good question and so so that everybody's sufficiently informed remember on city projects it's not like Miss Biko um and her department actually goes out and bills what we need we just like anybody else hire a contractor or partner with a contractor that contractor still has to pull certain permits um and it particularly when it comes to affordable housing and we're doing the things with so what Mr.

Roberts and his team do when we're contracting out to build they still have to go through the process of get they being the contractors go through so what I they bill us for the fee no but we're still funding it so what what I'm saying is that's not a problem right now and what I would like to do is not create that problem.

Right um also on the items uh look we're not being unreasonable no you're not you know we were saying like we we've had to do a performance contract to stand up the South Alabama home builders academy when we introduced this I don't know six seven eight months ago and then it was requested that you know we want to take a broader look at uh permitting you know give us six months well that time's passed and now we get to the finish line here of introducing it again and we say you know hey we want to change it to not any permit that's less than 30 dollars doesn't get the charge or you know for the funding of the academy and I I can understand councilman woods's frustration with this and I hope you can too that if if if we don't move with something the South Alabama Home Builders Academy which we heard great news from them last week.

I mean they're graduating students at a tremendously high rate and if you drive down the road you see outside of contractors offices hiring plumbers hiring electricians they're hiring we're trying to do our part to help them have qualified people to hire but the South Alabama Home Builders Academy can't provide these services for free and you know I want to avoid us going into another performance contract year where they don't have the security they need with this and you know so I'm I'm asking just as councilman woods is please get us all we need is the quantities of permits per category we've got a sheet here of you know the permitting fees but how many were done last year and the previous year I mean we should have software that just a few clicks we should be able to get them I would think and if we don't we should thank you so I want to make sure that that we're clear here we're not it is not our goal to cause any level of frustration for you um you know last minute amendments things that you don't see um you know that's what I've seen for the last 13 years and it is frustrating um but democracy is by far the best form of government is just also the messiest so I would ask that you just work with us the same way we work continuously together every single week to do what you're doing.

The goal is the same is to get them upwards of six figures so that we create an opportunity for more jobs.

Ultimately, we'll get everything done across the line that you all want.

We just don't want to hamstring not only the city projects that are large scale, but the ones that are dealing with affordable housing going forward.

So there's a cumulative effectivity.

Reynolds' point, um, you know, in order to grow it, grow a city, in order to be a thriving city, you gotta have uh gotta have jobs for people.

Uh look across the across the street there, we're building ships, we're building airplanes, um, upwards, and like I said last week, upwards of 3,500 to 5,000 people over the next five, six, seven, eight, ten years um, are gonna be live or we're gonna be working in the city of Mobile.

Instead of them hitting uh hitting the causeway and headed over across the bay um and living over there, you know, we got to do everything we can to maintain here and grow and thrive our city.

And part of that is building houses, um, uh building um affordability houses, building market rate houses, and and I just don't want to slow down or or or be a hindrance in the process of trying to, like Mr.

Reynolds said, fulfill the workforce needs when it comes to ensuring housing because you know, we have plenty of space, especially in district six to build houses.

Uh we um, but I just don't want to slow that down.

I'm I'm open to holding this over a week as long as we can get a commitment from the administration that we'll we'll work through this and and get this taken care of.

Because like I said, I three times, four times this week asked for any amendments, and um, I mean, I was just ready to kind of vote it as is, and uh uh, but anyways, I'm I'm okay with laying this over if y'all are like okay to lay the sober.
