King passed away on July 15th, 2026.

Mr.

King is a community leader, has been a community leader in Hillsdale.

He has been a great friend, a coach, a mentor to so many, many young people and older folks like me in this city.

King's kindness, his generosity, his warmth, and his compassion.

You know, over the years, so many folks have been touched and honored by Mr.

King's presence, his wisdom, and his gentle spirit.

I am just really really grateful to have known Mr.

King and to have been able to have called him a friend and certainly a supporter over these 20 plus years that I have been in this elected office.

Uh that was enabling legislation that allowed for the one-time lump sum payment.

Uh, we did look at a colour, but that requires enabling legislation, and we're not able to do a colour.

So this will be the last bonus given to our city employee retirees uh was in 2022.

You also see on 09775 a one-time lump sum payment to the RSA retirees under the legislative privilege at legislative act for the transit workers, those are legacy employees of the City Mobile.

What you don't see on here that we will be presenting is the mayor's authorized 2.5% cost of living allowance for police and fire retirees.

So that is to come.

That will be the first cost of living adjustment to police and fire retirees since 2008.

And so we're glad to be able to present that to you.

My name is Sue Saviac.

I want to first say that I love my city.

Born and raised right here in downtown Mobile.

My mom had me before she could even get to the hospital.

So where the Civic Center set, that's where I was born.

I um our family's always served the citizens of Mobile for many years.

My late husband, Philip Saviac, served 34 years with the Mobile Flying Rescue and also at Mobile Infirmary as an RN.

We have other family members that have served and still serve the citizens as policemen, sheriff deputies, school teachers.

We even have a family member that was a mayor years ago, Adam Lewis.

I want to share some points on our travel options in Mobile.

I worked at Mobile Regional for 23 and a half years.

So I worked in Pensacola for about a year and a half.

First, I want to address the cruise terminal.

Is the parking.

So hopefully, with this new ship coming in, we can have sufficient parking for everyone.

And you know, when we people would still want to keep coming.

Second is Amtrak.

I went the other night to watch it come in.

I've been on it, taking people on it that have never been on a train.

It was wonderful.

The platform that's there, it's nice.

It's not large enough for the people.

We also have rainy days here, bad weather.

There's no uh not enough space.

Some of them say, well, you drive a car and sit in it.

Everybody doesn't come by car.

Also, there's no restroom facilities there.

I wish we could improve that.

Third is the new airport.

I had worked, like I said, at Mobile Regional for 23 and a half years.

I worked at Pensacola.

It's run by the city.

You can tell a big difference.

We can build a new airport, but if the Mobile Airport Authority does not lower the fees that they charge the airlines, they will still go out of Pensacola and Gulfport.

Mobile Airport Authority charges the airlines very high fees.

I know this personally for everything.

So therefore your airlines put that price back on the tickets.

Smaller cities, they charge a lot less.

What's wrong with our city?

We had a couple of low fare carriers way back.

Can I have a finish?

Well, anybody stand here with one minute?

Yeah, I give one one more minute.

We had a couple of low fare carriers years back, but Mobile Airport Authority ran them off because of the fees.

And there's no excuse for these people going out of smaller cities.

Pensacola in 2025 had 3,041,000 passengers.

Mobile had 594,410.

Little small Gulf Port had 437,226.

This is ridiculous.

This needs to be addressed.

The location of the new airport is great.

It should have been put there first.

There's no restaurants or anything around that area.

I've worked delayed flights and cancel flights.

We need to have food and drink in our airport even later at night.

Others do for passengers that are stranded in the guest.

Also, we need to have food options before you go through TSA.

Because people are there, they're stranded.

Another thing.

Yeah, your one minute has a your extra minute has expired.

Well, just remember, visitors bring in money, and we need to better our tourism.

Good morning, Apostle Elena Green from the Down the Bay Community.

I come to you today to speak to you concerning a um business that my non-profit purchased something for the food pantry and the soup kitchen.

The name of it is Cotton State Barnes.

I had spoken with District 2 council person concerning them and the wrongly unjust things that they had done to us.

I had spoken in 2025, the summer of 2025 with the mayor as well, concerning what they had done.

Now in we bought a storage building, it was supposed to be brand new.

They sold it to us at a use cost.

It was supposed to have a power box in it, so we could put air conditioning, have electricity for the defreeze and refrigerators to be able to um give people food.

Okay.

Well, that wasn't there.

The door didn't allow, the window.

They were supposed to deliver it to us in 15 days.

So we had to continue to pay storage elsewhere and accumulate a lot of debt.

Debt, I'm sorry.

And then we also had to pay people to help move because what we had arranged for volunteers, they just popped up with it.

So we had to pay movers.

Now, one of the things that I ask of you, because I've been dealing with them and I have certified letters where I have written them numerous times asking for their help to fix it, to um change the cost of it, to put the power box in.

If we put it in, reimburses for it, all of that.

Well, of course, no response, no response, no response.

We also used it to store blankets for the veterans.

We used it to store Christmas toys for needy kids.

A lot of the children that we served with toys, we served over 150 families with food and Christmas toys at our tour distribution came out of y'all's district.

I'm asking today, revoke the business license because I've done everything that I was supposed to do to get help and for them to rectify the situation.

I asked the director of my board, and he told me, he said, go in now.

This is what I asked you today.

I asked you to serve your constituents to serve your constituents.

Let's do what we promised the citizens to do.

I asked you to revoke state barns by the city of Mobile.

So nobody else has to go through this.

And they knew exactly, they took advantage of us because we were preachers.

It was two preachers that went out there with me to purchase it.

And we told them what we needed it for, why we needed it, and how we needed it.

So I asked, it's in it's on Cottage Hill Road.

Only one he's been able to conduct in the proper manner of the zoning board.

And when I finally find out some information from him, it's not really true in what he's saying and what he wants to do.

He wants to have a used car lot there to sell cars.

And I believe what he wants to do is have a repair shop because he's trying to convert the building into a three-car garage.

And I don't see any need of having a three-car garage if you're just gonna sell cars in that little small parking lot.

So I'm just I just have concerns if you can't follow the rules with the planning commission.

Is he gonna follow the rules with the um city ordinances about reconstructing that building?

Is he gonna follow the rules with him in the parking lot overflooded with cars?

That's basically what I got to say.

Uh thank you for uh allowing me to speak today.

And um I've met Mr.

Mitchell several times.

I'm sorry, my name is George Harb, and I'm here to represent the property on 5101 Moffat Road.

Um, in regards to converting, we're asking a conversion from B2 to B3.

And um I've met Mr.

Mitchell several times, and I did um answer all the questions Mr.

Mitchell had by email and when we met in person, and um we own several businesses, MYMS owns several businesses all over the city of mobile, and I upkeep all those properties.

We're not there to do anything improper, we're there to fix the property properly.

Um we're only asking for uh 15 to 20 parking spots for used vehicles.

We're not overloading this property with 30 or 40 vehicles.

That's that's ridiculous.

Um we're respecting all the rules and regulations.

We followed all the procedures, and as for the three ports, um I've explained that before.

That one port is only used for storage and um you know, trucks dropping off uh whatever the garage needs, and it's only two small ports that will be used for strictly very, very light work that's related to the cars in the parking, which is inspections, uh battery check.

Uh there's no heavy work on the property whatsoever that will be done.

There's no painting, uh no mechanical work, like heavy mechanical work or anything of that nature.

Uh the people that are leasing the property have another location that does that type of work.

They're very rich, very good business.

And um that's what we're trying to do.

And previous um uh neighborhood meetings, before the meeting started, I've had people from the neighborhood that came by, and they were happy that we were doing this, although they didn't want to attend the meeting, they just wanted to know what it's going to be, and I have expressed that to them.

They were happy with that, gave us our blessings.

I received several calls uh from a lot of the surrounding businesses, and they were like, we won't be attending the meeting, but you know, we're we agree what you guys are doing.

And um, that's what we're trying to do.

We're trying to fix the property, we're trying to fix the parking lot, we're trying to make it look good.

Um that will improve on the security of the building.

Um, you know, we see a lot of vandalism there.

We see a lot of uh graffiti, a lot of trash being thrown on the property, we're consistently cleaning it up.

Uh we tried to lease it as a B2 for a very long time as a convenience shop or as offices, and it didn't work.

We finally um, you know, got the call from Roadline Motors that wanted it to convert it into a small shop, and um they're putting an extensive amount of money into the property to fix it.

Any owners also MYMS is put in a substantial amount of money in the property to fix it, and I think that improves the neighborhood.

It goes along along the lines with what's there on Moffat Road, and uh that's the reason why I'm asking you to approve this.

I'm also a proud uh member of the LGBT community, and regarding to that, um I believe, and I will ask you for all your good vibes and and and kindness to this uh regard.

Bebops has been a landmark, a cornerstone, a uh legend, a um it's been an icon for the LGBT community.

Uh it's a place that we're all these members of this community go there and be safe, be themselves, be who they are.

It's also a place for work, it's also a place for entertainment, is a place that it harms nobody today's uh generations is more open to more mindsets and and different thinking of life.

Um I seen before all these I saw people from different ethnic backgrounds and different uh kind of uh mindset people that they get together there.

There is uh it's a place where mainly you can be yourself and be safe and be out of the streets where danger and and uh bad things can happen.

So therefore, I please uh ask you to consider to give that uh license to them.

Um I want to give just a little bit of background on this um before we vote.

As you've heard, this property has been around for some time.

In fact, it was annexed into the city back in 1956.

And then the parcel was developed in the 1960s for use as a convenience store with gas sales.

And as you've heard, it's been vacant for a very long time since about 2000.

If you are not familiar with this particular parcel, it's a it's a fairly short strip of land, and it sits between Moffat Road and Overlook Road.

As Mr.

Harb has told us uh last weekend today, that it's it's been a popular place for illegal dumping, and I understand that efforts are well underway now to clean up the property, and nearby neighbors and I are very happy to see this.

And while you know, I would like to see this property developed.

I think everybody who lives in that area or who does business in that area would really like to see it developed.

Um I'm just not in favor of upzoning it to a B3 because that is just one step under an industrial zoning, and I just don't believe that that is proper for this neighborhood.

Right now it's zone B2 neighborhood business suburban district, and an up zone, of course, to B3 would allow for the automobile services and repair services that the applicant is asking for.

The site, though, is primarily surrounded by other B2 properties, and then across overlook to the south, the properties are zoned for R1 single family residential, and that's where Mr.

Mitchell and some of these other neighbors live.

And I know it's difficult to get to meetings, it's very difficult to get to this meeting in particular, but uh e any meeting during the nighttime, as we know, is very difficult to get to any of these things, and so anyone who does go, I applaud you for for trying to learn more about what's happening in our city.

Um I'm opposed to the rezoning because of the increased impact that I believe it would create on the community and what it would mean to the future of the property.

It might not be today or tomorrow, but as I think you all know, that zoning actually stays with the property.

If something were to happen and the development were to close, say in a year, it would not revert back to a B2.

So when we when we look at rezoning, we have to look at a reason a criteria for for doing the rezoning.

And there's really a list that we look at in the UDC.

You know, you have to say, well, was there a mistake made in the rezoning or the zoning in the when it was initially done?

I don't believe there was a mistake made.

Is it compatible?

I don't believe it is compatible with the surrounding area.

Uh, would it adversely impact the neighbor impact the neighboring properties?

I believe the answer to that is yes.

And in this respect, the the planning commission unanimously denied a recommendation on this rezoning.

So I am agreeing with the planning commission and asking my colleagues if they would join me in denying this rezoning because of the reasons that I listed.

There's a two properties on Moffat Road, and these are not too far apart from one another, just kind of happened to work out this way today for District 7.

This property is a little bit different.

Uh, the application is for a uh R1 property, which is single family residential to be zoned for a B3.

Uh, this is a single family home currently, it sits in the middle of single-family homes to the east, to the west, and to the south.

In fact, there is a newly approved single family home subdivision that has been approved just next door to where this particular parcel sits.

While the applicant would like to make some improvements to the site, and everybody around there would be happy to see some improvements to the site, no doubt about it.

She would also like to use it as a realty office, but the the real issue for for me and for the neighbors is that she needs to use it as her office, plus she wants to add a 1225 plus square foot addition to her home or to the house, as well as a new 1357 plus square foot storage building on the west side.

The applicant also intends to park some moving vans on the property on a parking pad that would have to be built.

During the planning commission, there was a lot of discussion about site plans, parking pads, maneuvering areas, driveways, and buffers, and all of that would be needed if this was approved.

I applaud the applicant's desire to improve that parcel.

The house has been vacant for a while.

I understand that having a storage building where she could uh store her furniture to stage homes and uh park some moving vans on her site to help her customers would certainly be beneficial to any residential realtor's business, but I just cannot support turning this R1 property, a single family home residence into a B3 property, especially given that it is in the middle of all single family homes, and as we have talked earlier, uh a B3 rezoning just opens up the gateway for so many many options that neighbors just don't want.

Uh and again, of course, the zoning stays with the property.

So I believe uh the R1 zoning was never a mistake.

Uh B3 is not compatible with the surrounding properties.

It would have an adverse impact on the neighboring properties, and it is not in the community's best interest.

So, with all of that in mind, I just asked my colleagues to join me in denying this particular rezoning application.

And when I tell you that District 2 residents showed up and showed out, they did just that.

So thank you for for both events being a success because of your commitment and your uh dedication to making our community better.

Uh, we have another back to school event that's going to take place on Friday, July the 24th from 9 a.m.

to 12 30 p.m.

And that's going to be a Franklin Primary Health Center, 1303 Dr.

Martin Luther King Jr.

Avenue.

Again, we're expecting about 800 children and families to participate.

It's free health screening, immunizations, and so forth, along with school supplies.

So make sure you are, you know, make sure you take advantage of that opportunity.

On July 25th, we will host our first homeless care kit distribution.

And it's the neighbors helping neighbors from 8 a.m.

to 9 a.m.

starting at the Mamga Den, located at 305 Mamga Drive.

And this will have two locations.

We'll start there at the Mamga Den, and then at 10 a.m., we'll transition to the second precinct located at 5441 Highway 90 West Suite.

This could not take place if we did not have partnerships, the Salvation Army, uh Waterfront Rescue Mission, but more importantly, the efforts of Mr.

Kendall Young, the City of Mobile Homeless Outreach Coordinator.

Because of his leadership, he's strengthening the partnerships with agencies, making sure that we're collaborating and working together, but he's also educating others and informing them of habits and behaviors that we exhibit that does not that imp negatively impact our efforts in improving our unsheltered and improving the needs of our unsheltered population.

So thank you, Mr.

Young.

Huge shout out for what you're doing.

And then we also have our very on District 2 back to school giveaway on August the 1st at James Steele's Community Center from 10 a.m.

to 12 p.m.

And lastly, we will pick back up with our community meeting starting August the 13th for District 2, and that will be at Robert Hope Community Center.

Again, I want to thank District 2 residents for your commitment of giving of your time and resources to improve the community.

I'll be real real quick.

I just want to say thank you to Commissioner Hudson and also Commissioner DeWitt.

The Pago Plan, proposed Pago Plan was released just in District 6 through Countywide proposal.

Cody rode all the way to Sale and Paris, Leroy Stevens, parts of Dawes that are in the city.

And then from Commission 3, District 3 of the Bradbury Subdivision and some adjoining subdivisions.

And again, for the next couple months, we'll be out beating the drum of making sure that you turn your ballot over on November 3rd and vote for the pay-go.

Just in District 6, obviously CIP, we got repaving going on all over the district, and adding these projects to the PA-CO plan.

Program program is pretty pretty awesome.

So lots of lots of future upcoming things as far as repaving.

Really taking a taking a um a big large chunk out of uh out of you know what CIP plan would be.

So I just wanted to um just this thank you to Commissioner Hudson and Commissioner Dewitt and just remind everybody, which we will until November be telling you pretty much every single day to make sure you flip that ballot over and uh vote yes on PACO.

District 7, Vice President Gregory.

Since uh Councilman Woods has just uh spoken about the pay as you go announcement, I'll just uh follow up a little bit.

Uh a lot of people have asked me about Ziggler Boulevard and why there was a gap when we did both the um east and west sides.

Well, the reason there was a gap in the first place is because the actual widening was through mostly through a grant from the state, and it was only to widen the roadway.

And as you all know, if you live out in that area, it was already four-laned.

So that little strip did not qualify.

So, with this funding that we are receiving from the pay as you go fund, we will be able to finish that gap of roadway.

I know we've been spending a lot of time and money trying to patch those potholes.

So thankfully, in the very near future, we won't have to continue doing that.

And it will all be nice and four-laned and look really great and uh be consistent with what we have have already done.

Also, uh coming up on July 30th is my back to school rally.

We will be at the Mobile Museum of Art at 6 o'clock.

This is our annual celebration where we bring school supplies for the kids.

I will be presenting checks, $1,000 each to the principals of the three elementary schools in the district.

We will have a light dinner and we will hear from some of the members of the administration to get updates on what's happening in the city and in our district.

So I hope you all will come out again.

That is July 30th.

It's a Thursday evening, 6 o'clock at the Mobile Museum of Art.

Also, just a word on Lavretta Park.

If you uh looked at the agenda today, there is an item for a contract to uh redo the playground at Lavretto Park.

We will vote on that next week.

The uh park there, the playground equipment has been there since way before my time on the council.

Uh the equipment is in such shape that we just really can't keep patching it up and making repairs.

It's just so old that the best idea really is to put in a new playground, which is what we are going to do.

Uh, we won't take it down until school starts back because we wanted to make sure that you know the kids who are out of school had a place to play uh during the summertime.

But uh we will begin work very soon on this.

We had community meetings so that the residents who live in the community could help us decide on the type of equipment, the way it's going to look, the theme, all of that sort of thing.

So I'm really excited that we will be getting started with this very soon.
