Mobile Planning Commission Meeting Summary – August 20, 2026
Mobile Planning Commission Meeting – August 20, 2026
The Mobile Planning Commission met on August 20, 2026, to consider a rezoning application for Seapines Mobile Home Park and multiple subdivision and modification requests. The meeting featured significant public testimony on the rezoning, which was ultimately denied. Several other items were approved or held over.
Discussion Items
- Rezoning Application 1451 Cedar Crescent Drive (Seapines Mobile Home Park): A holdover request to rezone from R3 to R3 to remove a condition limiting mobile dwellings to 133 units. The applicant, Jerry Bird, proposed a 20% reduction from the original 447 units to 357 units, phased in at 25 new units every six months (estimated full occupancy by August 2031). Property manager Christy Carranza stated all new units would be brand new manufactured homes. Staff clarified that removing the condition would only allow the applicant to pursue a Conditional Use Permit for expansion, not automatically authorize an increase. Public testimony: Kenley Cutz (Executive Director, Peninsula of Mobile) argued the expansion is inconsistent with the low-density residential future land use map and the Peninsula Overlay, citing infrastructure, drainage, and evacuation concerns. Bryant Knight (4507 Park Road) noted the 133-unit limit was set in 2022 and conditions remain unmet. A neighbor (Ms. Bailey) reported ongoing fence violations, safety issues, and lack of permits. Deliberation: Commissioners expressed concerns about the property's non-compliance with existing conditions (fencing, buffers) and the lack of a manifest benefit to the community. A motion to deny passed unanimously.

Meeting Transcript
No, he cared. Mike's working. I'll speak up. This is the planning commission meeting. Each agenda item is divided into two sessions public hearing and deliberation. In the public hearing session, an agenda item is called. The applicant makes their presentation. Commission members ask questions if any, and members of the public make their comments to the commission. Only four people can speak for an agenda item and four people against. Each speaker is limited to five minutes, subject to questions by the commission. At one minute remaining, a speaker will hear a warning beep, prompting you to please summarize your comments. After an opposition speaker, the applicant is allowed a two-minute rebuttal. If you do intend to speak, come to the podium, speak into the microphone and provide your name and address for the record. Direct all your comments to the commission only and not to the applicant staff or the audience. After hearing an application, we will then go into deliberation on that application where we discuss each uh item with input from the staff as necessary, but with no input from the audience. Commissioners then vote on each application, and the results of that meeting can be learned today, or if not present, from the planning department. If some issues arise during deliberation that were not addressed in public hearing, we have the discretion to allow additional comments to resolve them or call for the application to be held over for discussion at a future meeting. Occasionally a commissioner may recuse themselves from discussing and voting on a given application. That does not mean they are directly involved with the application application or applicant, but depending on the circumstances, ethical rules may require the recusal. In that instance, a supernatural will vote in their stead. The planning commission makes final decisions on subdivisions with appeals of these decisions to the circuit court. The planning commission is strictly a recommending body for rezonings, conditional use permits, and planned developments. The city council makes the final decision on these applications, and all appeals of the city council decisions are to the circuit court. At this time, do me a favor, please turn your cell phones and other devices to silent or vibrate or off. Please uh you know, commissioners and staff turn on your microphones when speaking. I'll call the roll myself, Jay Stubbs present, Mr. Kirk Matte, Miss Jennifer Denson, Mr. Harry Brislin, here, Mr. Larry Dorsey, Mr. Chad Anderson, Mr. Matt Anderson, Mr. Nick Emberger, Mr. Josh Woods, Mr. Kenny Nichols, Miss Ellie Edwards. Here. We do have a quorum for today's agenda. I will move to pass that agenda. So moved. Second. Properly moved and seconded. All in favor. Aye. All right. Let's see if this microphone will turn on now. Testing. There we go. Number one on the agenda. And again, a reminder we will hear each agenda item in its uh entirety and then immediately go into deliberation. That is a change if you are here and hadn't been here in a while. Number one is a holdover of a rezoned application at 1451 Cedar Crescent Drive.
