Mobile City Council Meeting – September 1, 2026

The Mobile City Council held its regular meeting on September 1, 2026, at 10:00 AM. The meeting opened with a prayer, Pledge of Allegiance, roll call, and approval of the August 25, 2026 minutes. Mayor Sandy Stimpson made announcements about upcoming community workshops, art exhibits (Gateway exhibit and Jimmy Buffett exhibit), and proclaimed September 2026 as Childhood Cancer Awareness Month and Sickle Cell Disease Awareness Month. The council then proceeded to agenda items, including public hearings, appeals, and numerous resolutions.

Consent Calendar

• Approval of minutes of August 25, 2026 – approved unanimously.

• Waivers of noise ordinance for October 24 at Cooper Riverside Park, October 15 at Cathedral Square, and September 22–24 in Kidd Park – approved.
• Resolution 37903 – Recommended approval to the ABC Board for a special retail (more than 30 days) license to Sweet Dreams Haunted Attraction – passed.
• Resolutions 01920–01921, 08927–08938, 09938, authorized change order and contracts – approved unanimously (including uniforms, Thompson Engineering renewal, capital purchases, fire equipment, grant application, shuttle service certificate, etc.).
• Resolutions 37946–37947 – Recommended ABC approval for Great Day Latte and Shop & Save – passed.
• Resolutions 37949–37950, 58951, 60952–60953 – Declared structures at 1203 Oak Lane Circle West and 3836 Mordecai Lane as public nuisances and ordered demolition; authorized removal of weeds; determined appropriations to Bright Academy and Highland Courtyard Homeowners Association as serving a public purpose – passed.

Public Comments & Testimony

• Deborah Cooper (1202 Shore Acres) – Urged the city to prioritize animal cruelty enforcement. Requested five steps: public education on reporting, adequate staffing and training for Animal Services, public reporting on complaints, response time goals, and coordination among agencies. Stated that repeat offenders must face real consequences, and that warnings are insufficient when an animal’s life is at risk.
• Sabrina Mass – Addressed the Port City Classic funding debate. Argued that performance contracts should have been evaluated yearly over four years. Said the race card should not be used unless facts support it. Recommended reviewing all nonprofit and bowl game funding if one is to be reviewed. Expressed general support for the council and mayor’s administration.
• Reggie Hill – Highlighted the recent consolidation of Civic Center, Convention Center, and Saenger Theatre management. Criticized the proposed FY27 budget for not applying the same consolidation logic to HBCU events. Made specific budget proposals: restoring $500,000 for Port City and Barisville Classics, giving Mobile Pops $5,000, moving $1 million from Capital Citywide to districts 1–3 and $250,000 to districts 4–7 for stormwater, eliminating $1.4 million budgeted for imaginary traffic citations, dissolving the Office of Professional Responsibility to free up $735,648, and reallocating funds to performance contracts, recreation center vans, and police training.
• Chad Sinoto (private developer for VA) – Appealed for reclassification of the proposed VA Vet Center at 920 Dolphin Street from “social assistance welfare and charitable services” to “office” use. Explained the vet center provides counseling and transition assistance for veterans. Noted the federal fiscal year deadline of September 30, and the VA contracting officer needing to award the lease by mid-September. Council and city attorney indicated that procedural steps (conditional use permit) would be necessary; however, the city planning director (Mr. Shreve) confirmed that additional information from Sinoto’s attorney would be reviewed to potentially reclassify the use.

Pipes argued the change is consistent with the comprehensive plan (mixed density residential), adjacent parcels are R3, the area is in the university overlay district, and there is demand for student housing due to USA growth. Staff recommended approval with conditions. No opposition; hearing closed.
• Public Hearing – 906 South Broad Street (public nuisance/demolition) – Owner LaShonda Kennedy requested more time, stating she has obtained a building permit and contractor. Council held the item over for 60 days to allow permit issuance and work to begin.
• Resolution 21943 – Africa Town Welcome Center – Authorized contract with Watermark Construction for design; approved.
• Resolution 21942 – North McGregor Avenue Roundabout – Approved contract with Macalaney Construction.
• Ordinance 07033 – Amendment to Chapter 7 (city code and schedule of fines) held over until October 6.
