The Board of Public Works of Monroe, Wisconsin, met on Monday, March 23, 2026, at 5:05 PM in Council Chambers. All four members were present: Tom Miller, Lynne Kleven, Richard Thoman, and Matt Sheaffer. The meeting lasted approximately 8 minutes. The board unanimously approved all agenda items, including a tree service invoice, a new pickup truck purchase for the Parks Department, renewal of the WisDOT salt agreement, and a traffic paint contract for 2026.

Parks Supervisor Josh Trame presented four bids for replacing a 2009 Chevy extended cab pickup truck. The recommended bid was a GMC truck from Ewald Group at a cost of $43,552. Funding is available from 2026 capital bonds ($50,000 budgeted). The board voted to recommend the purchase to Common Council and to sell the 2009 truck via Wisconsin Surplus Auction. Motion by Thoman, second by Sheaffer. Passed 4-0.
E.1 Approval to Participate in the 2026-2027 WisDOT Salt Agreement
Streets Supervisor Lucas Neuenschwander reported that the city plans to order approximately 1,000 tons of salt (with a 200-ton reserve) under the annual renewal. The previous year's price was $117.58 per ton, and a slight increase is expected. The board approved participation in the agreement. Motion by Miller, second by Sheaffer. Passed 4-0.
E.2 Approval of Traffic Paint Quote for 2026 Season
Neuenschwander received quotes from four vendors (Tapco, Diamond Vogel, Sherwin-Williams, and Sherwin Industries). Diamond Vogel did not submit a quote. Sherwin-Williams was the low bid at $13,540, and the city has used their product for over a dozen years. The board approved the contract with Sherwin-Williams. Motion by Kleven, second by Sheaffer. Passed 4-0.

So in front of you is one invoice for numerous tree removals for a total of 12,173. And looks like this was dated on March 5th. I'll make a motion to approve. Second. Any discussion? Okay, next is approval and recommendation of the purchase of a 2026 pickup truck of the park and record board. Good evening. How's everybody doing? Good. All right. So just here today, um, just to kind of talk about the replacement of the 2009 Chevy extended cab pickup truck. Um just a little background history on the vehicles and equipment. Uh vehicles, uh, we have those on a 15-year replacement cycle. Um, so with that timeline, um, a little bit past that, um, we're able to get a little bit more life out of that uh 2009 pickup truck. Um, however, there's just starting to become a few things that were were due um to do some work on that truck. So um looking to replace that truck uh with uh a new pickup truck. Uh we received quotes from back from four different um dealers. Um ewald uh GMC 43,552. Dearth Motors 44,94150. Ewald Ford, 45,291, and then Cunis Chevy uh 48,044.50 cents. So we sent that uh specs out to them, some basic specs what we were looking for for in a vehicle, um, and then they sent that information back to us um just here recently. So with that all being said, uh we do have funds in the bond. Uh we had $50,000 in the um bond for the replacement of that vehicle. Um so obviously with the cost plus what we would receive back um well under what we had budgeted in the bond for those funds. So um at this time just looking to purchase a 2026 uh GMC pickup truck from EWALD at a cost of 43,552, and then also the ability to sell the 2009 um on Wisconsin surplus.
