The Finance and Taxation Committee met on Monday, March 23, 2026, at 5:30 PM in the City Hall Council Chambers. The meeting was called to order at 5:32 PM and included a closed session for three property-related matters, followed by open session actions. The committee unanimously voted to recommend two items to the Common Council.
Consent Calendar
- The minutes from the March 9, 2026, meeting were accepted as presented.
Closed Session
The committee entered closed session at 5:34 PM under Wisconsin Statute 19.85(E) to deliberate on the following items:
- Consideration of a letter of interest to purchase a city-owned 5-acre parcel in the North Industrial Park.
- Discussion regarding the failure to meet purchaser obligations in the 2016 Raskovic Development Agreement for land purchase and development in the North Industrial Park.
- Consideration of farm lease terms along County Highway N (CTH N).
The committee returned to open session at 6:01 PM. The motion to enter and exit closed session passed 4-0.

Okay, well um back in uh open business we'll um the first order of business the possible action from closed session regarding developers agreement with the raiskovics um that was um approved and will be sent on the council and we can think of motion on that oh okay I guess we'll need uh motion and a second to send that on to council so move second motion and second we'll take a roll call vote holder tollman aye alder schaefer aye alder mcuire aye and alder true heart aye um second action um will be group regarding farm lease along county in well in motion second uh move this on to council I'll make a motion to approve the middle quote second motion is second and we'll take a roll call vote please alder schaefer aye alder McGuire aye alder true heart aye and older tollman aye and that passes unanimously um are there is there any business by members I just want to make it known that there was no action for D2 that came out of closed session thank you um I guess I just need one more motion motion to adjourn second all in favor aye we're adjourned thank you
