Monroe Common Council Meeting - April 6, 2026
The Common Council met on April 6, 2026 at 6:30 PM at City Hall Council Chambers. All nine alderpersons were present. The meeting approved several routine items, set a public hearing, and took action on a development agreement termination and farm lease.
Consent Calendar
- Approved the minutes of March 16, 2026 as presented.
- Approved the consent agenda including miscellaneous licenses and claims list (9-0).
Discussion Items
- Special Committee Appointment: Appointed Richard Deprez to the Airport Board to fill the vacancy left by Tom Kelly (term ending April 2027). Approved 9-0.
- Public Safety Committee: Approved special event permits for Main Street Monroe's April Wine Walk (April 24, 2026, 4-9 PM in downtown area) and ARC-Green County's Monroe Balloons and Music Festival (June 19-20, 2026 at Green County Fairgrounds, with temporary street closure of 10th Street from 25th to 29th Avenue). Approved 9-0.
- License Committee:
- Granted a temporary Class B fermented malt beverage and wine license to ARC of Green County for the Balloon Festival, covering the entire fairgrounds except roped-off camping area. Alder Wartenweiler expressed opposition due to the family-oriented nature of the event and the allowance of open containers when children are present. The resolution passed 8-1, with Wartenweiler voting no.
- Granted a temporary Class B wine license and outdoor beer garden to Main Street, Inc. for the April Wine Walk at multiple downtown locations. Approved 9-0.
- Judiciary and Ordinance Review Committee: Set a public hearing for April 20, 2026 on an ordinance to repeal and recreate sections 3-4-1 and 3-4-9, and create section 3-4-10 of the city code regarding sale of fermented malt beverages by city employees in city parks.
- Board of Public Works: Approved the purchase of a 2026 GMC Sierra pickup from Ewald Automotive Group for $43,552.50, funded from 2026 capital bonds. Approved 9-0.
Closed Session
- The council entered closed session at 6:47 PM under Wisconsin Statute 19.85(E) to discuss two items: failure to meet purchaser obligations in the 2016 Raskovic Development Agreement for land in the North Industrial Park, and consideration of farm lease terms along County Highway N. The council returned to open session at 7:03 PM. Both motions to enter and exit closed session passed 9-0.

- Raskovic Development Agreement: Approved an agreement to terminate the 2016 purchase and development agreement with Peter and Lauree J. Raskovic. Motion passed 9-0.
- Farm Lease: Approved a lease contract with Maddrell Weeds and Seeds for property along County Highway N. Motion passed 9-0.

- Alder Thoman noted the Cemetery Board's desire to increase the city's contribution.

- Alder Sheaffer reported on Park & Recreation Board spring preparations, including capital projects (ball field light replacement, pool deck and beach area repairs, Recreation Park improvements) and expressed concerns about reckless dog behavior, hesitating to expand dog access in parks.
- Alder Franke announced the Chamber of Commerce Derby fundraising event on May 2.
- Administrator Reminder: City Administrator Rindy reminded everyone of the election on April 7, 2026, and reviewed future meeting schedules.

Um there is one special committee appointment, and that would be to the airport board of management with a term ending April 2027. And uh that would be to replace Tom Kelly, who passed away, and they are recommend or Richard DePree. Um the board approves will fill the vacancy. Do I have a motion on that?
