agenda that in addition to reviewing how boards and commission members are selected uh they're also planning to look at consolidating the planning commission with the ARC and I asked for the planning commission to oppose this consolidation I think it would restrict a lot of the input that the city needs um and it's not a good use of uh city resources to do that uh consolidation we need those two committees to remain as they are thank you thank you um so let's move on to the first public hearing um item consider 456 lighthouse avenue adopt negative declaration ER 240018 for assembly major use and amplified music um use permit application UP 2307 to allow um assembly major use and amplified um Christy do you have a presentation for I do thank you thank you chair bluuth and commissioners my name is Christy Sabdo principal planner with the city of Monterey um tonight this is regarding 456 lighthouse negative declaration and use permit to allow assembly major use and amplified music um as background uh the existing building um is a professional office building and assembly use with an existing parking lot uh the building was remodeled in 2020 for use as a private office building and warehouse storage facility the existing building carries a B occupancy group limited to 30 occupants uh we visited the site today at 230 and um just sharing again some pictures at a loft on the second story kitchen facilities the loft again um the zoning is planned uh community lighthouse specific plan the general plan line use designation is mixed use neighborhood um it is located near the corner of lighthouse and drake um so the lighthouse specific plan allows assembly major use with a use permit um there's large group assembly which is an establishment offering entertainment social exchange religious services educational training or other instructional services to groups of 50 or more persons in a single room and then there's examples that include performance venues movie theaters community centers uh social clubs community centers or similar uses uh the lighthouse specific plan also allows amplified music with a use permit applicant Sam Pitnick applied for a use permit to allow assembly major use large group assembly and amplified music to host private car related events so the professional offices um the number of the square footage will remain the same uh warehouse storage is being reduced um to allow for the assembly major use and then um in addition there would be amplified music and potential ABC lices for private events but vendors would hold their own and I will talk about that a little bit more um so this came to the planning commission on November 26th at that time the applicant was proposing 12 events per year three to five events um of the 12 would include 314 people max and then all other events would have a 175 um person max and today we um I'm sharing the applicant's revised operation plan and it has been reduced to six events per year uh three events with 250 people max um still the other events would be 175 people maximum um in total the annual reduction of um 1520 people versus the originally um proposed um number of events um note that there are 20 parking spaces on site um 10 additional cars can be parked on site if you utilizing a ballet so 30 total with a ballet um by changing the proposed use the occupancy group um would change from assembly a um increasing the allow um with change to assembly a increasing the allowable occupancy of the building from 30 individuals to 314 individuals on site daily um that's the potential even though they're only allowed uh asking for 250 maximum um on-site daily for the professional office use is 25 to 55 people daily and I have in orange kind of the change um that they're proposing just so that you could see how what they were proposing versus what they are so proposed private car related events by invitation only went from 12 to six events per year of which um only three events per year may reach a full capacity of 250 people and then other private events would continue to be limited to 175 people the proposed project would involve hosting between um or up to sorry six private auto related events per year by invitation hosted by the property owner events would include um product demonstrations and viewings educational classes and lectures all events would be held indoors with the exception um that on occasion certain aspects of the event would be held outdoors such as um you know placing cars outdoors um maybe some of their um vendors outdoors uh event hours would be 8 to 6 p.m and 5 p.m to 10 p.m two time ranges on typically three to four hours in length private event staff would be between
