Good afternoon. I hereby called the October 15, 2026 Sony Administrator meeting to order. My name is Levi Hill. I'll be serving as zoning administrator for today's meeting. Also in attendance today is principal planner for Nando Riveri and recording Secretary Spencer Argonbright. Mr. Argonbright, will you please remind the public how they can participate in the meeting? Information on participating in this meeting and providing public comment is available online, including remotely by Zoom or telephone is online, and this meetings agenda, which is at Monterey.gov forward slash agendas. Remote commenters will be muted until it is their turn to speak, and a timer will be shown on the screen. If you are connected on Zoom, the timer is accurate with no delay. In the chamber, we recommend keeping phones and devices muted to prevent audio interference with the meeting. Thank you for participating in your city government. Thank you. I'll first open up the consent agenda item number two, the consideration of the September 3rd, 2026 meeting minutes. Are there any members of the public online or in the chambers who wish to comment on the consent agenda? I see none in the chamber is looking to speak, and um there are currently no attendees online. Okay. With that, I have reviewed the September 3rd meeting minutes and have no edits. I was uh present at that meeting as well. With that, the September 3rd minutes are hereby approved as submitted. I'll now open the meeting up to public comments for items not on today's agenda. If there are any members of the public wishing to speak on an item that is not on today's agenda, please approach the podium or if participating online, please use the raise hand function. Hearing and seeing none in the chambers, Mr. Argent. Uh there are no current attendees online with their hands raised. Perfect. We'll move on to item number three, 601 Wave Street, approved use permit application UP 260185 to allow a fast food restaurant with walk-up window within an existing commercial tenant space. Yes, thank you, zoning administrator. My name is Fernanda Roveri. I'm a principal planner with the city of Monterey, and I will present the staff report. Staff's recommendation is that the zoning administrator adopt a resolution approving the use permit application for a fast food restaurant with a walk-up window. The site is 601 Wave Street. It's also known as the Cannery Row parking garage. Um, and there are also five commercial tenant spaces for lease in that complex. Three of those are rented. One of them is city offices, and the subject of this application is for the fifth space, which is unrented. The zoning designation for this property is C2 zoning, which means community commercial. This zoning district allows for a variety of commercial establishments and retail as well as restaurants. However, the Canary Row parking area requires an employee parking plan to manage the parking of employees and ensure that there's adequate provision of parking for them. It's proposed as a bagel shop and delicate, offering uh baked goods as well as sandwiches, salads, and non-alcoholic beverages. It's proposed as a quick service takeout only fast food restaurant. Customers can place orders inside at the counter and pick up inside or outside at a proposed walk-up window. The use would be open Wednesday through Monday, 7 a.m. to 3 p.m. Customers would be encouraged to wait inside. However, for people waiting outside, the business owners would manage queuing to keep the sidewalk clear.
