The Monterey City Council held its afternoon session on October 20, 2026, with Mayor Williamson presiding and Councilmembers Barber, Garcia, Rash, and Smith present. After the Pledge of Allegiance and roll call, the council heard public comment, approved the consent agenda, and took action on a right-of-way hearing date, the North Fremont Street Sidewalk Gap Project funding, an appointment to a cost-of-living task force, and agendizing a welcoming-city resolution. The meeting also included a staff update on the Roadmap to Resilience and closed-session public comment.
We're gonna go ahead and call the meeting to order. Good afternoon, everybody. Welcome to our afternoon session only of today's council meeting. It's October 20th, 2026. And we're gonna go ahead and start with the Pledge of Allegiance, and I'm gonna pass it to Councilmember Garcia to kick us off. I pledge allegiance to the flag of the United States of America to the Republic, which is one nation under God, indivisible liberty and justice for all. Okay. All right, and with that, I will pass it to staff to do roll call and to share announcements with the public, please. Councilmember Barber. Present. Councilmember Garcia. Here. Councilmember Rash here. Councilmember Smith. Present. Mayor Williamson. Here. And public comment and and participation information is provided on this meeting's agenda, which is online at Monterey.gov/slash agendas. In-person attendees, please keep your electronic devices and phones muted to prevent audio interference. Consistent with the First Amendment and the Brown Act, individuals have the right to speak at public meetings, which includes the right to criticize or support city policies or actions. The city encourages your uninhibited and robust feedback on public issues affecting the city. Thank you for participating. Thanks, Clementine. And with that, we're gonna go ahead and go to general public comments. This is an opportunity for folks to speak to things that are not on today's agenda. Um so non-agendized items. If it's on today's agenda, you can speak on public comment when that item comes up. So for now, we're gonna ask for non-agendized item public comment. How this process works is we're gonna identify those folks that want to speak at the beginning of the public comment period. Once those folks are identified, we will close it off and only those folks will be able to speak. So everybody has an opportunity to speak during public comment, but you have to identify yourself at the beginning. If you raise your hand after the cutoff, you will not be able to speak. So I'm gonna start with folks on Zoom. You can use a raise hand function while you're navigating your way there, I'll check in the chamber. Anybody in the chamber wishes speak on this item, I ask that you sit up to the left of the podium like these wonderful folks are already starting to do. And if you'd like to remain seated while you wait to speak, you can just identify yourself by raising your hand. Okay. And I am a I was a captain in the United States Air Force from 1967 to 1971. I'm here to invite everybody to come and attend an armistice day event on November 11th. The headline of my topic today is we are on the brink of World War II. Europe and the Middle East are in a very dangerous crisis. Russia invaded Ukraine more than four years ago and has suffered more than a million and a half casualties, dead, injured, or missing. The highest battlefield death tolls suffered by any major power since World War II. Russian battlefield casualties and fatalities have been significantly higher than those on the Ukrainian side through the fighting with Ukraine suffering mostly roughly 600,000.
