So far, what we've done is we've, I'm pretty sure finalized our list of local organizations that we want to connect with.

Um, and we originally assemble um meeting with at least three organizations in the month of June, but something that we ended up finding was that a lot of organizations kind of take a summer recess um or don't have regular meetings during the summer months.

And so um from that meeting, uh, we've set the goals of putting together the spreadsheet, which has now been completed.

And I think most of the organizations have regular meeting dates listed next to them.

Um, so we've kind of built that infrastructure so that we can get hit the ground running in terms of actually going out talking to people.

Um, we do have our uh finalized questions.

And so now it's just over the next month.

I think we're reconvening in the beginning of September to kind of go over what we heard from local organizations.

Mountain View Human Relations Committee Special Meeting - July 23, 2025

  • Civic Participation Ad Hoc Committee Update: Chair Poikon reported that the ad hoc committee has finalized a list of local organizations, created a spreadsheet with contact and meeting information, and developed questions for outreach. Due to summer recesses, meetings with organizations are scheduled for July and August, with a reconvening planned for September 2025. No action was taken.

  • MVPD 2024 Annual Report: Police Chief Michael Canfield presented a comprehensive overview of the department's activities in 2024. Key statistics included:

    • 103,000 total calls to the emergency communications center, of which 25,000 were 911 calls; 97.9% were answered within 10 seconds.
    • Property crimes saw a modest increase over three years, with auto burglaries decreasing overall but slightly up downtown. Person crimes decreased modestly.
    • 20 use-of-force incidents out of 35,000 contacts (0.06%), with 16 minor injuries and 4 no injuries.
    • 7 personnel complaints: 5 unfounded, 2 pending.
    • 335 traffic collisions in 2024, down from 2018/2019 levels.
    • The Youth Services Unit ran programs such as Cops that Care (serving ~1,200 children), Dreams and Futures, PAL mentoring, and ROAR.
    • The Community Outreach Officer made 184 permanent housing referrals.
    • The department's demographics roughly mirror the city, with 15% female officers and 70% female professional staff. Committee members asked questions about de-escalation and bias training, language access, e-bike safety, ICE cooperation policy, retention, cybercrime, surveillance, and the dissolution of the Public Safety Advisory Board. Chief Canfield answered each, noting policies such as not asking about immigration status, use of Flock camera systems, and informal advisory committees. No action was taken on the report.

  • FY 2025-26 Work Plan: Staff analyst Laurel recommended two new projects: "Know Your Rights" workshops (focusing on workers' and seniors' rights) and an LGBTQ+ community event approached through tabling at Mountain View Pride. After discussion, the committee approved a motion to include the LGBTQ+ project with an amendment: the ad hoc committee will convene in early spring 2026, table at Pride in June 2026, and host a community event based on input received, with the event to occur in the subsequent fiscal year. The motion passed unanimously.

  • FY 2025-26 Meeting Schedule: The committee approved a schedule of meetings on the first Thursday of each month from September 2025 through June 2026, with cancellations for October 2025 (Rosh Hashanah) and January 2026 (New Year's Day). The motion passed unanimously.
