All right, good afternoon. Welcome to the administrative zoning and subdivision committee hearing of July 23rd, 2025. I'm Amber Blazinski. I am presiding over the hearing today as the zoning administrator. So we'll call the meeting to order at oh there's no clock, 401 p.m. Um, and today's hearing will operate in a hybrid format. So staff, the applicants, and some community members are in person. However, we will also ask if community members joining us virtually want to speak on an item at certain points in the meeting. When those opportunities arise, typically during the public comment portion for the agenda item, members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which which you wish to speak. Speakers will be notified of their turns shortly before they're called on to speak. If you've phoned in today, then please dial star nine to raise your hand. When you're called on to speak, please press star six to unmute yourself. All speakers, virtual or in person, will have um three minutes to provide comments. If you're in person and wish to comment on the item today, please fill out a yellow speaker card. Um so we're able to accurately spell your name for the meeting minutes. So the next portion of the meeting is oral communications from the public. This is the time set aside for people wishing to address the zoning administrator on any matter that is not on the agenda. Um, speakers are limited to three minutes, and state law prohibits any action on any items that are not on the agenda. So is there anyone who wants to speak on any items that are not on the agenda? And is there anybody online who wants to speak on anything that's not on the agenda? No hands are raised. Okay, thanks. Seeing no one, we'll move on to section four, which is the joint administrative zoning and subdivision committee uh portion of the hearing, and we have one item to discuss. So item 4.1 is 828 to 836 Sierra Vista and 1975 to 1979 Colony Street with a request for a planned unit development permit and a development review permit to construct a 20-unit row house development utilizing state density bonus law and a vesting tentative map to create 20 residential lots and two common lots on a 0.99 acre project site. And a recommended determination that the project's categorically exempt pursuant to section 15332 of the CEQA guidelines. It's important to note that the decisions made on this item today are in the form of a recommendation to the city council who will make the final decision on this project. Um, and that public hearing is tentatively scheduled for September 9th, 2025. So I'm just making a recommendation, or we're just making a recommendation. So we'll have one staff presentation, one uh presentation from the applicant, and one opportunity for public comment on the item, and then we'll break up the decision on the development permits and the vesting tentative map when making actions at the end of the public comment portion. Um, I'll act on the acts, uh, the development permit acts, um, and then the subdivision committee will act on the request for the vesting tentative map. Um, so Ella is the project planner. Ella, do you have a staff presentation for the for the committee? Please. Um, my name is Ella Carotian, and I'm the project planner for this project. The project is located at 828 to 836 Euro. Um the slide. It's 0.99 acre side, located on the south uh southwest corner of Colonia Street and Sierra Vista Avenue. Uh, currently it is vacant. Um, the general plan designation is medium density residential and the zoning is R3 uh-2, which is a multifamily zoning. Surrounding uses to the north and south, and there are two story single family homes. And to the south, uh, there is a one-story multi-tenant commercial development, and to the east, we have uh three story rural house um developments across the street. Uh, this is a site plan, and the applicant is asked is requesting plan unit development permit and development review permit for this project.
