Item 3.2 – 2500 Grant Road (El Camino Hospital): Planner Jeff Shemura presented a request for a planned community permit and development review permit to construct a 42,839 sq ft three-story addition (Wing J) to the main hospital building, along with two new courtyards, a connector to the behavioral health services building, and site modifications. The project is a seismic replacement of demolished facilities and is categorically exempt under CEQA Guidelines Section 15302. Applicant Ken King (Chief Administrative Officer, El Camino Health) stated this is the final element of the campus completion plan envisioned since 2016. In response to public comments, Mr. King explained that the construction site is centrally located with ample laydown space, minimizing disruption to parking and traffic. He noted that the hospital actively manages parking through four garages and that the commencement of this project will coincide with a reduction in overall contractor vehicles as other projects finish. Communication with neighbors will be handled via the hospital website and direct contact.

Okay, guys. All right. So good afternoon. Welcome to the administrative zoning public hearing of September 10th. My name is Amber Blazinski. I'm presiding over the hearing today as the zoning administrator. I'll call the meeting to order at 4 p.m. So today's hearing will operate in a hybrid format. Staff, the applicants, and some community members are in person. However, we'll also ask if community members joining us virtually want to speak on an item at certain points in the meeting. When those opportunities arise, typically during the public comment portion of each agenda item, members of the public wishing to comment may do so by clicking on the raised hand feature in Zoom when I announce the item on which you wish to speak. Speakers will be notified of their turn shortly before they're called on to speak. All speakers, virtual or in person will have three minutes to provide comments with the timing dependent on the total number of speakers for each item. If you're in person and you guys are applicants, right? Yeah. If you're in person and wish to comment on either of the items, please also fill out a yellow speaker card for us so we're able to accurately spell your name. The next portion of the meeting is oral communications from the public. This is the time set aside for people wishing to address the zoning administrator on any matter not on the agenda. Speakers are limited to three minutes and state law prohibits any action on any items which are not on the agenda. So for anyone who's virtual, we don't have anybody in the room that isn't an applicant. So I'm asking virtually if there's anyone who'd like to speak on an item that's not on the agenda. None. Okay, great. So I'll now move to item three, which is the zoning administrator public hearing. So item 3.1 is 700 uh and 800 East Middlefield Road and 1101 Maud Avenue and LinkedIn with a request to amend a previously approved development agreement to grant a five-year extension of the term for phase two of an approximately 429,000 square foot office development project. Um the EIR for the project was adopted by the city council on November 27th. And the proposed amendment to the development agreement term does not alter the project conditions assessed in the adopted EIR and no additional environmental review is necessary. Diana Pantrolet is a project planner. Diana, do you have a staff presentation? Thank you. Um Diana Pincholi, principal planner and project manager for this product. In light of a request received from the project applicant earlier today to continue the discussion on this item to allow for further discussions between the city and the project applicant LinkedIn Corporation on the details of the development agreement. Staff is going to forego a typical uh project presentation and recommend that the item be continued to a future date, which will be noticed separately. This continuation will allow staff and the applicant to have further discussions on the item before bringing it back for a formal project review with the zoning administrator and ultimately to the city council. So um, you know, at the future hearing, um, you know, staff, the applicant, any public comment uh will also be accepted at that hearing. Um, but I don't want anyone to feel like we didn't listen to them today. I'm looking at the camera because we don't have anyone in the room who's from the public who who would speak on this item.
