All right. All right. Good afternoon. Welcome to the administrative zoning hearing of October 8th, 2025. My name is Amber Blasinski. I'm the zoning administrator. So I'll call the meeting to order at 4 p.m. And today's hearing will operate in a hybrid format. Staff, the applicants, and some community members are, well, not today, but in person. However, we'll also ask if community members joining us virtually want to speak on an item at certain points in the meeting. When those opportunities arise, typically during the public comment portion of each agenda item, members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which you wish to speak. Speakers will be notified of their turn shortly before they're called on to speak. All speakers virtual or in person will have two to three minutes to provide comments. If you are in person, well, there's no one in person, just so for everyone online. So I'm not going to read the next sentence. The next portion of the meeting is oral communications from the public. This is the time set aside for persons wishing to address the zoning administrator on any matter not on the agenda. Speakers are limited to three minutes and state law prohibits any action on the items that are not on the agenda. There's no one in the room. So we'll move on to item number three, which is the zoning administrator public hearing. Item 3.1 is 89 Pioneer Way with a request for conditional use permit and development review permit to allow a video production educational toy design studio in an existing industrial building, including the addition of 1,053 square foot mezzanine to the interior of the existing building and minor site modifications and a recommended determination that the project is categorically exempt pursuant to section 15301 of the California Environmental Quality Act Guidelines. Sam Hughes is the project planner. Sam, do you have a staff presentation? I do. Good afternoon. This is Sam Hughes. I'm the project planner for 89 Pioneer. The project is located on the east side of Pioneer Way between East Dana Street and Evelyn Avenue in the MM or General Industrial Zoning District. The site area is 1.26 acres. The site has previously been used as auto repair and warehouse retail. The project applicant is requesting a conditional use permit and development review permit to allow a video production and educational toy design studio, including the addition of a 1,050 school three square foot mezzanine to the interior of an existing 25,740 square foot building. This slide shows the site plan and site work, which includes minor site modifications such as the addition of a trash enclosure and paint booth in the outdoor parking area. I'll also add that the project proposes rooftop solar equipment to provide full rooftop coverage as well as six vehicle charging electric vehicle park uh charging spaces. Um these uh improvements uh exceed they go above and beyond uh the city's uh minimum requirements for green buildings. This is the interior floor plan. I'll note here that uh you can see the proposal on the right hand side for uh the upper mezzanine level, uh the addition of 1,053 square feet. City staff have completed their review of this application and are recommending approval of the project based on the findings and conditions of approval in the attached report, including a recommendation that the project is categorically exempt under section 15301 of the California Environmental Quality Act.
