All right. Well, good afternoon and welcome to the administrative zoning public hearing of June 10th, 2026. My name is George Schroeder, and I'm presiding over the hearing today as the zoning administrator. And I would like to call the meeting to order today at 4 o'clock p.m. Today's hearing will operate in a hybrid format. Staff, the applicants, and some community members are in person. However, we will ask if community members joining us virtually want to speak on an item at certain points in the meeting. When those opportunities arise, typically during the public comment period of each agenda item. Members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which you wish to speak. Speakers will be notified of return shortly before they are called on to speak. All speakers, virtual or in person, will have two to three minutes to provide comments with timing dependent on the total number of speakers for each item. If you are in person and wish to comment on the agenda item, please also fill out a yellow speaker card for us so we are able to accurately spell your name for the meeting minutes. The next portion of the meeting is for oral communications for the public. This is the time to set aside for persons wishing to address the zoning administrator on any matter not on the agenda. Speakers are limited to three minutes, and state law prohibits any action on any items which are not on the agenda. I will now move on to item three, which is the zoning administrator public hearing. Item 3.1 is 2378 Old Mill Field Way with a request for a permanent extension for a previously approved development review permit to construct a new car wash facility, including a 1960 square feet car wash building, seven vacuum stations, trash enclosure, and new landscaping, placing existing self-service car wash on a 0.37 acre site, and a recommendation that the project is categorically exempt pursuant to section 15303, which is new construction or conversion of small structures of the California Environmental Quality Act, CEQA guidelines. And I'll just briefly go over some detail of the project proposal. The project consists of a two-year permit extension. Um the original entitlement was set to expire July 24th of 2026, and this two-year permit extension would result in a new expiration date of July 24th, 2028. No changes to the approved project or plans are proposed under this extension. And the applicant has demonstrated a good faith effort in complying with the conditions of approval through continued efforts to work with city departments and divisions to address relevant requirements since submitting for a building permit in January of 2025. To conclude, city staff has completed the review, which is unchanged from the original approved project and was previously determined to be categorically exempt pursuant to section 15303 new construction or conversion of small structures. Staff is recommending approval based on the findings and conditions of approval in the attachment board.
