0:02

Yeah.

0:03

0:03

We're gonna I was gonna bring my pickleball out.

0:07

Was that on the agenda last time?

0:09

That was on the agenda last night.

0:11

One of the 33 consent calendar.

0:13

Yeah, I was pretty amazed.

0:14

I was going through it and I was like, gosh, what was the tough?

0:17

Oh, what happened here?

0:20

That was crazy.

0:23

Okay.

0:24

Are we in?

0:25

Do you think if do we have people in there?

0:29

Just added.

0:30

Okay.

0:32

Well, hopefully we're hopefully we're in and on.

0:35

All right.

0:35

Good afternoon.

0:36

Welcome to the administrative zoning public hearing of June 24th.

0:40

My name is Amber Bladinski.

0:42

I'm presiding over the hearing at the zoning administrator.

0:45

I'll call the meeting to order at 4 p.m.

0:48

So today's hearing will operate in a hybrid format.

0:51

Staff, the applicants, some community members are in person.

0:54

However, we'll also ask if community members joining us virtually want to speak on an item at certain points in the meeting.

1:00

When those opportunities arise, typically during the public comment portion of each agenda item, members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which you wish to speak.

1:12

Speakers will be notified of their turn shortly before they're called on to speak.

1:16

All speakers virtual or in person will have two to three minutes to provide comments with the timing dependent on the total number of speakers for each item.

1:24

If you're in person, I don't know everyone here.

1:27

If you're in person and you're gonna comment on an item, like you're not an applicant, so you're here to make a comment on item.

1:34

If you can fill out one of those yellow speaker cards there and hand it to Roxanne, so that way we can call you for your item, that'd be great.

1:42

And then we can also accurately spell your name for the meeting minutes.

1:46

So the next portion of the meeting is oral communications from the public.

1:49

This is the time set aside for people wishing to address the zoning administrator on any matter that's not on the agenda.

1:56

Um speakers are limited to three minutes, and state law prohibits any action on any items which are not on the agenda.

2:02

So is there anyone here who would like to speak on any items that are not on the agenda?

2:08

Assuming no, okay, thanks.

2:10

Um, anybody online?

2:12

None, okay.

2:13

So we'll now move to item three, which is the public hearing.

2:17

Uh so item 3.1 is 700 to 810 East Middlefield Road and 1100 to 1200 Mod Avenue with a request for the zoning administrator to forward a recommendation to the city council to amend a previously approved development agreement to grant a five-year extension of the term for phase two of an office development and a recommended determination that the city certified an EIR for the project in compliance with CEQA and no further environmental review is required.

2:43

Um it's important to note that this decision made on this item will be in the form of a recommendation uh to the city council who will make the final decision on this project.

2:53

Um, and that public hearing is tentatively scheduled, and I say tentatively, uh, for October 13th as of now of this year.

3:01

Um, so George Schroeder is the project planner, George.

3:04

Do you have a staff presentation?

3:06

Good afternoon.

3:07

George Schroeder, planning manager, and have a presentation.

3:11

Uh so this is uh a proposed development agreement amendment for LinkedIn at their LinkedIn Middlefield campus at 710 810 Spittlefield Road and 1100 to 1200 Law Avenue.

3:25

So here's an aerial photo of the the campus, and it's founded by 237 to the north and lot avenue to the northeast, and middlefield road to the southeast uh at the Bernardo Avenue uh terminus.

3:43

And as you can see the lower uh lower right corner of the campus, this is some of the newer buildings along with some of the existing buildings that have been there for quite some time.

3:55

Um so just to give a background on the original approval.

3:58

Uh so the council had originally approved this project back in 2018, and it had consisted of three new office buildings as well as two new parking structures.

4:09

Three of the existing office buildings in the middle were to remain, and two of the office buildings along the periphery were to be demolished.

4:18

So altogether, this is about 612,000 square feet of that new office, and along with that original approval was a approval for a development agreement that offered an initial seven-year term with uh an option to extend for three years.

4:34

Um, also, part of the approval was a heritage tree report program.

4:39

Uh so just to give some updates since 2018.

4:43

Uh phase one has been been completed, and that was completed at late 2021.

4:48

Um, as you can see, just going back to the slide, phase one is the area that's shown in blue here.

4:54

So the uh building one and park instruction one towards the bottom of that uh graphic have been completed, as well as various site improvements, uh publicly accessible open spaces, bike and best stream paths.

The Mountain View Zoning Administrator, Amber Bladinski, convened a hybrid public hearing on June 25, 2026, at 4:00 p.m. The meeting addressed two items: a recommendation to the City Council to amend a development agreement for the LinkedIn Middlefield campus and a conditional use permit for an animal service establishment. The meeting adjourned at 4:14 p.m.

Public Comments & Testimony

  • No members of the public spoke on non-agenda items or on either agenda item.

Discussion Items

  • Item 3.1: LinkedIn Campus Development Agreement Amendment – The Zoning Administrator considered a request to forward a recommendation to the City Council to amend a previously approved development agreement for the LinkedIn campus at 700–810 East Middlefield Road and 1100–1200 Mod Avenue. The amendment would grant a five-year extension (to 2034) for Phase Two of the office development, which includes approximately 430,000 square feet of new office space. The project originally approved in 2018 included three new office buildings and two parking structures totaling 612,000 square feet. Phase One was completed in late 2021. LinkedIn requested the extension due to changed office utilization patterns following the pandemic. As part of the amendment, LinkedIn would pay a public benefit fee of $1.6 million within 60 days of execution. Staff recommended approval. Don Young, representing LinkedIn, spoke in support, noting the company's commitment to remaining headquartered in Mountain View. No public comments were received. The Zoning Administrator made a motion to recommend approval to the City Council, based on findings and conditions posted online. The City Council hearing is tentatively scheduled for October 13, 2026.
  • Item 3.2: Conditional Use Permit for Animal Service Establishment – The Zoning Administrator considered a request for a conditional use permit to allow an animal service establishment, including overnight boarding, at 1132 Independence Avenue in an existing industrial building. Staff determined the project is categorically exempt under CEQA Section 15301 (existing facilities). The applicant was present but did not make a statement. No public comments were received. The Zoning Administrator approved the permit, noting the decision is appealable to the City Council within 10 calendar days.

Key Outcomes

  • Item 3.1: The Zoning Administrator voted to forward a recommendation to the City Council to approve the development agreement amendment with a five-year extension and a $1.6 million public benefit fee. The City Council will make the final decision.
  • Item 3.2: The Zoning Administrator approved the conditional use permit for the animal service establishment at 1132 Independence Avenue.
