The City of Mountain View Environmental Planning Commission (EPC) held a regular meeting on Wednesday, October 21, 2026, from 7:00 PM to 8:12 PM. All seven commissioners were present (Spermann, Fab, Gutierrez, Dempsey, Kirsten, Vice Chair Donahue, Chair Nunes). The primary agenda items included a public hearing on the Rowhouse Gatekeeper Project at 924-940 San Rafael Avenue and approval of the 2027 EPC meeting schedule.
No members of the public provided oral communications on non-agenda items or offered testimony on the meeting schedule.
The commission held a public hearing on a proposal by Prometheus Real Estate Group to redevelop a 1.8-acre site from General Industrial to Medium-Density Residential. The project proposes 36 rowhouse units, including 9 Below Market Rate (BMR) units (25%), utilizing State Density Bonus Law, which includes six waiver requests for development standards such as setbacks and landscape area. The applicant emphasized the project’s role as a transitional use between industrial zones and single-family homes, as well as its adjacency to a planned future city park. Assistant Community Development Director Amber Blazinski clarified that the commission’s primary discretion on the item was the General Plan and Zoning Map Amendments, and that the site is not on the Housing Element inventory. Commissioners discussed the density bonus waivers, correction needed in the arborist report (trees 42 and 52), park in-lieu fee calculations, and equitable distribution of BMR units. Commissioner Dempsey expressed strong support for the project, highlighting its large family units. Vice Chair Donahue expressed support, commending the project’s community engagement and tree canopy increase. Other commissioners also voiced support for the project.
Principal Planner Diana Pancholi presented the proposed 2027 meeting calendar, noting a scheduling conflict with the League of California Cities Conference in March. No questions or public comments were received from the commission or the public.
