Okay. Well, good afternoon and welcome to the administrative zoning public hearing of October 14th, 2026. My name is George Schroeder, and I'm presiding over the hearing today as zoning administrator. I would like to call the meeting to order today at 4 p.m. Today's hearing will operate in a hybrid format. Staff, the applicant, and subcommunity members are in person. However, we will ask if community members joining us virtually want to speak on an item at certain points of the meeting. When those opportunities arise, typically during the public comment period of each item, members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which you wish to speak. Speakers will be notified of their turn shortly before they are called on to speak. All speakers, virtual or in person, will have two to three minutes to provide comments with timing dependent on the total number of speakers for each item. If you're in person and wish to comment on the agenda item, please also fill out a yellow speaker card for us so we're able to accurately spell your name for the meeting minutes. The next portion of the meeting is rural communications for the public. This is a time set aside for persons wishing to address the zoning administrator on any matter not the agenda. Speakers are limited to three minutes. Is there anyone that would like to speak on any items that are not on the agenda? Seeing the members of the public in the audience here. Roxanne, do we have anyone online? Next. Okay, no. So I will now move on to item three, which is a zoning administrator public hearing. Item 3.1 is at 761 West Middlefield Road with a request for a development review permit to install three new bollards on an existing driveway of an apartment development on a 3.81 acre site, which requires modifications to conditions of approval numbers 86, 102, 130, and 131 of a previously approved planned unit development permit and development review permit, and the addition of two new conditions of approval, and a recommended determination that the project is categorically exempt. California Environmental Quality Act or CEQA pursuant to Section 15301, existing facilities, Section 15303, new construction or conversion of small structures, the SIBO guidelines. The project is on the west side of West Middlefield Road between North Shoreline Boulevard, Moffat Boulevard, R3-2 zoning district. Tristan White is the project planner. Am I promoted to my name is Tristan White and I am project planner for this item at 761 West Middlefield Road. This project is located on a 3.81 acre site on the west side of West Middlefield Road between North Shoreline Boulevard and Moffat Boulevard in the R3-2 multifamily residential zoning district. The existing project site contains a 75-unit apartment development, Hero Apartments by Prometheus. And that had previously been approved by permit number PL-2018-094. With the proposed modification, the site's main form of egress and ingress would be from the West Middlefield Road rather than from the 7th property as originally approved. The connection to the 7th will remain available to emergency vehicles, but will no longer allow standard vehicle access between the sites. The condition allowed Hero to construct a driveway entrance along Middlefield Road if the Sevens driveway had not yet opened. And upon the Seventh driveway opening, Hero had six months to connect to the shared driveway and remove the Hero Middlefield Road entrance. Considering traffic safety issues, traffic traffic safety and issues concerning parking spillover from adjacent residential development. Staff is recommending that the Hero Project be permitted to maintain the existing entrance off West Middlefield Road. Upon acceptance by City Council to uh to install a traffic signal at the 7th entrance. Prometheus will be required within 30 days to remove the ballards between the two properties. Additionally, conditions 102, 130, and 131 from uh PL 2018 094 are modified by this project to be current with the 2025 California Building Standards Code. Uh two new conditions have also been added to administrate this permit and the modifications to existing conditions. To conclude, uh staff has completed review of the application and is recommending approval based on the findings and conditions of approval and finds that the project is categorically exempt pursuant to section uh 15301, existing facilities, and section 15303,
