At 6:00 PM on September 23, 2025, the Nampa Planning and Zoning Commission convened. Members present: Garner, Miller, Dapper, Turner, Morgan, Kirkman, Thelman, Copeland. Staff reported a continuation of the Lakeview subdivision case, and the Commission took action on two annexation/zoning requests and one conditional use permit. All votes were unanimous.

Public Comments & Testimony
- Item 3-1 (1224 East Iowa Avenue annexation): Mark Pridgin (1223 East Iowa Avenue) stated no opposition, neutral. Lindsay Beacham (1209 East Iowa Avenue) also expressed neutrality, noting concern about road repair but found no city ordinance addressing it. The owner requested annexation to access city utilities due to aging well and septic systems, and high groundwater. Staff found the application met state and city code. Conditions included compliance with city codes and payment of utility connection fees. The Commission approved the recommendation (roll call: all yes).

Item 3-2: Annexation and Zoning to RS-8.5, 7736 Birch Lane (Applicants Joshua and Michelle Ruman): The property was improperly zoned years ago; county non-compliance pressure drove the annexation request. Staff recommended RS-8.5 zoning (rather than surrounding RS-6) to accommodate lot sizes within the medium density residential designation. Nearby property 7694 was already approved for RS-6. The Commission approved (roll call: all yes).

Item 3: Conditional Use Permit for Unlisted Land Use at 0 North Midland Boulevard (Applicant Rashawn Steele representing his brother): Proposed two commercial units on the first floor and two residential units on the second floor on a BC-zoned parcel. Staff found the use compatible, provided city services exist. Conditions included compliance with building code and occupancy permits for future tenants. The Commission approved (motion by Kirkman, second by Dapper; roll call: all yes). Staff noted the CUP becomes effective 15 days after written decision unless appealed.

Okay. I have six o'clock. Welcome everyone to the NAMPA Planning and Zoning Commission meeting September 23rd, 2025. Who wants it? Council action. Actually. We need roll call first. Rodney knows. Rodney does. Okay, man. Garner. Miller. Here. Dapper. Turner. Morgan. Here. Kirkman. Here. Thelman. Here, Copeland. Thank you. Rodney. I think Mr. Chair and Commissioners. Uh just have one public hearing to report on. And actually it got continued. So this was the Lakeview subdivision out off of uh Midway and Iowa. This is the one where they got denied and then uh asked to re-look at the densities and creating a buckler, and then they did. Uh came back and presented that to you. You had recommended approval. Um and city council considered everything, and essentially they had high votes going both ways. Uh the mayor wasn't there at the meeting, and so it couldn't really move forward, and so they uh requested it to be continued. And so that one um will be uh it was continued until the third of November, but the applicant stated the next day that uh they couldn't make that date, and so we're gonna ask for a continuation to the 17th of November as well. So I'll report back after that's all done. That's it. Thank you. I move a reproductive consent agenda. Second. Then move by Dapper's second by Selman to approve the consent agenda. All is in favor.
