Nampa City Council Meeting – October 20, 2025
The meeting opened with prayer and the Pledge of Allegiance. After roll call (all present), the agenda was amended to move item 17A (monthly cash report) to discussion. The council then approved the consent agenda, minus 17A, and proceeded through a lengthy agenda including public works updates, public hearings, new business items, and an executive session.

Public Comments & Testimony
- Selfina Buckholtz (416 Meyer Ave.) expressed frustration over lack of transparency on the Ford Idaho Center decision and urged better community outreach and education.
- Doris Phillips (220 S. Ivy St.) voiced concerns about downtown housing plans, parking, and aesthetics, particularly around Lloyd Square and the train depot.
- Justin Buckholtz (416 Meyer Ave.) called for more inclusive public input on downtown planning.
- Jill Hallows (603 W. Crimson Loop) urged preserving the charming character of downtown.
- Amy Bowman (Director of Communications) read excerpts from community surveys expressing desire for downtown revitalization and more gathering places.
- Cody Daffer (33 S. Sugar Loop Ln.) praised staff efforts and encouraged continued public outreach.
- Cheryl Higley (12441 S. Abbott Downing Way) expressed concern that conceptual images in the downtown plan overshadow the train depot and historic charm.
- Victor Dowdy (6182 E. Mayfield Dr.) opposed the Breckenwood subdivision due to single access point and traffic concerns.
- Mark Mitchell (1235 Landau Way) questioned road capacity and called for better infrastructure.
- Kevin Noel (17354 N. Fort Laramie) echoed traffic concerns and opposed commercial uses in the residential area.
Discussion Items
- Monthly Cash Report (17A): Doug Racine explained Idaho Center accounts (operations and ticketing). Ron Reynolds asked about fund balance; Racine said a final figure would be available in early to mid-November. The report was approved.
- Public Works Updates: Crystal presented:
- Retiming of Garrity Boulevard improved traffic flow (free-flowing at 5 p.m.).
- North Side/Yale/7th Street safety study: 180 survey responses; 50% favored Alternative 3 ($8.1M, most improvements), 26% Alternative 2 ($6.8M), 8% preferred no action. Crash history: 260 accidents in 5 years on 1-mile corridor.
- Nampa RAISE grant update (8 projects): Many projects progressing; bike/pedestrian, mobility hubs, intersection improvements, Indian Creek pathway.
- Planning & Zoning Updates: Rodney Ashby reported on East Ranch final plat, Sierra Meadows extension, Rocky Mountain Jet Boat CUP, Sugar District development agreement adjustments, and an annexation/rezoning for a mixed-use development along Highway 16.
- New Business (5.1–5.8):
- 5.1: Microsoft contract ($338,616.50/year for 3 years) – approved unanimously.
- 5.2: Robinson/Greenhurst railroad overpass task order ($1,512,250) – approved unanimously.
- 5.3: Pertham Sewer easements ($420,516.48) – approved unanimously.
- 5.4: PFOS litigation contract – approved unanimously.
- 5.5: VRT cooperative agreement ($862,948) – approved 4-2 (Haverfield, Griffin no).
- 5.6: Ordinance amending city code to add Chief of Staff – approved 5-1 (Haverfield no).
- 5.7: Appointment of Clay Long as Chief of Staff – approved unanimously.
- 5.8: Direction on downtown rezoning (form-based code) – council provided feedback; staff to proceed.
- Public Hearings:
- 8.1: Downtown Implementation Plan – adopted 3-2 (Rodriguez, Haverfield no).
- 8.2: Greenhurst Crossing (rezone BN to BC with conditions) – approved unanimously.
- 8.3: New Life Landscape (pre-annexation/pre-zoning) – approved 5-1 (Jingula no).
- 8.4: Breckenwood subdivision – denied unanimously after extensive discussion about density, open space, and connectivity.
- New Business (5.9 & 5.10): Ford Idaho Center conveyance to CWI – continued to November 3, 2025, with directions to clarify deed restrictions, water rights, gun show/graduation provisions, and other terms.
- Unfinished Business (9.1, 9.2, 9.3): Three annexation/rezoning ordinances – all approved under suspension of rules.

Okay, I think we're ready to get started. And good evening. So as we get started this evening, thank you for joining us. I greatly appreciate those that are joining us in person and those that are joining us online. Good evening. So we have a tradition here that I value greatly, and that is that we open in prayer. And Pastor Tony Johnson is here. Tony, come on forward. He's with Damper First Church and the Care House and Incredible Ministries. Tony, thank you for all that you do. So let's stand and we'll let you open us in prayer and a pledge. Let us pray together. Father God, let me begin by saying thank you. Thank you for being the God of righteousness, holiness, and justice. Thank you for being the God of mercy and grace, forgiveness, and compassion of life and breath. Thank you for being the God who provides the wisdom and counsel, the direction and discernment to those who seek it. So your kingdom can become real on earth as you desire it to be. Thank you for giving our city the people, the finances, and the opportunities to create a city where its members can be able to flourish and prosper. Thank you for the leadership of our mayor and our city council members who sacrifice so much of their time to be administers of your grace in our community. And they have guided our city through times of prosperity in the midst of challenges. Thank you for all the staff and employees, the police and fire department and officials who work to make our community safe for individuals and families to better live the lives you created them for. Thank you for all of this, Father. Now, Father, as these individuals wrestle with the challenging topics and decisions related to this, your city. And by letting their conversations and decisions honor you and thus demonstrate that they love you with all that they are and their neighbor as themselves, for in loving the other, they demonstrate their love for you. We ask all of this in the name of Jesus Christ, our Lord and Savior, and that by the that your will be done by the power of your Holy Spirit in them and in us. Amen.
