The Nampa Planning and Zoning Commission met on April 28, 2026, to consider a comprehensive plan amendments, annexations, rezonings, and subdivision plats. The commission heard public testimony on several projects and voted on each item.
Consent Calendar
- Approved the consent agenda (motion by Turner, second by Kehoe).
Public Comments & Testimony
- Item 3‑4 (Elite Industrial Subdivision): Cheryl Heath (7462 East Newcastle Drive) expressed concerns about the access easement serving properties to the north and west, asking that the replacement road be fully usable for adjoining parcels.
- Item 3‑2 (Mason Ranch Estates): Multiple residents opposed the change from commercial to residential, citing traffic congestion on Victory and Madison roads, overcrowded schools (Ridgeview High at ~96% capacity), strain on fire and police services, loss of farmland and wildlife, and inadequate infrastructure. Christine Thomas, Holly Drinkard (who listed 19 nearby developments totaling over 6,900 units), Kira Hadlock (Ridgeview student describing unsafe conditions), Rocky Baker, Jim Blake, Thomas Hartley, Shelly Montclair, and others voiced opposition. Ruben Asmendi (farmer) spoke in favor, noting the limited commercial viability due to future right‑in/right‑out access on Highway 2026.
- Item 3‑5 (Creeks Bend): Jared Hospital (5115 East Feather Creek Lane) expressed concerns about density and compatibility with the adjacent large‑lot properties, traffic on Star Road, and school capacity. John Lowe requested a delay for further community input and asked for lower speed limits. Lori Brennan cited a 2016 City Council letter establishing RA zoning (30,000 sq ft minimum lots) and argued for consistency. David Brennan and Fred Deepold opposed high density but supported the medium‑density change; Fred Rowan asked for green space and buffer. Several speakers supported the park proposal.
Discussion Items
- Item 3‑4 – Comprehensive Plan Map Amendment, Annexation, and Preliminary Plat (Elite Industrial Subdivision): Applicant Jeff Hatch (Hatch Design) proposed amending the future land use map from industrial to commercial on 2.6 acres, annexing 17.6 acres, zoning 15 acres IL (light industrial) and 2.6 acres BC (community business), and a 31‑lot industrial subdivision. Staff reviewed aviation‑related conditions (height, wildlife, lighting, easement recording). The commission approved the project as presented with staff’s recommended conditions.
- Item 3‑1 – Comprehensive Plan Text Amendment (PUD Requirement): Principal Planner Doug Critchfield proposed removing language that required developments exceeding five dwelling units per acre to be approved as planned unit developments (PUDs) or master planned communities. The change makes PUDs optional. After public comment, the commission voted to recommend approval to City Council.
- Item 3‑2 – Comprehensive Plan Map and Text Amendment, Annexation, Zoning (Mason Ranch Estates): Applicant Will Mason requested reducing commercial frontage along Highway 2026 from 40 to 20 acres and changing the remaining 20 acres and the residential‑mixed‑use area to medium‑density residential. Staff (Long Range Planning) opposed the loss of commercial along the 2026 corridor and the elimination of neighborhood commercial in the residentially mixed‑use area. After extensive public opposition, the commission voted to deny the request (motion by Daffer, second by Garner) because it did not conform to the comprehensive plan or the Highway 2026 Specific Area Plan.
- Item 3‑3 – Continued to May 12, 2026: The applicant requested a continuance due to incomplete posting. The commission opened the hearing and continued the item to the next meeting.
- Item 3‑5 – Comprehensive Plan Map and Text Amendment (Creeks Bend): Applicant Sabrina Durchy (Trilogy Development) sought to change the land use designation from commercial and high‑density residential to medium‑density residential on 55 acres at Star Road. Staff recommended approval but with a condition to zone 1.5 acres (5%) as neighborhood commercial to preserve the intent of the Highway 16 Specific Area Plan. The applicant opposed the commercial requirement, proposing instead a 2.5‑acre park. After public testimony, the commission voted to recommend approval of the comprehensive plan amendment striking the condition for neighborhood commercial (motion by Daffer, second by Kehoe).
Key Outcomes
- Item 3‑4: Approved (roll‑call vote: all present voted aye).
- Item 3‑1: Recommended approval to City Council (roll‑call vote: all present voted aye).
- Item 3‑2: Denied (roll‑call vote: motion to deny carried; all present voted aye on the motion to deny).
- Item 3‑3: Continued to May 12, 2026.
- Item 3‑5: Recommended approval to City Council (roll‑call vote: all present voted aye), with the staff condition for neighborhood commercial removed.

I get what they're saying, and I can ask questions, but boy, if somebody asked me to speak about something, I'd probably be like, oh yeah. Not today. Yeah, let's try that again then in a couple years. It's on my list of things to do. You get trouble for that. Almost between all the questions being submitted. Too bad you couldn't use all your signs and just put it. Yeah, I know what the ones I got now are better. And works and works and works and saves. Yeah. But I I mean, even still. I'm just so proud.
