Thank you.

2:28

Mr.

2:29

Ashby.

2:35

Director.

2:36

Director Ashley.

2:37

Director.

2:43

Uh for the record, Rodney Ashby, Planning and Zoning Director.

2:47

Um just need to report back on City Council agenda items.

2:52

We had three consent agenda items.

2:55

The first one was a subdivision short plat for Greenhurst Cottages.

2:59

You had recommended approval and City Council approved that.

3:02

Subdivision final plat for Deer Flat Ranch number two was also recommended by you.

3:08

And City Council approved that.

3:10

And finally the final plat for Lakeview number one was recommended and approved by City Council.

3:46

And Prescott Creek was another one that got continued to uh November.

3:52

This is uh Senator Rich's property that uh it's been going on for a while now.

4:01

Uh you heard it probably six months ago, I think.

4:05

I think it was in January when when you heard it.

4:08

And uh and so that is uh being continued, they requested to to go after the um election in November.

4:18

So that's happening in November.

4:21

And then the last two uh public hearings that happened were the comprehensive plan map amendment from low density residential to medium density residential at 5601 east locust lane.

4:35

And you had recommended denial on this one.

4:39

And uh City Council did deny that the next one was a variance for uh uh sign height and that was approved.

4:52

That was at um um Bathitters, I think it's on Chisholm Drive.

5:00

Right.

5:02

Yeah.

5:03

East East End of East Chiselm Chisholm Drive.

5:09

And that one was approved.

5:11

So that's all I have for that.

5:13

And then I've got our density report.

5:15

If you want me to start right into that, Mr.

5:17

Chair, can we ask a question on those?

5:19

Does the fact that the Grace Bible church got pushed affect the other applicant?

5:25

Were they back-to-back meetings?

5:27

Yeah, good question.

5:29

So there is one that uh what we're doing is we're recommending that they uh have a condition.

5:36

If I'm that correct, we have a condition if if it gets approved, then it'll it'll continue and be approved as well.

5:45

So that that uh condition is added on to it.

5:49

Good question.

5:51

Um we have it switched over.

5:59

Thank you.

6:01

All right, so density report.

6:03

This is actually pretty simple, and and actually, in my opinion, I'm kind of a nerd, but really interesting to me.

6:10

Um so preliminary plates, again, we're looking at a full year of applications just to show you today.

6:20

So this is where uh they're occurring, primarily to the north and southeast.

6:26

Those are the preliminary plats.

6:28

Again, these are longer term, it's gonna take three to five, seven years, somewhere in there.

6:36

And um, I think we found in our annual report that about after about four years, we were close to 70 percent done with these.

6:48

Uh about five years, I think we were 85% done with preliminary plots.

6:54

So that kind of gives you a sense of how long it's taking.

7:00

So a closer view of these.

7:03

Uh this is the north end.

7:05

Whoa.

7:10

So this is the north end.

7:11

Um you can see where those are located, the southern end.

7:22

And some of those, like I think this one on the very bottom, uh, sagewood, if I remember right, that one wasn't correct.

7:33

That's correct.

7:34

The one on the very north uh on the previous screen, farthest north, that one wasn't approved either.

7:42

So we have them based on their application, but some of them are not getting approved.

7:48

And then uh let me show you the breakdown.

7:55

If all of them were approved, there would be 1,267 single family units.

8:01

Again, if you look at uh we didn't have Madison on here, yeah, Madison Ranch.

8:10

It doesn't show those numbers, so um looks like we just looks like we've been removed from the table.

8:17

So the ones that were approved, 1,267, and then 26 multifamily units.

8:24

Then let's go to the final plat.

8:26

I think this is really interesting.

8:28

Um if you notice, there are quite a few final plats that are in fill development on this map, um, which I think is is really a good planning principle.

8:42

Uh build in the city rather than out, is really a preference.

8:48

And so you see that again a lot to the north and a lot to the south, not so much to the either side of the city here.

8:57

Um these are gonna be a quicker turnaround, so a closer view of the northern section, and this is really where you see a lot of the uh in fill developments occurring in the southern section there.

9:16

So final plats, we had 1,656 single family units approved in this past year, a full year of applications, and then 146 multifamily units.

9:32

Uh again, I think that's good progress.

9:34

I think that we're we're filling in some in fill development that's needed to be done for a long time.

9:40

So any questions for me?

9:44

I have a question, and uh this is coming from one nerd to another nerd, but I think I ask this every time.

9:51

But do you does the does your office or your department track trends like long term?

10:00

So if this pace of growth continues, at what point will NAMPA be pretty much out filled, yeah, built out.

10:09

Yeah.

10:10

Um, so in our annual report, we do a little bit of analysis of that, but not to that specificity.

10:17

So there's so many variables, market conditions, all that kind of stuff.

10:22

One of the tricky parts for us this last time was that our impact area got reduced right at about that same time that we were doing the annual report.

10:33

Um so it's tricky.

10:36

Um if we look at the impact area versus the planning area, we we maybe could do that.

10:43

Just take the planning area, it's pretty static, and um and look at how long it would take us.

10:50

I think there is some data about that in the annual report, and there's certainly some data that we're working on for the comprehensive plan about that.

10:59

Uh right now, our consultants were tasked based on some conversations we've had here.

11:04

At some point, theoretically, we won't need a future land use map anymore, correct?

11:11

Maybe, but it's always have rezoned down there.

11:14

Yeah.

11:14

All right.

11:19

Thank you.

11:23

Chairman?

11:24

Yes.

11:24

Make a motion to approve the consent agenda.

11:27

Second.

11:32

Second by Commissioner Kehoe to approve the consent agenda.

11:35

All those in favor?

11:37

Aye.

11:37

Any opposed.

11:39

Okay.

11:42

Okay.

11:43

Uh so for our public hearings this evening.

11:46

Uh if you are possibly here for item three-one.

11:52

That item has been rescheduled to 825 26 due to non-compliance of property posting.

11:59

So it's my understanding that they're gonna pull that and then resubmit.

12:04

So we'll move to item three-2.

12:09

So the way this works is we will open by allowing the applicant to come forward, present their topic, and tell us what they want to do, and then turn it over to staff.

12:22

If you would like to speak, please come to the mic, give us your name and address for the record.

12:27

You'll have three minutes to tell us what's on your mind, and we'll close the public testimony portion of the meeting, discuss uh make our decision and move on to the next item.

12:41

So we'll go ahead and get started with item three-20 short plat approval for DevOne number two subdivision and IL zoning district address to zero East Carcher Road for uh properties LLC.

12:59

Come on up.

13:02

Hello, my name is Jason Nork.

13:03

I'm the owner of a small manufacturing company called Rocky Mountain Cutting.

13:07

Um we're located in Boise currently and uh need to grow a little bit.

13:11

So we uh purchased this uh lot in question for us to build the new shop on and to continue to grow our business.

13:18

Um the lot's bigger than I needed for the structure that I was gonna use, and so it made sense to go ahead and split the lot in order to do that.

13:27

We had to do a short plat to split the lot.

13:30

Uh we're gonna take a portion of it and then I have a another small business gonna purchase the other piece from me.

13:37

Okay, basic application.

13:38

Pretty simple.

13:39

Anybody have questions?

13:43

No, maybe we'll call you back if we do.

13:46

Mr.

13:46

Chair?

13:46

Yes.

13:47

It just curiosity, it's not gonna impact too much.

13:50

What did you what do you do?

13:53

Cutting what?

13:54

Yeah, we're uh especially job shop.

13:56

Means we don't manufacture any of our own.

13:58

We contract everything that we do for other manufacturers.

14:00

Okay, uh currently the equipment we have in house is a water jet and a laser.

14:04

Um both are all computer controlled pieces of equipment, cut almost anything flat.

14:09

Um, so that's what we do right now.

14:12

The new uh shop willow us to add some additional services to start bending and tapping and um finishing, so it's the the growth pattern for us.

14:20

Very cool.

14:21

Well, thanks.

14:22

Thank you.

14:24

Okay, yeah.

14:25

Okay.

14:27

Ms.

14:27

Friend, you're up.

14:32

Good evening, Mr.

14:33

Chairman and Commissioners.

14:35

My name's Terry Friend, associate planner with the city of NAMPA's planning and zoning department.

14:41

Um the application before you tonight is a simple one, a short plat application to divide that part particular industrial property into two lots.

14:53

Um this property is zoned industrial, sorry, designated industrial on the future land use map.

15:01

It's currently zoned light industrial.

15:09

And an enclave property, but then to the east, west, and south are all industrial zones.

15:25

In 2020, um there was a short plat subdivision that created seven industrial lots, including the one we're talking about.

15:34

And then recently in 2024, they split uh that lot and the one to the west in in half.

15:43

So that makes just a simple property boundary adjustment not available to them now, which is why we're going through this short plat process.

15:55

Um industrial short plats are pretty easy.

15:59

We don't have um qualified open plat open space on short plats.

16:04

There's no minimum lot area, there's no minimum lot width or depth.

16:08

Um we'll do landscaping and parking when they go through the building pro uh permit process to actually develop the property.

16:16

So everything meets the platting requirements.

16:20

Um in terms of correspondence, we didn't receive anything from the public.

16:30

A note about an ingress egress easement.

16:33

They've already taken care of that, so when we get to the conditions of approval, we can take that one off.

16:40

And speaking of conditions of approval, we basically have the the typical one about meeting city codes, policies, and um and standards, and addressing any notes on the plat and anything that you wanted to add.

16:59

And here are your potential motions.

17:08

Okay, thank you.

17:10

Adam Clerk, do we have a sign-up sheet?

17:15

Thank you, Chair.

17:16

No uh citizens, uh no no speakers other than the uh apple can have come forward.

17:23

Okay, thank you.

17:23

Is there anyone anyone in the audience or online that would like to speak for against or undecided on this item?

17:33

Do you have anything to add?

17:36

No.

17:36

Okay.

17:38

Okay, chairman.

17:39

Yes, make a motion we close the public hearing.

17:41

Okay.

17:42

Second.

17:42

It's been moved by Garner, second by Keyhoe to close the public hearing.

17:46

All those in favor?

17:47

Aye.

17:47

Any opposed?

17:49

Okay.

17:51

I love the fact that he's moving the NAPA from voice.

17:54

Yeah.

17:56

Are you are you moving or never mind?

18:02

Six figures.

18:07

Mr.

18:07

Chair, I'd move to recommend approval of the project as stated on the screen.

18:12

Second.

18:17

Um, Madam Clerk, can we do a roll call?

18:22

Thank you, Garner.

18:24

I Miller.

18:25

Hi.

18:26

Daffer, absent.

18:27

Turner.

18:31

Keh.

18:31

Aye.

18:32

Morgan.

18:33

Yes.

18:33

Kirkman.

18:34

Yes.

18:35

Copeland absent.

18:37

Fiend.

18:38

Yes.

18:39

Motion carries.

18:42

Thank you.

18:45

Okay.

18:46

We will move right into item 3-3.

18:49

Annexation and zoning to I.

18:51

Addressed as 73 North Happy Valley Road and zoning map amendment from RA to I.

18:57

Addressed as 91 North Happy Valley Road for Lindsay Johnson representing the city of Nampa.

19:04

Hello, Commission.

19:05

I'll speak first.

19:06

Uh just for the record, Alex Jones, JEB Engineers, 2760 West Excursion Lane, Suite 400 in Meridian, Idaho.

19:13

Uh JUB was contracted to assist the Nampa Airport with this application.

19:20

It's a pretty simple one.

19:21

We are the request is to annex a seven-acre parcel with a zoning of I.

19:27

L, which meets its comprehensive plan designation, and along with a rezone of the of a portion of the northern parcel that's currently uh suburban residential to light industrial, which also will match the comprehensive plan and the airport master plan.

19:43

Should be pretty simple application.

19:45

Stand for any questions you have.

19:51

Okay, thank you.

19:52

Call you up if we have questions.

19:56

Watkins.

19:57

One second, please.

20:00

Uh-oh.

20:03

You haven't even started it yet.

20:10

Rodney.

20:11

What has happened while you were gone?

20:14

We'll give you a few minutes to put it together.

20:21

That's fine.

20:29

It's not working very well.

20:31

All right.

20:32

Thank you, Mr.

20:33

Chairman and Commissioners.

20:34

Christy Watkins, principal planner for the city of Nampa.

20:37

The request before you this evening is for annexation and zoning to IL at 73 North Happy Valley Road and a zoning map amendment from RA to IL at 91 North Happy Valley Road.

20:49

If you're familiar with this, the um rezone property actually contains the uh fire department.

20:57

There's one of the stations is right there on the corner of Cessna and Happy Valley.

21:03

Um currently 73 is under the jurisdiction of Canyon County, requesting to be annexed, and 91 is inside the city limits requesting to be rezoned.

21:13

The entire property surrounding is IL zoned with a little bit to the north and a little bit to the south and a little bit to the east.

21:24

That's still Canyon County rural residential.

21:30

So there are services available to this property already.

21:34

Pressurized irrigation is not available in Happy Valley Road.

21:38

They will be required to dedicate 50 feet from the section line for Happy Valley Road when they annex.

22:01

As far as correspondence is concerned, uh engineering provided comments about access, right of way, dedication, roadway improvements, frontage improvements, and traffic impact study.

22:10

Um the memo was attached to your staff report for further details.

22:15

For annexation, um they have consented to the application as property owners.

22:21

The property is contiguous to the city limits on all four sides where it abuts IL zoned property.

22:27

The comprehensive plan does include this area of annexation.

22:31

And when it does conform to the MOU between the city and the highway district for proposed findings for zoning, um, it is in harmony with the comprehensive plan because it proposes a zone that matches the future land use designation of industrial, and it complies with the principles outlined in the comprehensive plan.

22:51

The future land use map was established after thoroughly analyzing those land uses for compatibility.

22:58

The project will provide a set of uses that would be reasonably compatible with joining properties based on the airport's master plan that outlines goals and strategies.

23:09

It meets a number of the goals that have been outlined in that master plan as providing expansion of the airport property and um enticing or bringing in businesses that would be appropriate for that area.

23:23

It is in the public interest and reasonably necessary because future development will extend city utilities, it will install frontage improvements, and it is compatible with the surrounding uses.

23:39

Sorry, will have to meet city codes with any development that happens there that includes design review and any building code conditions.

23:48

Um the proposed conditions of approval are in your staff report.

23:52

Um the condition number four states Chicago Street.

23:57

That is a typo, it should say Happy Valley Road.

24:01

And your potential motions are in your staff report.

24:04

I'm sorry that they're not up on the screen.

24:07

You have them in front of you.

24:12

I will stand for any questions.

24:15

We have questions.

24:28

That'll be a Daniel question.

24:30

Or a crystal question.

24:31

Maybe Crystal can not see.

24:33

Because it seems like the redesignation, I guess, of roads like that that are heavily used would certainly speak to the future land use in the of the area.

24:43

So that's kind of where that's coming from.

24:45

Mr.

24:46

Chair, Commissioner Kirkman.

24:47

Um, we do re-evaluate the classification of the roadways every few years with compass and when they update their models.

24:56

And so that's that's when we look at those broad classifications for the roadways.

25:18

That being said, the minor arterials and the principal arterials can often look very similar.

25:24

They have the same right-of-way widths, and you know, depending on the traffic volumes, are either a three or a five-lane facility ultimately.

25:33

Is that a uh so in line with COMPASS?

25:37

Is that something the city just chooses to do?

25:39

Like that's that's when we'll reevaluate, or can you reevaluate at any time if the need arises?

25:44

If the need arise, we we could reevaluate.

25:47

We are in the process of our transportation master plan.

25:50

That'll be something that looks at with that as well.

25:54

Um so we're not bound to just what when compass is looking at things, um, we do make minor tweaks, you know, in between their stuff, but holistically we look at them then.

26:07

Yeah, okay, and highway 16 that makes sense too, trying to push some of that trap.

26:11

We'll see if that actually happens.

26:13

We're all for thank you.

26:21

Okay, madam clerk.

26:23

Do we have a sign-up sheet?

26:24

I have to ask.

26:29

No, okay.

26:30

Is there anyone here that or online that would like to speak for, against, or undecided on this item?

26:38

No.

26:40

Okay.

26:45

Yep.

26:48

You want to bring it in?

26:50

He's good.

26:52

Speak against it.

26:53

Mr.

26:53

Chairman, yes.

26:54

I make a motion to close the public hearing.

26:56

Second.

26:56

It's been moved by Commissioner Garner, second by Keyho to close the public hearing.

27:00

All those in favor?

27:01

Aye.

27:02

Any opposed?

27:03

Okay, public testimony portion is moved closed.

27:07

Thoughts, ideas.

27:09

I have one thought, Mr.

27:11

Chair.

27:12

I move to recommend approval of the project as stated on the screen.

27:16

Second.

27:17

It's been moved.

27:19

It's been moved by Kirkman seconded by Morgan to approve this item.

27:24

Madam Clerk, roll call.

27:27

Thank you.

27:27

Garner.

27:28

Aye.

27:29

Miller.

27:29

Aye.

27:30

Daffer, absent.

27:32

Turner?

27:32

Aye.

27:33

Keyhouse.

27:34

Morgan.

27:35

Yes.

27:36

Kirkman.

27:36

Aye.

27:37

Copeland, absent.

27:39

Fiend.

27:40

Aye.

27:42

Motion carries.

27:43

Mr.

27:43

Chairman.

27:44

Yes.

27:45

That was almost all ayes and one yes.

27:49

Only one of us did it right.

27:55

So you asking that individual to make the next motion?

28:01

Make motion we adjourn.

28:03

Second.

28:07

No.

28:07

Okay.

28:08

It's been moved by Commissioner Morgan, seconded by Kiho to adjourn.

28:11

All those in favor?

28:12

Aye.

28:13

Any opposed?

28:15

Good.

28:15

Meeting is adjourned.

28:22

That was a long one.

28:23

Right.

The Prescott Creek subdivision (Senator Rich's property) was continued to November 2026. A comprehensive plan map amendment (5601 East Locust Lane, low to medium density) was denied by the City Council as recommended by the Commission. A sign height variance on Chisholm Drive was approved. The Commission also noted that a condition was added to a related application tied to the Grace Bible Church item.

Public Comments & Testimony

  • No members of the public signed up to speak or testified online during the public hearings.

Discussion Items

  • Density Report (Annual Update): Director Ashby presented a visual summary of preliminary and final plats submitted over the past year. Preliminary plats (longer-term, 3–7 year buildout) concentrated in the north and southeast. If all were approved, they would yield 1,267 single-family units and 26 multi-family units. Final plats (shorter-term) showed 1,656 single-family and 146 multi-family units approved, with many infill developments inside the city. Commissioner Kirkman asked about tracking long-term buildout trends; Ashby noted that annual reports and the comprehensive plan process address this, but many variables (market conditions, impact area changes) make precise projections difficult.
  • Public Hearing: Item 3-2 – Short Plat Approval (DevOne No. 2, 0 East Carcher Road): Applicant Jason Nork, owner of Rocky Mountain Cutting, explained the request to split an industrial lot into two parcels to allow expansion of his manufacturing business and sale of the remaining portion to another small business. Staff planner Terry Friend confirmed the property is zoned Light Industrial, meets short plat requirements, and no public comments were received. The Commission approved the plat unanimously (roll call: 7-0, with Commissioners Daffer and Copeland absent).
  • Public Hearing: Item 3-3 – Annexation and Zoning (73 and 91 North Happy Valley Road): Applicant Alex Jones (JUB Engineers) represented the Nampa Airport, requesting annexation of a 7-acre parcel at 73 N. Happy Valley Road with IL zoning, and a rezone of a portion of 91 N. Happy Valley Road from RA to IL. Staff planner Christy Watkins noted the property is surrounded by IL zoned land, services are available, and the request aligns with the city’s comprehensive plan and airport master plan. Engineering comments addressed access, right-of-way, and frontage improvements. The Commission discussed road classification and future planning. The motion to approve passed unanimously (roll call: 7-0).
  • Item 3-1 (Rescheduled): The agenda item for a short plat at 3-1 was rescheduled to August 25, 2026, due to non-compliance with property posting requirements.
