Nampa Idaho Emergency Council Meeting - August 11, 2026
An emergency city council meeting was held at 21:50 UTC on August 11, 2026, to address a major water main break on Garrety Boulevard south of the interstate. The council declared an emergency and authorized immediate repairs with an estimated cost of $1.5–$2 million.
Discussion Items
- Water main break details: John Spencer, Director of Water Resources, reported a 16-inch water main break on Garrety Boulevard received at 12:59 PM. Water was shut off, and contractors were on site. Full repair is expected to take a couple of days.
- Cause and pressure concerns: The cause is under investigation; the pipe was installed in 2002 and does not fit typical deferred maintenance criteria. A pressure drop below 20 PSI triggered a public notification requirement.
- Service impact: No residents are without water; the break was isolated under the interstate. Northbound access may be available; southbound is likely closed. ITD is aware and assisting with road repairs.
- Cost estimate: Councilman Bills questioned the $1.5–$2 million estimate for a two-day repair. Spencer cited uncertainty in road repair extent, ITD standards, and asphalt damage from uplift.
- Communication: A press release was issued; a system-wide notification about the pressure drop is being drafted.
Key Outcomes
- Motion to approve both action items: Councilman Bills moved to approve the declaration of emergency and authorization of repairs; seconded by Councilwoman Scog. Vote: all present members (Bills, Reynolds, Rodriguez, Griffin, Scog, Jangula) voted yes. Motion carried.
- Action items approved:
- Declare an emergency pursuant to Idaho Code 67-2808(1A)(iii) and authorize the mayor to sign the resolution.
- Authorize Public Works and Water Department to initiate emergency repairs for the ruptured water main on Garrety Boulevard with an estimated cost of $1.5–$2 million, funded through fund balance, total cost to be included in a September budget amendment.
- Adjournment: Meeting adjourned by unanimous vote.
