Civil Service Commission Regular Meeting - February 24, 2025
The Napa Civil Service Commission held its regular meeting on February 24, 2025, at 5:15 p.m. in City Hall Council Chambers. All five commissioners were present. The meeting covered consent calendar items, an administrative report on classification specification revisions, and updates from staff on recruitments and eligible lists.

- 4.C. Eligible List Summary Report: Approved abolishing the eligible list for Firefighter/Paramedic as recommended by staff.

- 5.A. Classification Specification Revisions for Water Distribution Supervisor: Staff presented a request from the Utilities Department to update the classification specification to better reflect operational assignments and responsibilities that shifted since the 2021 revision. A salary survey confirmed the classification is on par with the comparator market, so no salary adjustment was proposed. The affected bargaining unit reviewed and agreed with the recommendations. The Commission unanimously approved the revisions and voted to recommend adoption to the City Council.

Upcoming job fairs were announced: Sonoma State Career Fest on March 7, Valley Oak High School on March 28, Solano Community College on April 10, and Napa Valley Job Fair on April 30.
- Eligible List Expiration Report: Staff reported the scheduled automatic expiration of four eligible lists resulting in hires: Fire Captain (6 hires), Recreation Coordinator (1 hire), Building Inspector (1 hire), and Parking Enforcement Officer (1 hire).

Are there any changes to the agenda or supplemental reports? No changes. Okay, great. Seeing none, we'll go to public comment. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, please reserve your comments until that item is before the commission. Are there any public comments from the audience? Seeing none, um, we will move forward and conclude the general public comment portion of the agenda and move to the consent calendar. The consent uh these routine items on the consent count calendar can be approved with one motion and vote. If a commissioner wishes to discuss an item, they can request that that item be removed from the consent calendar after the remaining items are approved. Items which are removed are considered separately. Is um is there a motion to approve the consent calendar and I make the motion? Okay, I was wondering, do we need to separate out item A? Okay. I'll need to pull items. Okay. Okay. So we'll pull item for A and we'll consider items uh for B and 4C. And do I have a motion to approve those? I'll make that motion. Second. Now we'll consider item 4A, which are the minutes from our January meeting. And I it's January 27th, 2025. We had a special date on that date.
