- Item 5.A – Commissioner Term Expiration and Vacancy Update: Staff presented an informational report on the upcoming expiration of Commissioner Ryan Fitzgerald’s term (the fifth member, appointed by the other four commissioners) on June 30, 2025. The City Clerk’s office began accepting applications on May 8, 2025, with a deadline of May 30, 2025. The original plan was to consider the appointment at the June 16, 2025 regular meeting. However, during discussion, it was noted that two commissioners would be absent on June 16 and Commissioner Fitzgerald cannot vote on his own replacement, leaving only two voting members (less than three needed for a quorum on that action). After deliberation, the Commission voted to postpone the appointment to the July 21, 2025 meeting and to extend Commissioner Fitzgerald’s term by one month to cover the gap.
- Item 6.C – Recruitment Status Report: Staff provided an update on current recruitments: panel interviews for Fleet Shop Supervisor were scheduled for later that week; Public Safety Dispatch Call Taker candidates were undergoing a critical exam with interviews planned for early June; a Water Distribution Supervisor posting had recently opened (closes June 1); continuous recruitments were ongoing (Lateral Police Officer, Police Officer Trainee, Plant Maintenance Superintendent, Water Control Systems Analysts); and recruitment team attended the Napa Valley College Career Fair (April 30) and Valley Oak High School Career Fair.
- Item 6.D – Scheduled Automatic Expiration of Eligible Lists of Candidates: Staff reported that eligible lists for Fleet Shop Supervisor, Equipment Mechanic (three levels), Police Officer Trainee, and Public Safety Dispatch Call Taker were scheduled to expire. The resulting appointments included three equipment mechanics and one public safety dispatch call taker. The Commission received the report without a vote.

Okay. Well, it's 5 15. And so the regular Civil Service Commission meeting for May 19th, 2025 is called the order. Caitlin, can you please take roll? Commissioner Aguilera here. Commissioner Fitzgerald. Here. Commissioner Halliday? Vice Chair Riesenberg? Here. Chair Mason is absent at the moment, but hopefully we'll be joining us soon. And all other commissioners are present. Thank you. Are there any changes to the agenda or supplementary reports? No changes. Okay. The public comment section. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, reserve your comments until the item is before the commission. Are there any public comments from the audience? Seeing none. Since we have received no additional comments from the public, we will now conclude the general public comment portion of the agenda. Move to the consent calendar. These routine items can be approved with one motion and vote. If a commissioner wishes to discuss an item, they can request that the item be removed from the consent calendar. After the remaining items are approved, items which are removed are considered separately. Okay, seeing none. Is there a motion to approve item 4B on the consent calendar? I'll make that motion. Opposed, all abstain. Motion passed. Um we'll move to administrative reports. We'll now hear a report from staff on item 5A. Thank you. So for 5A, the staff recommendation is for the commission to receive the informational update regarding the Civil Service Commissioner term expiration and the upcoming vacancy update. So providing you a little background on just the commission for um everyone and and the audience is that the commission is consisted of five members, each of which serve three-year terms. Two of the commissioners are appointed by the city council, two are elected by classified employees of the city of Napa, and then the fifth is appointed by the other four commissioners. So Commissioner Fitzgerald's term as the fifth member is set to expire on June 30th, 2025. And so we're going to talk about what the process will be for that appointment of the of the fifth member, which would start on July 1st, 2025. The City Charter Section 76.1 is what provides our uh commission and the appointment of those members. And a copy as well of the Civil Service Commission resolution tw R 2012-12 is provided as attachment one for reference. In that resolution, it states that the city clerk will post a notice for the upcoming vacancy and solicit applications from candidates in a matter that will encourage participation from qualified candidates representing a cross section of the community.
