- Recruitment Status Report (6.C): Caitlin reported that earlier in June, a physical agility test was held for police officer trainee recruitment, and three days of panel interviews for the police department were scheduled for that week. One trainee graduated from the police academy and was sworn in as a police officer at the end of May. Another trainee is expected to graduate in August, and several more will start an academy in August. The city is currently accepting applications for junior engineer/assistant engineer in public works (closes June 22). Interviews for the water distribution supervisor position in utilities will occur next week. Recruitment staff also participated in the Career Point job fair at Napa County on May 27.
- Deputy Fire Chief Promotional Recruitment (verbal update): MJ Tueros announced that a promotional recruitment for deputy fire chief is pending budget adoption by the city council (second reading scheduled for June 17). The posting is expected to go live on June 20, with an information session on June 24, applications due by July 1, and testing on July 9. Results will be reported at the July 21 regular meeting.
- Scheduled Automatic Expiration of Eligible Lists (6.D): MJ reported that three continuous recruitment lists are set to expire: one for Public Safety Dispatcher 2 (Lateral) and two for Police Officer (Lateral) — all ongoing recruitments. Additionally, lists for Permit Tech and Systems Administrator are expiring because each resulted in a hire.
- Special Meeting for Commissioner Selection: Staff recommended scheduling a special meeting on July 21, 2025, at 4:30 PM (prior to the regular meeting at 5:15 PM) to conduct interviews and select the fifth commissioner. Chair Mason called the special meeting for that date and time, pending availability of Commissioners Aguilera and Halliday.

Commissioner Fitzgerald. Here. Vice Chair Riesenberg? Here. Chair Mason. Here. Commissioners Aguilera and Halliday are absent. All other commissioners are present. Thank you. Great. Are there any changes to the agenda or any supplemental reports? Yes, so we have one typo on agenda item 4A. Page one of the minutes. Under number one, it says Chair Mason called the regular meeting. That should be Vice Chair Riesenberg called the regular meeting. Okay. All right. Noted change. Thank you. So with that, we will go to public comment. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, reserve your comments until the item is before the commission. Are there any public comments from the audience? Seeing none. Since there are no comments from the public, we will now conclude the general public comment portion of the agenda and move on to the consent calendar. Consent calendar. These routine items can be approved with one motion and vote. If a commissioner wishes to discuss an item, they can request that that item be removed from the consent calendar. After the remaining items are approved, items which are removed are considered separately. Is there a motion to approve the consent calendar? I'll make the motion. All second. Aye. So we'll we will move on to comments by commissioners and staff. Are there any comments from commissioners? No. Not for me. Any comments from staff? Yes. Um staff would like to make a recommendation for the commission to schedule a special meeting on July 21st at 4 30. So that would be preceding the regular meeting at 5 15. The purpose of that meeting would be for the selection of the fifth commissioner.
